트럼프 관세는 미국의 무역정책을 다자간 자유무역협정(FTA)에서 양자간 무역거래로 전환해 미국의 무역적자를 줄이려는 '미국 우선주의' 경제정책의 일환으로 도널드 트럼프 대통령 시절 부과된 미국의 일련관세다.트럼프 대통령은 2018년 1월 태양광 패널세탁기에 30~50%의 관세를 부과했다.[1]모건스탠리에 따르면 2018년 3월 그는 대부분의 국가에서 철강(25%)과 알루미늄(10%)에 관세를 부과했는데,[2][3][4] 이는 미국 수입품의 4.1%로 추산된다.[5]이는 2018년 6월 유럽연합(EU), 캐나다, 멕시코 으로 확대됐다.[3]트럼프 행정부는 중국에서 수입되는 상품에 대한 관세를 별도로 책정·인상해 무역전쟁으로 이어졌다.[6]

이 관세는 무역 상대국들을 화나게 했고, 그들은 미국 상품에 보복 관세를 부과했다.[7]인도는 2018년 6월 인도산 철강·알루미늄 12억달러어치에 대해 2억4100만달러의 무역 과징금을 환수할 계획이었으나 인도가 2억4000만달러어치의 미국산 제품에 보복관세를 부과하면서 2019년 6월까지 협상을 시도했다.[8][9]캐나다는 2018년 7월 1일 그에 상응하는 보복관세를 부과했다.[10][11]중국은 2018년 7월 미국이 부과한 340억달러 관세와 맞먹는 보복관세를 시행했다.[12]트럼프 행정부는 대공황 시대 프로그램인 상품신용공사(CCC)를 활용해 최대 120억달러를 농민들에게 지급하겠다고 발표해 2019년 5월 지원 규모를 280억달러로 늘렸다.[13]USDA는 2019년과 2020년 지원금이 전체 농가소득의 3분의 1 이상을 차지할 것으로 추산했다.[14][15]

북미의 관세협상은 미국이 2019년 5월 20일 캐나다와 멕시코에 대한 철강·알루미늄 관세를 해제하고 호주·아르헨티나에 이어 유일하게 규제를 면제받는 등 비교적 성공적이었다.[16][17]그러나 5월 30일 트럼프 대통령은 일방적으로 6월 10일부터 멕시코에서 수입되는 모든 수입품에 5%의 관세를 부과하겠다는 의사를 밝히면서 관세가 7월 1일에는 10%로, 3개월 동안 매달 5%씩 더 인상되면서 "불법 이민자들이 멕시코를 거쳐 우리 나라로 들어올 때까지, STOP"라고 덧붙였다.미국-멕시코 관세협상의 조건으로서 합법적인 이민북미자유무역협정(NAFTA)을 대체할 북미 무역협정인 미국-멕시코-캐나다 협정(USMCA)의 비준을 위협한 것으로 보인다.[18]관세는 6월 7일 협상 끝에 피했다.[19]

CNBC가 실시한 2019년 5월 분석 결과 트럼프 대통령의 관세는 수십 년 만에 미국에서 가장 큰 세금 인상 중 하나와 맞먹는 것으로 나타났다.[20][21][22]트럼프의 관세가 미국 GDP에 악영향을 줄 뿐 아니라 실질소득도 줄었다는 연구결과가 나왔다.[23][24][25][26][27][28]

배경

트럼프는 1980년대 일본 등이 미국을 이용하고 있다며 무역 문제에 대한 현재의 견해를 채택했다.[29][30]트럼프 대통령은 2016년 대선 당시 미국을 위해 무역협정을 재협상하는 정책 제안을 거듭 선호했다.트럼프 대통령은 2016년 1월 뉴욕타임스 편집국(NYT)과 만난 자리에서 "중국의 대미 수입품에 45%[31]의 세금을 부과하겠다"고 밝힌 바 있다.트럼프 대통령은 북미자유무역협정이 "미국이 체결한 최악의 무역협정"이라고 자주 비판했다.[32]는 또 환태평양경제동반자협정(TPP)에 대해 "미국 제조업의 죽음의 타격"이라며 "외국의 이익을 우리보다 우선시하겠다"고 말했다.[33]

정책

트럼프 대통령은 2016년 11월 21일 영상메시지를 통해 "미국 해안에 일자리와 산업을 다시 불러오는 공정하고 쌍무적인 무역거래"를 협상하겠다며 '미국 우선주의' 경제전략을 소개했다.트럼프 대통령은 대통령이 된 지 사흘 만인 2017년 1월 23일, 이 협정이 미국 경제와 주권을 '내림'할 것으로 보고 정치적으로 분열된 환태평양경제동반자협정(TPP)에서 미국을 탈퇴시켰다.[34][35][36][37]

