마하나르 파리바한 마하만달 Ltd(PMPML)은 인도 푸네 시의 대중교통 버스 서비스 제공업체다.

버스급행철도 4개 회랑 일부 구간을 운행하는 레인보우 BRT 51개 노선 등 푸네 수도권 386개 노선을 운행하고 있다.[4] PMPML은 2019년부터 일반버스와 동일한 요금으로 9m와 12m 전기 AC버스를 모두 운행하고 있다.

역사

초기 역사

푸네 도시공사의 전신인 푸네 나가팔리카는 1940년대 지방교통청이 M/s. 실버 쥬빌리 모터스에 요금을 부과할 것을 승인하면서 실현된 도시 대중 교통 시스템의 아이디어를 구상했다. 버스 20대로 4개 노선으로 시작한 운행은 이미 1948년까지 46대로 늘어났다.[5]

PMT 및 PCMT

1950년 푸네 나가르팔리카가 PMC로 변신한 뒤 시민단체가 서비스를 이어받았다. 푸네 시 교통(PMT)은 인수 후 이름 붙여진 대로 14개 노선에 걸쳐 운행하는 57대의 버스 편대로 출발했다.[5]

산업도시 핌프리 친흐와드 시 교통(PCMT)의 대중교통 제공업체는 1974년 3월 4일 핌프리와 보사리 사이를 오가는 8대의 버스 편대로 설립되었다. PCMT는 급속한 확장을 보였으며, 1988년까지 이미 13개 노선에 101대의 버스가 운행되었다.[5]

합병

PMT와 PCMT를 통합해 대도시권을 섬기는 통합기업으로 통합하자는 제안은 이르면 1992년 PMC 총회가 이 합병에 찬성하는 결의안을 통과시키면서 제안됐다.[6] 그러나 PCMC는 2003년에야 합병을 고려했다.[6] 합병은 2007년 4월에 정식으로 발표되었고 PMPML은 현재 존재하는 2007년 10월 19일에 시작되었다.[7][5]

운영

2018년 4월 홈페이지마다 PMPML은 13개 디포에서 1450대의 버스를 정비하고 있다. 그러나 여러 대의 버스가 파손되어 매일 1277대의 버스만이 운행되고 있으며 여객선 c. 90만 명의 승객만이 운행되고 있다.[1]

PMPML은 2019년 8월 50대의 전기버스를 인수해 전체 비행대수를 75대로 집계했다. 2019년 2월 전기버스 25대 첫 분양. PMPML도 2019년 말까지 이 같은 전기버스 350대를 인수할 계획이다.[8]

PMPML은 371개 노선에서 매일 오전 5시 30분부터 자정까지 정기예약 서비스를 운영하고 있다.[4] 개별 노선의 주파수는 수요에 따라 크게 다르다. 특정 장거리 노선은 하루에 몇 차례만 운행된다.[9] 이들 노선 중 일부는 레인보우 BRT라는 브랜드명으로 BRT 회랑에서 일부 또는 완전하게 운행된다.

PMPML은 또한 7개 노선에서 자정 이후 야간버스를 운행한다.[10] PMPML은 2018년 국제 여성의 날을 맞아 여성 통근자들이 호응한 여성 전용 버스 '테하스위니'(마라티: तेजस्व;;;;;;;복사) 서비스를 시작했다.[11][12] 가장 붐비는 8개 노선의 아침과 오후 피크 시간 동안 매일 218개의 테하스위니 서비스가 있다.[11] PMPML은 라지브 간디 IT파크 힌지와디부터 푸네 공항까지 공항 서비스뿐만 아니라 '푸네 다르샨'이라는 이름으로 관광객들을 위한 특별 서비스도 운영하고 있다.[4]

PMPML은 승객들이 편리하게 여행할 수 있도록 일일, 주간, 격주, 분기 및 연간 여행권을 제공한다. 노인 승객, 시각 및 신체 장애자, 기자, 자유 투사 등을 위한 할인 이용권도 있다. 모든 패스는 온라인과 오프라인 모두에서 얻을 수 있다.[14] 패스는 20파운드(+)의 비용으로 PMPML이 발급한 신분증과 함께만 사용할 수 있다. 2018년 4월 현재 모든 노선에 한 달간 유효한 월 이용권은 1,400원이고 학생과 노인은 각각 750원, 500원을 내야 한다.[15] 모든 노선에 유효한 일일 통행권은 70원이고 기내에서만 구할 수 있다.[16]

