부패인식지수

부패 인식 지수(CPI)는 "전문가 평가와 의견 조사에 의해 결정되는 공공 부문^[1] 부패의 인식 수준에 따라" 국가를 순위를 매기는 지수입니다.^[2] CPI는 일반적으로 부패를 "사적 이익을 위한 위임된 권력의 남용"으로 정의합니다.^[3] 이 지수는 1995년부터 매년 비정부기구인 국제투명성기구(Transparency International)에서 발표하고 있습니다.^[4]

2024년 1월에 발표된 2023 CPI는 현재 180개국에서 2022년 5월 1일부터 2023년 4월 30일 사이의 상황을 기준으로 "100(매우 깨끗함)에서 0(매우 부패함)까지의 척도"로 순위를 매깁니다. 덴마크, 핀란드, 뉴질랜드, 노르웨이, 싱가포르, 스웨덴은 세계에서 가장 부패하지 않은 나라로 인식되어 국제적인 재정 투명성 중 지속적으로 높은 순위를 차지하고 있으며, 가장 부패한 것으로 보이는 나라는 시리아와 남수단(둘 다 13점), 소말리아(11점)입니다.^[5]

방법들

2012년 이후 CPI는 12개 기관의 13개 조사 및 평가를^[6] 고려하고 있습니다.^[7] 기관은 다음과 같습니다.

국가들은 CPI에 나타나려면 최소한 세 가지 출처에 의해 평가되어야 합니다.^[8] CPI는 절대적인 부패 수준을 측정하기 어렵기 때문에 부패에 대한 인식을 측정합니다.^[9] 국제투명성기구(Transparency International)는 파사우 대학의 요한 그라프 람스도르프(Johann Graf Lambsdorff)에게 CPI 생산을 의뢰했습니다.^[10] 초기 CPI는 여론 조사를 사용했습니다.^[8]

유효성

2002년에 발표된 한 연구는 부패 인식 지수와 부패에 대한 다른 두 대용치인 암시장 활동과 규제의 과잉 사이에 "매우 강력한 유의한 상관관계"를 발견했습니다.^[11]

세 가지 지표 모두 1인당 실질 국내총생산(RGDP/Cap)과 매우 유의한 상관관계를 가지고 있었습니다. 부패 인식 지수와 RGDP/Cap의 상관관계가 가장 강하여 분산의 4분의 3 이상을 설명했습니다.^[11] (이 척도에서 낮은 등급은 더 큰 부패를 반영하므로 RGDP가 높은 국가일수록 일반적으로 부패가 적습니다.)

2013년 글로벌 개발 센터의 알렉스 코밤은 부패 인식 지수의 발행사인 투명성 인터내셔널의 "많은 직원들과 지부들"이 지수에 대한 우려에 대해 "내부적으로 항의"했다고 보고했습니다. 이 지수의 원래 창시자인 Johann Graf Lambsdorff는 2009년에 이 지수에 대한 연구에서 손을 떼면서 "1995년에 저는 부패 인식 지수를 발명했고 그 이후로 조직화하여 TI를 국제적인 주목을 받고 있습니다. 2009년 8월에 TI의 상무인 Cobus de Swardt에게 더 이상 부패 인식 지수를 수행할 수 없다고 통보했습니다."^[12]

경제적 의미

2007년과 2008년에 발표된 연구 논문은 CPI에 의해 정의된 부패 인식의 경제적 결과를 분석했습니다. 연구원들은 CPI 상승과 장기적인 경제 성장 사이의 상관관계를 발견했고,^[13] 한 국가의 CPI 점수가 단위 증가할 때마다 GDP 성장률이 1.7% 증가하는 것을 발견했습니다.^[14] 또한 CPI 점수가 높을수록 한 국가에 대한 외국인 투자 비율이 높아지는 것과 연관된 멱법칙 의존도가 나타났습니다.

평가

지수는 과거에 방법론적으로 비판받았는데,^[15] 즉 방법론에 근거하여 의문을 제기했습니다.

정치학자 댄 허프(Dan Hough)에 따르면 지수의 세 가지 결점은 다음과 같습니다.^[16]

부패는 너무 복잡한 개념이어서 한 점의 점수로도 포착할 수 없습니다. 예를 들어, 캔자스 주 시골의 부패의 성격은 뉴욕 시 행정부의 그것과는 다르겠지만, 지수는 같은 방식으로 부패를 측정합니다.
부패에 대한 인식을 측정함으로써, 부패 자체가 아니라, 지수는 단순히 기존의 고정관념과 진부함을 강화하는 것일 수 있습니다.
지수는 민간 부문은 무시하고 공공 부문의 부패만을 측정합니다. 예를 들어, 이것은 잘 알려진 Libor 스캔들, Odebrecht 사건, 그리고 VW 배출 스캔들은 부패한 행동으로 간주되지 않는다는 것을 의미합니다.

언론사들은 숫자가 무엇을 의미하는지 명확하게 밝히지 않은 채 원 숫자를 정부 성과의 잣대로 삼는 경우가 많습니다. 방글라데시의 투명성 국제 지부는 방법론의 변화로 인해 국가의 점수가 상승한 후 지수 결과를 공개하지 않았으며 언론은 "개선"이라고 보도했습니다.^[17]

2013년 포린폴리시(Foreign Policy)에 기고한 글에서 알렉스 코밤(Alex Cobham)은 국제투명성기구(Transparency International)를 위해 CPI를 인하해야 한다고 제안했습니다. CPI는 부패에 대한 대중의 인식에 강력하고 오해의 소지가 있는 엘리트 편향을 포함시켜 잠재적으로 악순환에 기여하고 동시에 부적절한 정책 대응을 유도한다고 주장합니다. Cobham은 "지수는 지속적인 출판에 대한 정당성을 보기 어려울 정도로 인식을 손상시킵니다."^[18]라고 썼습니다.

부패 수준에 대한 자연 실험의 존재를 이용하고 CPI를 다른 주관적인 지표와 비교한 최근 계량 경제학 분석에 따르면 CPI는 완벽하지는 않지만 부패의 1차원 측정과 대체로 일치한다고 주장됩니다.^[19]

미국에서는 많은 변호사들이 각국에서 외국 부패 관행법 위반 위험을 측정할 때 CPI를 참조할 것을 국제 기업에 권고하고 있습니다. 이 관행은 미네소타 국제법 저널에 의해 비판을 받았는데, 미네소타 저널은 CPI가 지각 편향의 영향을 받을 수 있기 때문에 변호사들이 CPI를 실제 국가 부패 위험의 척도로 간주해서는 안 된다고 썼습니다.^[20]

국제투명성기구(Transparency International)는 또한 강력한 엘리트들의 상당한 편향으로 비판을 받아온 전문가 의견 대신 직접 조사를 사용하여 부패 수준별로 국가를 순위를 매기는 글로벌 부패 바로미터(Global Corruption Barometer)를 발간합니다.^[18]

국제투명성기구(Transparency International)는 CPI 점수가 깨끗한 국가는 여전히 국제적으로 부패와 연관되어 있을 수 있다고 경고했습니다. 예를 들어, 스웨덴이 2015년 CPI 점수에서 3위를 기록한 반면, 국영 기업 중 하나인 텔리아 소네라는 우즈베키스탄에서 뇌물 수수 혐의에 직면해 있었습니다.^[21]