트럼프 대통령은 캐나다, 멕시코와의 북미자유무역협정(FTA) 폐기에 대한 의욕도 내비쳤다.그의 행정부는 그 협정의 조건을 재협상했다.트럼프는 협상이 실패하면 탈퇴하겠다고 위협했었다.[38]그는 특히 포드 자동차,[39] 캐리어 코퍼레이션,[39] 몬데레즈 인터내셔널이 멕시코에 본사를 두고 있다고 비난했다.[39][40][41]트럼프 대통령은 2015년 8월 오레오 메이커 몬데레즈 인터내셔널이 멕시코로 제조를 이전하겠다고 밝힌 데 대해 "오레오스를 보이콧하겠다"고 밝힌 바 있다.[41]이 새로운 거래는 국내 자동차에 대해 북미에서 해야 할 부품과 제조의 비율을 높이고, 자동차 부품에 대한 일부 노동자의 최저 임금을 책정하며, 캐나다에 대한 미국 유제품 판매에 대한 접근을 확대한다.[42]

무역 거래에 대한 그의 접근 방식과 마찬가지로, 트럼프 대통령은 미국 유권자와의 계약의 일환으로, 기업들이 노동자들을 해고하거나 다른 나라로 이주하는 것을 막기 위해 관세를 부과하겠다고 공약했다.[43][44][45]의회에 이런 법이 도입된 적은 없지만 트럼프는 태양광 패널과 세탁기, 철강, 알루미늄 등에 관세를 부과하는 쪽으로 움직였다.[46][47][48]관세 시행은 주로 미국 무역대표부 상무부사무국의 권한에 속한다.

트럼프는 미국의 무역적자를 낮추겠다고 거듭 약속하면서 이를 위해 무역거래 재협상과 관세 부과를 주장해 왔다.[49][50]이러한 노력에도 불구하고 2018년 한 해 동안 무역 적자는 계속 증가했다.[50]

2018년 11월 트럼프는 관세가 미국을 부유하게 했다고 주장했다.그는 미국이 "중국에 부과되는 관세"로부터 "달러화 약정"을 얻고 있다고 말했다.그는 "기업이 관세를 지불하고 싶지 않다면 미국에 건설하라. 그렇지 않으면, 우리 나라를 이전보다 더 부유하게 만들자!"고 덧붙였다.팩트체커와 경제학자들은 트럼프 대통령의 주장은 거짓이라며 AP통신은 "대부분의 경제학자들은 대통령이 틀렸다고 말한다"고 보도했다.관세가 수입품에 붙는 세금이기 때문이다.그 결과 물가 상승, 국가 간 교역 감소, 전반적인 경제성장에 타격을 줄 수 있다고 말했다.[51][52]

합법성

헌법 제1조 제8항 : "국회는 조세, 의무, 사기구제를 부과·징수할 수 있는 권한을 가진다.그러나 의회는 반복적으로 대통령에게 관세와 관련된 권한을 이전해왔다.[53]1917년 적국 교역법으로 시작된 대통령은 국가가 전쟁 중인 동안 어떠한 관세도 부과할 수 있다.영향을 받은 무역은 현재 진행 중인 전쟁과 연결될 필요가 없다.1974년 이후 1974년 무역법은 "수입으로 인한 국가 안보에 악영향을 미칠 경우 대통령이 150일 동안 15%의 관세를 부과할 수 있도록 했다.150일이 지나면 의회가 연장하지 않으면 관세가 만료된다.1977년 국제긴급경제강국법은 백악관으로 권한을 더욱 이동시켰다.트럼프 행정부는 어떤 종류의 국가 비상사태 때도 대통령에게 아무런 제한 없이 관세를 인상할 수 있는 권한을 부여한다고 주장한다.IEEA가 관세를 전혀 언급하지 않고 대통령에게 관세 권한을 이전하지 않기 때문에 법률학자들은 동의하지 않는다.[54]

관세가 미국 태양광 패널 수입에 미치는 영향

2018년 1월 23일, 뉴스 매체는 트럼프가 미국 밖에서 생산된 태양열 패널에 관세를 부과했다고 발표했다.관세는 당초 30%에서 시작해 4년 뒤에는 15%로 점차 낮아진다.[55][56]매년 처음 수입되는 2.5기가와트 태양광 전지는 관세가 면제된다.[57]

중국은 현재 태양열 패널 제조의 세계 선두주자로, 관세를 폐지했다.[58]중국 상무부 중산(中山)은 성명에서 "미국이 취한 잘못된 조치에 대해 중국은 다른 WTO 회원국들과 협력해 우리의 정당한 이익을 단호히 방어할 것"이라고 밝혔다.[59]

세탁기

2018년 1월 23일 미국 무역대표부(USTR)는 태양광 패널에 부과된 관세와 함께 세탁기에 대한 관세를 발표했다.[57]미국 국제무역위원회(ITC)에 따르면 2012년부터 2016년까지 대형 가정용 세탁기 수입이 '안정적'으로 증가했고, 국내 생산자들의 재정 실적은 '급박하게 하락'[60]했다.첫해에는 처음 수입 완제품 세탁기 120만대에 대한 관세가 20%에서 시작되며, 그 해 내 후속 세탁기는 모두 50%의 관세가 부과된다.3년이 되면 초기 관세가 같은 패턴에 이어 16-40%로 낮아진다.