문제들

영업손실

PMPML은 2007년 결성 이후 줄곧 막대한 운영손실이 발생하고 있다.[18][19][20] 합병계약에 따르면 PMC와 PCMC는 각각 60%와 40%의 손실을 부담한다.[21][22] 2007년 이전과 같이 PMPML과 PCMT를 형성하기 위해 PMMPML을 해체해야 한다는 요구로 인해 두 시민단체 사이에 분쟁이 있어 왔다.[23][24][25]

비행대 부족 및 정비 불량

PMPML은 인구 505만7709명의 쌍둥이 도시 푸네와 핌프리친흐와드를 둘러싼 수도권 유일한 대중교통 사업자로,[4][26] PMPML은 평균 1382대의 버스가 운행되는 1780대의 버스를 보유하고 있었다.[1] 따라서 어느 순간에도, c. 34%의 선단은 도로를 벗어나 있었으며, 이는 중앙 도로교통연구소(CIRT)가 설정한 규범당 20%의 한도를 훨씬 상회했다.[27][28] 이것은 운행 버스 비율을 인구 10만명당 c. 27로 만들었다. 이들 버스가 도로를 벗어난 이유는 주로 PMPML 주차장의 인력 및 설비 부족, 예방 정비 부족 등 여러 가지 요인으로 인한 정비 및 잦은 고장과 관련이 있다. PMPML은 또한 민간 계약자들이 소유하고 관리하는 많은 버스들을 가지고 있는데, 이 버스들은 또한 정비 불량에 시달린다.[28][29][30] 더욱이 기단 내 상당수의 버스는 15년 이상 된 반면 10~15년 된 버스 746대는 고장이 잦다.[31][32][33] 버스 한 대에 탑승할 수 있는 용량의 3배에 달하는 만원 시간대에 버스가 과밀할 수밖에 없다.[34]

PMPML은 부족한 버스 문제를 완화하기 위해 550대의 에어 컨디셔닝 버스를 구입하려던 당초 계획을 연기하면서 2017년에 800대의 디젤 버스를 새로 구입하기로 결정했다.[35] 이번 결정으로 경유버스의 환경 영향과 관련해 거센 비판이 쏟아졌다. 몇몇 NGO와 통근 단체들은 PMPML이 CNG 버스를 대신 구입해야 한다고 제안했다.[36][37] 이에 따라 CNG 400대와 경유 버스 400대를 사들이기로 했다.[38][39] 다만 CM 데벤드라 파드나비스는 PMPML이 2018년 4월 친환경 버스에 집중한다고 주장했다.[40] PMPML은 2018년 5월 현재 전기공조 버스 500대와 CNG 버스 400대를 구입할 계획이다.[40][41]

사회 기반 시설

PMPML은 2015년에 거리에 주차된 버스의 절반에 이르는 버스 정류장을 가지고 있지 않다.[42] 운전자들은 또한 도시의 번잡한 지역에서 무분별하게 주차를 해서 교통 체증을 초래한 것으로 비난을 받아왔다.[43][44] CIRT 보고서에 따르면 PMPML은 2016-17년의 13개와는 달리 18개의 디포가 필요하다.[1][42] 최근 주차 문제를 해결하기 위한 새로운 디포 개발은 어느 정도 탄력을 받고 있다.[45][46] 버스 쉼터는 상태, 좌석 부족, 정보 등의 이유로 비판을 받아왔다.[47][48][49]

안전 및 사고

2017-18년, 몇몇 버스에서 화재가 발생해 통근자들의 안전에 큰 물음표가 찍혔다.[50][51][52][53] 15개월인 2017년 1월부터 2018년 3월까지 월 1건 가까이 발생한 사건 수는 16건에 달했다.[54] PMPML은 정보권리법에 따라 제출한 질의 응답서에서 소화기 124대만 보유하고 있으며 대부분의 버스는 소방안전점검을 거치지 않았고 소화기도 없는 것으로 드러났다.[55] PMPML은 버스에 있는 소화기가 도난당하기 쉽다고 주장했다.[56][57] PMPML은 모든 버스와 시설이 소방안전 감사를 받고 2018년 5월 말까지 소화기를 장착할 예정이라고 밝혔다.[58][59]
