유네스코는 전 세계 중요 무형문화유산에 대한 더 나은 보호와 [1]그 중요성을 인식하기 위한 목적으로 무형문화유산목록을 제정했다.이 목록은 무형문화유산보호위원회(Intergovernational Committee for the Suptive Artitude Architude Architutions)에 의해 발행되며, 회원들은 총회에서 [2]당사국 회의에 의해 선출된다.이 프로그램은 전 세계 인류의 다양한 구전 및 무형보물의 개요를 통해 유네스코가 문화적 다양성과 [3][4]창의적 표현의 보고로서 필수적인 요소로서 인정한 무형유산의 보호의 중요성에 주목하는 것을 목표로 하고 있다.

이 목록은 2003년 무형문화유산보호협약이 발효된 2008년에 제정되었다.

2010년 현재 이 프로그램은 두 가지 목록을 편집하고 있다.인류무형문화유산 대표목록은 문화적인 "이 유산의 다양성을 보여주고 그 중요성에 대한 인식을 높이는 데 도움이 되는 관행과 표현"으로 구성되어 있다.보다 짧은 '긴급 보호가 필요한 무형문화유산 목록'은 관련 지역사회와 국가들이 생존을 [5][6]위해 긴급한 조치가 필요하다고 생각하는 문화적 요소들로 구성되어 있다.

2013년에는 긴급보호가 필요한 무형문화유산 목록에 4개 요소가 등록되었으며, 이는 당사국들이 국제협력 및 지원을 동원하여 관련 커뮤니티의 참여로 이 유산의 전승을 보장하는 데 도움이 된다.긴급보호목록은 현재 35개 요소로 구성되어 있다.정부간 위원회는 또한 인류무형문화유산 대표목록에 25개 요소를 등재했는데, 이는 무형유산에 대한 인식을 높이고, 지역사회의 전통과 문화적 다양성을 반영하는 노하우를 인정하는 역할을 한다.이 목록은 우수성 또는 배타성의 표준을 부여하거나 인정하지 않습니다.두 목록을 합친 총 584개의 요소는 2021년 [7]8월 현재 131개 국가에 해당한다.

이 목록에 등재된 요소들은 인류무형유산의 중요한 표현으로 간주되며, 이는 세계무형유산의 최고 영예이다.

Register of Good Safeguarding Practices

Proclaimed masterpieces

The Lists of Intangible Cultural Heritage were established in 2008, when the Convention for the Safeguarding of Intangible Cultural Heritage took effect.[630] Prior to this, a project known as the Masterpieces of the Oral and Intangible Heritage of Humanity has already been active in recognizing the value of intangibles such as tradition, custom, and cultural spaces and the local actors who sustain these forms of cultural expressions through a Proclamation.[3] Identification of the Masterpieces also entails the commitment of states to promote and safeguard these treasures, while UNESCO finances plans for their conservation.[3] Started in 2001 and held biennially until 2005, a total of three Proclamations occurred, encompassing 90 forms of intangible heritage around the world.[4]

The 90 previously proclaimed Masterpieces have been incorporated into the Representative List of the Intangible Cultural Heritage of Humanity as its first entries, to be known as elements.[1][631] Subsequent elements will be added following the assessment of nominations submitted by national governments acceding to the UNESCO Convention, termed as member states, who are each allowed to submit a single candidature file, in addition to multi-national candidatures. A panel of experts in intangible heritage and an appointed body, known as the Intergovernmental Committee for the Safeguarding of Intangible Cultural Heritage, then examine each of the nominations before officially inscribing the candidates as elements on the List.[632]