이번 관세는 한국에 본사를 둔 LG전자와 삼성의 치열한 경쟁에 직면해 있는 미국의 세탁기 제조업체인 월풀의 청원에 따른 것이다.[61]

2016년 중국은 미국에 4억2500만달러어치를 수출했고 멕시코가 2억4000만달러, 한국 기업이 1억3000만달러어치를 수출했다.[60]삼성과 LG는 미국에 세탁기를 가장 많이 수출하는 나라 중 하나이다.관세 부과 발표를 2주 앞두고 삼성은 사우스캐롤라이나에 있는 새 공장으로 세탁기 생산을 옮겼다.이에 대해 삼성은 미국 소비자들이 "더 적은 선택으로 더 많은 돈을 지불할 것"이라고 말했다.멕시코 관리들은 현재 진행 중인 북미자유무역협정(NAFTA) 재협상 기간 동안 관세에 대응할 것이라고 말했다.[62]

강철 및 알루미늄

트럼프 대통령은 2018년 3월 1일 철강에 25%의 관세, 알루미늄 수입품에 10%의 관세를 부과하겠다는 뜻을 밝혔다.[63]트럼프 대통령은 다음날 트윗에서 "무역전쟁은 좋고, 이기기 쉽다"[64]고 주장했다.3월 8일, 그는 15일 후에 유효한 관세 부과 명령에 서명했다.[2]EU, 캐나다, 멕시코, 호주, 아르헨티나, 브라질, 한국은 분할 조항에 따라 이 명령을 일시적으로 면제받았다.[65]캐나다, 멕시코, EU는 이후 2018년 5월 31일 발표에서 철강 및 알루미늄 관세의 대상이 되었다.[2][66][67]미국과 캐나다, 멕시코는 발효 후 거의 1년이 지난 2019년 5월 철강·알루미늄 관세를 철폐하기로 합의했다.[68]

트럼프 대통령은 2019년 12월 트위터를 통해 브라질과 아르헨티나산 금속에 관세를 부과하겠다고 밝히면서 이들 국가가 세계시장에서 자국산 제품을 더 매력적으로 만들기 위해 자국 통화를 조작하고 있다고 주장했다.경제학자들은 그 나라들이 그들의 통화를 평가절하하고 있다는 것에 동의하지 않았으며, 그 하락을 세계 시장세력의 탓으로 돌렸다.트럼프 대통령은 자이르 보우소나루 브라질 대통령과 통화한 뒤 며칠 뒤 브라질에 대한 위협에서 물러났지만 아르헨티나에 대해서는 언급하지 않았다.[69]

영구강재면제

25% 철강 관세는 전 세계 모든 국가에 적용되는 반면, 4개국은 이에 대한 영구적 면제 협상을 성공적으로 마쳤다.[70][71][72]말콤 턴불 호주 총리는 2017년 주요 20개국(G20) 함부르크 정상회의에서 "특수강인 이 강철을 하라"고 주장하며 면제를 받기 위해 트럼프 대통령에게 로비에 성공했다.이 세상에서 그걸 생산하는 건 우리뿐이에요.우릴 내보내야 해당신은 400억 달러의 무역 흑자를 가지고 있다.우린 너와 군사 동맹이야.우리는 당신과 모든 전투에 임하고 있소."[73]하지만 2019년 12월 2일 도널드 트럼프 대통령이 브라질에 대한 철강·알루미늄 관세를 부활하고, 이후 물러났고, 아르헨티나에 대한 관세도 다시 부과했다.[74]

법적 근거 및 과제

트럼프 대통령의 관세명령에 인용된 법적 근거는 1962년 무역확장법 232조(무역확장법 232조)로, 특정 상황에서 "이런 수량으로 또는 위협적으로 미국에 물품을 수입하고 있다"는 미국 상무부 장관의 권고에 따라 대통령이 관세를 부과할 수 있도록 허용하고 있다.국가 안보를 해칠 수도 있다.[77]이 구간은 거의 사용되지 않으며,[77] 1995년 세계무역기구가 설립된 이후 한번도 발동된 적이 없다.[78]

중국은 2018년 4월 9일 미국의 철강·알루미늄 관세 부과에 대해 WTO 제소를 시작했다.[79]EU는 2018년 6월 1일 유사한 WTO 사례를 개설했다.[80]

트럼프 대통령은 2018년 6월 9일 쥐스탱 트뤼도 캐나다 총리에게 트위터를 통해 "캐나다를 겨냥한 미국의 관세는 유제품에 대한 270%의 관세 부과에 대응하고 있다"[81]고 밝혔다.트윗에서 트럼프는 관세 시행의 법적 근거인 국가안보를 언급하지 않았다.[82][83]

경제무역분석

수입에 대한 오픈 트레이드는 Pa에서 Pw로 가격을 낮추고, qa에서 ct로 수량을 늘린다.이는 소비자들이 더 낮은 가격에 더 많은 상품을 구매할 수 있기 때문에 소비자잉여금(수요곡선 아래 영역이지만 가격 위)을 X+Z 증가시킨다.그러나 국내 생산자가 더 낮은 가격에 더 적은 물량을 공급하기 때문에 생산자잉여금(공급곡선 위 지역이지만 가격 아래 지역)도 X만큼 줄인다.국내 생산업체들은 qt와 ct의 수량 차이가 수입으로 메워지는 등 qt에서 생산을 선택하게 된다.비록 승자(소비자)와 패자(국내 기업과 그 직원)가 있기는 하지만, 자유 무역에서 얻는 이러한 전체적인 이득은 영역 Z이다.[84]
국내 생산자보다 국내 소비자에게 더 큰 피해를 주는 수입관세 효과를 보여주는 도표가 도움이 된다.가격 상승과 수량이 낮아지면 A+B+C+D 영역별로 소비자잉여(가격상향은 있지만 수요곡선 하의 영역)가 줄어드는 반면 A 영역은 생산자잉여(가격상향은 낮지만 공급곡선 상위의 영역)가 확대되고 C(수입량이 관세가격을 곱한 가격)는 정부수입이 늘어난다.지역 B와 D는 소비자들에 의해 그리고 전체적으로 손실된 사중량 손실이다.[84]

시카고 부스 경영대학원글로벌 마켓에 관한 이니셔티브가 이끄는 경제학자들을 대상으로 실시한 조사에서 미국의 철강과 알루미늄에 새로운 관세를 부과하는 것은 미국인들의 복지를 향상시키지 못할 것이라는 공감대가 나타났다.[85]경제학자들은 철강 가격이 상승하면 소비자와 미국인들이 철강 제품을 사용하는 제조업에 종사하는 사람들에게 피해를 줄 것이기 때문에 관세가 이득보다 해를 끼칠 것이라고 말한다(이러한 일자리는 철강 생산 분야에서 일하는 사람들보다 80대 1로 더 많다).[86][87][88]관세의 큰 승자는 미국의 철강알루미늄 생산 산업이다; 외국의 투입에 의존하는 일부 생산자(특히 중소·중견기업)는 관세의 결과로 어려움을 겪을 수도 있다.[88][89][90]그 제안에 대한 연구는 그것이 146,000명의 일자리 감소로 이어질 것으로 추정된다는 것을 보여주었다.[91]부시 행정부가 제정한 2002년 철강 관세 부과에 대한 연구는 이들이 일자리를 얻는 것보다 더 많은 일자리 감소를 초래했다는 것을 보여준다.[86]다른 나라들이 다양한 미국 제품에 대한 자체 관세 부과로 미국에 보복한다면 일자리 손실은 더욱 커질 수 있다.[92]

학자들은 트럼프 행정부가 관세에 '국가안보' 합리화[93](이러한 것들은 역대 정권에서 흔하게 사용되지 않는 것)를 사용하는 것은 다른 국가들이 자국 관세에 같은 합리화를 사용할 수 있기 때문에 국제무역질서를 훼손할 수 있다고 경고했다.[86][94][88][95]WTO는 각국이 국가 안보를 보장하기 위해 필요한 조치를 취할 수 있도록 허용하고 있지만, 악용될 수 있다는 점에서 이 조항은 희소하게 사용되어 왔다.[96]국가 안보상의 이유로 관세가 인용된 반면 관세는 주로 적이 아닌 미국의 동맹국들에게 해를 끼친다는 점에 주목해 왔다. 미국은 중국에서 직접 철강과 알루미늄을 거의 수입하지 않는다.[97]게다가 무역 전문가들은 미국이 이미 자국산 철강 생산량의 3분의 2 이상을 생산하고 있다고 지적했다.[95]

45개 미국 무역협회들은 트럼프 대통령에게 중국에 관세를 부과하지 말 것을 촉구하면서 이는 미국 경제와 소비자들에게 "특히 해로울 것"이라고 경고하고 있다.[98]

전국 소매업 연맹은 관세 부과에 반대하는 목소리를 높여 왔다.NRF는 또 '페리스 뷸러스데이 비번'의 경제교사 역할을 재평가한 벤 스타인과 함께 관세가 경제성이 나쁘고 소비자에게 피해를 준다고 주장하며 광고 캠페인을 벌였다.[99][100][101]

제너럴모터스(GM)는 철강 관세를 이유로 메릴랜드, 미시간, 오하이오, 온타리오의 공장 폐쇄와 1만4000명 이상의 감원을 발표했다.[102][103]트럼프는 이 결정에 대해 좌절감을 표시했다.[104]

국내정치대응

국내적으로는 이념 노선보다는 지역 노선별로 선출직 공무원들의 반응이 엇갈리는 경우가 많았다.[105]그 관세는 보수당공화당으로부터 광범위한 비난을 받아왔다.[106][107][108]하지만 공화당이 장악한 의회는 지금까지 트럼프의 관세 부과를 막기 위한 어떤 조치도 취하지 않고 있다.[109][110]폴 라이언 의장은 의회가 트럼프 대통령이 거부권을 행사할 관세법안을 통과시키지 않을 것이라고 밝혔다.[109]

러스트벨트 주 출신 민주당 의원들이 철강과 알루미늄 수입품에 대한 관세를 지지한다는 목소리를 내는 [111]민주당 인사들 사이에 리셉션이 엇갈렸다.[112]

미국 최대 노조인 AFL-CIO는 이번 조치가 '오하이오 전역의 철강공장'에 호재가 될 것이라고 밝힌 민주당 오하이오주 상원의원 셰로드 브라운처럼 트럼프 대통령의 관세 부과에 찬사를 보냈다.많은 공화당 의원들은 관세가 경제에 피해를 주거나 다른 나라의 보복관세로 이어질 수 있다는 우려를 표명했다.폴 라이언 하원의장과 미치 매코넬 상원 원내총무는 트럼프 대통령이 자신의 제안을 재고하거나 '미필적 결과와 부수적 피해'를 피하기 위해 관세를 더욱 좁게 겨냥할 것을 촉구했다.[113]낸시 펠로시 하원 원내대표는 '무역 사기꾼'에 대한 전략적·표적 조치를 촉구하면서도 트럼프 대통령의 관세 롤아웃을 '차오틱'이라며 "미국 노동자와 소비자, 국제동맹에 대한 부수적 피해를 극대화시키고 있다"고 비판했다.[114]이 제안은 공화당의 전임 대통령인 조지 W. 부시가 부과한 관세와 비교되었다;[115] 미국은 2002년에 대부분 미국에 효과가 없거나 심지어 해로운 것으로 보이는 중강 관세를 부과했고, 18개월 후에 철회되었다.[116]

2018년 3월 6일 게리 콘 국가경제위원회 위원장은 사임 의사를 밝혔다. 이 발표는 트럼프 대통령이 계획한 관세 부과를 만류하기 위해 쿤이 마련한 철강·알루미늄 최종 사용자들과의 회담을 취소한 데 이은 것이다.[117]

2018년 3월 퀴니피악대 여론조사생활비를 인상할 경우 '철강 수입에 대한 25% 관세, 알루미늄 수입에 대한 10% 관세'에 동의하는 미국인은 29%에 그치는 등 관세에 대한 반감이 광범위하게 나타났다.[118]

2019년 6월 13일 661개 미국 기업이 트럼프 대통령에게 중국과의 무역분쟁 해결을 촉구하는 서한을 보냈다.이 서한은 농업, 제조업, 소매업, 기술 기업을 대표하는 150개 이상의 무역 단체들로 구성된 단체인 '관세 허트 더 하트랜드'를 대표하여 보낸 많은 사람들 중 하나이다.[119][120]

리프팅

미국은 2019년 5월 17일 멕시코와 캐나다에 대한 철강·알루미늄 관세 철폐를 타결했다.관세 철폐는 미국-멕시코-캐나다 협정의 추가 비준을 위한 길을 닦는 데 도움이 되는 것으로 보였다.공동성명에 따르면 캐나다와 미국 정부는 미국이 금속 관세를 협정 후 이틀 안에 폐기할 것이라고 밝혔다.캐나다는 철강과 알루미늄 관세에 대한 보복으로 미국 상품에 부과되는 관세를 철폐할 것이다.양국은 또 관세와 관련해 세계무역기구(WTO)에 계류 중인 소송도 모두 취하하고 '부당하게 보조금을 지급하거나 덤핑된 가격으로 판매되는 알루미늄이나 철강 수입 금지' '캐나다나 미국 외 지역에서 생산된 알루미늄과 강철의 해외 반출 금지' 등의 조치를 취하기로 했다.그리고 "알루미늄과 강철 사이의 무역을 감시하기 위한 공정"을 만든다.멕시코 정부도 별도 성명을 통해 미국에 부과한 보복관세를 철폐하고 계류 중인 소송도 중단하겠다고 밝혔다.멕시코는 또 알루미늄과 철강 시장의 불공정 무역 관행을 막고 북미의 금속 거래를 감시하기 위한 대책을 세우겠다고 밝혔다.[17]

트럼프 대통령은 캐나다·멕시코와의 거래와 함께 유럽·일본 등지에서 수입한 자동차에 대한 관세 부과 여부 결정도 6개월 연기했다.[68]

트럼프 대통령은 2018년 3월 22일 1974년 무역법 301조에 따른 각서에 서명해 미국 무역대표부(USTR)에 중국산 제품에 500억달러의 관세를 적용하라고 지시했다.트럼프 대통령은 중국의 미국 지적재산권 도용에 따라 관세가 부과될 것이라고 말했다.[121]트럼프 대통령은 자신이 계획한 중국산 수입품에 대한 관세가 미국을 "더 강하고, 훨씬 부유한 나라"[122]로 만들 것이라고 말했다.하지만 관세를 부과하기 위한 조치들은 세계 무역전쟁의 우려를 증가시켰다.[121]

다우존스산업평균지수는 무역전쟁 우려로 관세가 발표된 뒤 724포인트(2.9%) 하락했다.[123]캐터필러, 보잉 등 중국과 거래한 기업들은 주가가 큰 손실을 입었다.[124]

이에 중화인민공화국 상무부는 128개 미국산 제품에 대한 자체 관세 시행 계획을 발표했다.과일과 와인 등 120개 품목은 15%의 관세가 부과되고 돼지고기를 포함한 나머지 8개 품목은 25%의 관세가 부과된다.[125][126]중국은 2018년 4월 2일 그들의 관세를 시행했다.[127][128]

2018년 4월 3일 미국 무역대표부(USTR) 사무실은 평면 텔레비전, 무기, 위성, 의료기기, 항공기 부품, 배터리 등의 제품을 포함해 부과할 1300개 이상의 중국산 물품의 초기 목록을 발표했다.[129][130][131]추이톈카이 중국대사는 "우리는 이런 상황을 피하기 위해 최선을 다했지만 상대방이 잘못된 선택을 한다면 반격할 수밖에 없다"고 미국에 경고하는 반응을 보였다.[132]

2018년 4월 4일 중국 국무원 관세위원회는 자동차, 항공기, 콩 등 106개 품목에 대해 25%의 추가 관세 부과 계획을 발표하기로 했다.[133]콩은 미국의 대중 농산물 수출 1위다.[134][135]

높아진 티격태격 관세 발표는 두 나라가 무역전쟁에 가까워지고 있다는 우려를 불러일으켰다.[136][137][138]2018년 4월 4일 트럼프 대통령은 투기성 트윗에 "우리는 중국과 무역전쟁을 벌이고 있지 않다"면서 "우리는 수년 전 미국을 대표했던 어리석거나 무능한 사람들에 의해 전쟁이 없어졌다"고 말했다.이제 우리는 연간 5,000억 달러의 무역적자와 또 다른 3,000억 달러의 지적재산권 도용에 직면했다.이대로 놔둘 수는 없어!"[139][140]다음날 트럼프는 USTR에 1000억 달러의 추가 관세를 검토하라고 지시했다.[141][142]

중국은 2018년 5월 9일 미국에서 중국으로 수출된 콩 주문을 취소했다.장샤오핑(張小平) 미국 콩 수출협의회 중국 국장은 중국 바이어들이 단순히 미국으로부터의 구매를 중단했을 뿐이라고 말했다.[143]

6월 15일, 도널드 트럼프 대통령은 340억 달러의 중국 상품 리스트를 공개하여 7월 6일부터 25%의 관세를 부과받게 되었다.160억 달러 규모의 중국 상품 리스트가 추가로 공개돼 시행일이 8월 23일로 확정됐다.[144]

7월 6일 발효된 중국의 보복관세에 대응하여 7월 10일, 미국 무역대표부(USTR)는 의견을 요청하고 공청회를 개최하고, 연간 약 2000억 달러의 무역가치에 해당하는 중국산 제품 리스트를 발표했는데, 그 리스트에 10%의 추가 관세를 부과하게 될 것이다.수입품은 보통 지불할 것이다.[145]

중국은 2018년 자동차 회사와 금융 기관에 대한 국내 소유권 규정을 폐지했다.이 규칙은 중국의 자동차 회사와 금융 기관은 적어도 50%가 중국 회사 소유가 되도록 규정했다.이런 변화는 테슬라를 포함한 미국 자동차 회사들에게 이익이 되는 것으로 여겨졌다.[146][147]

2019년 6월 주요 20개국(G20) 오사카 정상회의 기간 중 중국과 미국은 교착상태에 빠진 무역협상을 재개하기로 합의했는데, 트럼프 대통령은 지난달 회담이 결렬된 뒤 검토 중이던 3000억달러의 관세를 추가로 유예하겠다고 발표했고, 중국이 비록 "엄청난 금액"이 있지만 미국산 농산물을 사들이기로 합의했다고 주장했다.e 중국으로부터 이것에 대한 구체적인 사항이나 확인은 없다.이후 협상에 정통한 사람들은 트럼프 대통령이 설명한 대로 중국이 명시적인 약속을 하지 않았다고 말했다.[151][152][153]

한국 제품

2018년 3월 28일 미국과 한국은 많은 관세와 제안된 북-미 외교 회의에 대응하여 한미 자유무역협정에 대한 중대한 변화를 발표했다.[154]한국산 트럭에 부과되는 25% 관세는 2041년까지 연장돼 현재 2021년 목표치인 2021년 이후 20년이 추가된다.트럭을 미국에 수출하는 한국 자동차 제조업체는 없다.미국은 한국의 철강 관세를 면제했지만, 약 268만 톤의 수입 쿼터를 부과했다.[155][156]한국도 알루미늄 관세가 한시적으로 면제됐지만 2018년 5월 1일부터 면제조치가 해제됐다.[157]

보복관세

역사적 평균 관세율(프랑스, 영국, 미국)

중국, 캐나다, 유럽연합(EU)은 당초 발표(일시적 면제 조항은 언급하지 않았다)에 부정적인 반응을 보였다.캐나다가 미국의 철강 수요의 16%를 공급하고 있고, 브라질 13%, 한국 10%,[158] 멕시코 9%,[115] 중국 2% 순이다.

캐나다인

2013년부터 2016년까지 캐나다는 미국에 가장 많은 알루미늄 수입원이었습니다.[159][160]

트럼프는 캐나다에 철강·알루미늄 관세를 부과하는 명분으로 국가안보 기반을 발동했다.쥐스탱 트뤼도 캐나다 총리는 "캐나다가 미국에 국가 안보 리스크로 간주될 수 있다"는 생각은 "어처구니없고 "불가상적"이라며 관세가 "전혀 용납할 수 없다"고 말했다.트뤼도는 166억 달러의 보복관세를 발표하면서 "미국인들은 목표가 아니다...우리는 결국 그 상식이 승리하기를 바란다.불행히도 오늘 미국 정부가 취한 조치가 그런 방향으로 향하지는 않는 것 같다."[161]

캐나다는 2018년 7월 1일 미국산 수입품에 대한 보복관세를 시행했다.[10]캐나다 관세의 가치는 미국의 달러당 관세의 가치와 일치하고 철강, 알루미늄을 포함한 299개의 미국 상품과 2019년 5월 20일 관세가 철폐되기 전에 부풀릴 수 있는 보트, 요거트, 위스키, 양초, 침낭 등 다양한 제품을 커버하도록 설정되었다.[11][68]

중국어

중국 정부가 미국산 상품에 보복관세를 매겼다.[162][163]중국은 미국산 대두 수입을 억제하겠다고 위협했다.[164]

피터슨국제경제연구소가 2019년 6월 분석한 결과 중국은 2018년 1월 전 국가에 같은 8%의 평균 관세를 부과했지만 2019년 6월까지 미국 수출품에 대한 평균 관세는 20.7%로 늘어난 반면 다른 나라 수출품에 대한 관세는 6.7%[165]로 줄어든 것으로 나타났다.

유럽인의

장클로드 융커 유럽연합 집행위원장은 미국의 철강과 알루미늄 관세를 규탄하고 세계무역기구(WTO)에서의 법적 도전이 뒤따를 것이라고 발표했다.[166]EU는 관세가 발효되자 6월 1일 미국을 상대로 WTO 제소를 신청했다.[167]

유럽연합(EU)의 보복관세가 2018년 6월 22일 발효돼 180여 종의 상품에 총 30억 달러가 넘는 미국 상품에 관세를 부과했다.영향을 받는 제품으로는 철강과 알루미늄, 농산물(오렌지 주스크랜베리 주스 포함), 의류, 세탁기, 화장품, 보트 등이 있다.[168]세실리아 말름스트룀 유럽 통상담당 집행위원은 "미국 파트너들과 함께 개발한 국제무역의 규칙은 우리 측의 대응 없이는 위반될 수 없다"고 말했다.우리의 대응은 측정되고, 비례하며, WTO 규정에 전적으로 부합한다."[168]EU의 대응관세에 영향을 받는 미국 제조업체로는 할리데이비슨이 있는데, 할리데이비슨이 그들 제조의 일부를 미국 밖으로 옮기겠다고 발표했다.[169]다른 하나는 제임스 E. 가격 인상으로 인해 대부분의 해외 사업을 잃었던 켄터키주 페퍼 위스키 증류소는 2021년 중반 현재 사업이 회복되지 않고 있다.[170]

인디언

멕시

멕시코는 미국의 관세 부과에 대응해 약 30억 달러(MXN 586억 달러) 규모의 미국 상품에 대해 보복관세를 실시했다.2018년 6월 5일 발효된 이들 멕시코 관세는 미국 철강·돼지고기·치즈·위스키·사과 등에 부과된 뒤 2019년 5월 20일 해제됐다.[10][173][68]

자동차

트럼프 대통령은 대선 유세 기간 중 멕시코로 공장을 옮긴 기업들에 대해 15~35%의 관세를 부과하겠다고 밝혔다.[40]트럼프 대통령은 "경계선을 넘어오는 포드 멕시코 공장에서 제조된 모든 자동차, 트럭, 부품에 대해 35%의 관세를 제시했다.[174]그 수준의 관세는 국제규범보다 훨씬 높을 것이다(미국과 다른 대부분의 선진국의 경우 약 2.67%, 대부분의 개발도상국의 경우 10% 미만).[175]유럽연합(EU)[176]이 철강·알루미늄 관세 부과 시 보복관세를 부과하겠다고 위협하자 2018년 3월 3일 트럼프 대통령은 유럽 자동차 제조사에 관세를 부과하겠다는 위협으로 맞섰다.트럼프 대통령은 2019년 5월 미국 내부 경제 약화가 국가 안보 위협이라는 이유로 자동차와 부품에 최대 25%의 관세를 부과하겠다고 위협했지만 유럽연합(EU)과 일본과의 무역협상을 허용하기 위해 관세 부과를 6개월 미뤘다.[177][178][179]

모든 멕시코 수입품

래리 커들로 미국 국가경제위원회(NEC) 국장 등 전문가들 사이에서는 관세가 미국 경제와 국내총생산(GDP) 성장에 직접적인 이익이 없거나, 작거나 중간 정도의 부정적 영향을 미친다는 의견이 대체로 일치하면서 트럼프 행정부의 관세는 대다수의 경제학자와 애널리스트들에게 부정적으로 받아들여졌다.경제에서[148][191][192]2018년 3월 로이터 통신의 조사에서, 60명의 경제학자 중 거의 80%가 철강과 알루미늄 수입품에 대한 관세가 미국 경제에 순수하게 해가 될 것이라고 믿었고, 나머지는 관세가 거의 또는 전혀 영향을 미치지 않을 것이라고 믿었다; 조사된 경제학자들 중 아무도 관세가 미국 경제에 도움이 될 것이라고 생각하지 않았다.[193]2018년 5월, 1,000명 이상의 경제학자들이 트럼프에게 무역전쟁을 추진하는 것의 위험성에 대해 경고하는 편지를 써, 관세가 대공황으로 이어지는 스무트-하울리 관세법 등 역사적 정책 오류를 반영하고 있다고 주장했다.[194]

경제학자들의 2019년 4월 작업 보고서는 세탁기에 대한 관세로 인해 미국에서 세탁기 가격이 약 12% 상승했다는 것을 발견했다.[23]연방준비제도이사회(FRB) 경제전문가들이 작성한 2019년 보고서에 따르면 철강 관세는 관세가 없을 때보다 제조업 분야의 일자리가 0.6% 감소했으며 이는 약 7만5000개에 달하는 것으로 나타났다.[197][198]

트럼프 대통령은 2019년 8월 1일, 9월 1일부터 중국산 수입품 3000억달러에 10% 관세를 부과하겠다고 발표했고, 나흘 뒤 중국 상무부는 중국이 미국산 농산물의 수입을 전면 중단한다고 발표했다.미국농협중앙회 자료에 따르면 중국에 대한 농업 수출은 2017년 195억 달러에서 2018년 91억 달러로 53% 감소했다.[204]2016년 214억 달러였다.[205]

2019년 9월 연방준비제도이사회(Fed·연준) 조사 결과 트럼프 대통령이 2019년 중반까지 부과한 관세가 정책 불확실성과 맞물려 2020년 실질 GDP 성장률을 1%포인트 떨어뜨릴 것으로 나타났다.[206]

미국 경제전문지 '분기별 경제저널'이 2019년 10월 발간한 경제학자 4명의 연구 결과에 따르면 2018년 관세 부과로 수입품을 사는 미국 소비자와 기업은 510억달러(GDP의 0.27%)의 손실을 본 것으로 추정됐다.이 연구 저자들은 정부 관세 수입 증가와 미국 생산자들의 이익 증가를 고려한 후, 미국의 총 실질 소득 손실은 72억 달러(GDP의 0.04%)로 추정했다.[25]이번 조사에서는 "보복관세 부과로 제품 내 미국 수출이 9.9% 감소했다"[25]고 밝혔다.이 연구는 또한 보복관세가 농산물에 집중되었기 때문에 공화당이 심한 카운티의 노동자들이 무역전쟁으로 가장 많은 피해를 입은 것으로 나타났다.[25]

CBO의 추정에 따르면, 2018년 1월부터 2020년 1월 사이에 미국과 미국의 무역 상대국이 시행하는 무역 장벽은 예상 기간 동안 실질 GDP를 감소시킬 것이다.이러한 장벽이 무역 흐름, 가격, 생산에 미치는 영향은 2020년 상반기 동안 최고조에 달했다가 수그러들기 시작할 것으로 예상된다.관세로 인해 2020년에는 실질 GDP 수준이 약 0.5% 감소하고 소비자 물가는 0.5% 상승할 것으로 예상된다.이에 따라 관세 부과로 2020년에는 평균 실질 가계소득이 1277달러(2019달러) 감소할 것으로 전망됐다.CBO는 기업이 국제무역환경 변화에 대응해 공급망을 지속적으로 조정함에 따라 무역장벽이 생산량과 가격에 미치는 영향은 시간이 지남에 따라 줄어들 것으로 예상하고 있다.[208]
