2017년 6월 3일 영국 런던에서 테러 차량 추적과 흉기 난동이 벌어졌다. 런던 브리지에서 밴 한 대가 고의로 보행자들을 들이받은 뒤 템즈강 남쪽 둑에 추락했다. 그 후 세 명의 입주자들은 인근 자치 시장 지역으로 달려가 식당과 술집 안팎에서 사람들을 찌르기 시작했다.[8] 이들은 런던시 경찰관의 총에 맞아 숨졌으며 가짜 폭발물 조끼를 입고 있는 것으로 드러났다.[9] 가해자를 말리려 한 일반인과 비무장 경찰관 4명 등 8명이 숨지고 48명이 다쳤다. 영국 당국은 가해자들을 "급격한 이슬람 테러리스트"[7]라고 묘사했다.

이슬람국가(IS)는 이번 공격이 자신들의 소행이라고 주장했다.

배경

2017년 3월 웨스트민스터에서 차량 및 칼 합동공격으로 5명이 사망한 바 있다. 지난 5월 말 맨체스터 아레나에서 열린 아리아나 그란데 콘서트에서 자살 폭탄 테러범이 22명을 숨지게 했다.[10] 맨체스터 폭탄 테러 이후 영국의 테러 위협 수준은 심각으로 격하된 2017년 5월 27일까지 최고 수준인 '심각'으로 격상됐다.[10][11]

공략

공격 경로 지도

이번 공격은 같은 날 저녁[12] 해럴드 힐에서 쿠람 버트가 고용한 흰색 르노 마스터를 이용해 이뤄졌다. 그는 7.5톤 트럭을 고용할 계획이었으나 지불 내역을 제공하지 않아 거절당했다. 공격자들은 12인치(30cm)의 주방용 칼에 세라믹 날개로 무장했고, 이들은 가죽 끈으로 손목에 묶었다. 또 물병을 회색 테이프로 감싼 가짜 폭발물 벨트도 마련했다.[13]

2017년 6월 3일 21:58 BST(UTC+1)에서 승합차는 런던 대교를 건너 남쪽으로 이동하다가 6분 뒤 되돌아와 북쪽으로 다리를 건너 북쪽 끝에서 유턴한 후 다리를 건너 남쪽으로 운전했다. 이 사고로 3차례에 걸쳐 포장도로에 올라타 다수의 보행자를 치어 2명이 숨졌다.[14] 목격자들은 그 밴이 고속으로 달리고 있었다고 말했다.[15][16][17] 999건의 긴급호출은 22시 7분에 처음 기록되었다.[18] 이후 승합차에는 횃불함께 누더기가 채워진 가연성 액체가 담긴 와인병 13개가 실려 있었던 것으로 밝혀졌다.[13]

밴은 중앙 보호 구역을 지나 Borough High Street에 추락했다.[19] 밴의 타이어는 중앙 보호구역에 의해 파괴되었고 공격자들은 칼로 무장한 채 차량을 버렸다. 그리고 나서 세 명의 공격자들은 녹색 드래곤 코트로 가는 계단을 달려 내려가 보로 비스트로 근처와 밖에서 다섯 명을 죽였다.[20][21][14] 보로 비스트로 펍을 공격한 후, 공격자들은 다시 보로 하이 스트리트까지 계단을 올라가 세 명의 구경꾼들을 공격했다. 경찰은 공격자들과 싸우려 했으나 칼에 찔렸고, 이그나시오 에체베리아는 레두아인과 자그바를 스케이트 보드로 쳐서 그들을 도왔다. 에체베리아는 후에 로보스 미트와 타파스 밖에서 살해되었다.[14] 대중들은 공격자들에게 병과 의자를 던졌다. 목격자들은 공격자들이 "이것은 알라를 위한 것"[22][23][24][25]이라고 외쳤다고 보고했다.

스토니 가를 따라 있는 여러 다른 식당과 술집에도 사람들이 공격을 받았다.[23][24][25] 그 공격 동안, 한 무명의 남자가 라키드 레두아인의 목숨을 구했지만, 많은 노력에도 불구하고 그 남자는 결코 발견되지 않았다.[26] 한 루마니아인 제빵사가 한 공격자의 머리를 나무상자로 때린 후, 버로 마켓 내의 한 제과점 안에서 20명의 사람들에게 피난처를 제공했다.[27]

한 남성은 블랙앤블루 스테이크하우스에서 세 명의 공격수와 주먹으로 싸우며 "젠장, 난 밀월이다"라고 외치며 식당에 있던 대중들에게 도망칠 기회를 줬다.[28] 그는 손과 가슴, 머리를 8번 찔렸다. 그는 세인트 토마스 병원에서 수술을 받았고 6월 4일에 위독한 명단에서 제외되었다.[29] 지휘봉으로 무장한 영국 교통경찰도 여러 차례 자상을 입었고 그 결과 일시적으로 오른쪽 눈이 시력을 잃는 등 공격자들을 제압했다.[30] 비번인 메트로폴리탄 경찰 경관과 스튜어트 헨더슨 경감은 테임즈사이드 여관 안에서 150명 이상의 사람들을 보호하고 메트로폴리탄 해양 지원 부대와 RNLI 보트로 테임즈 북쪽 해안으로 대피시키기 전에 중상을 입은 일반 시민들에게 응급처치를 했다.[31]

이 세 명의 공격자들은 최초 긴급호출이 있은 지 8분 후에 런던시런던 경찰청의 무장경찰들에 의해 사살되었다.[19] CCTV 영상에는 세 명의 공격자들이 무장한 경찰관들을 향해 달려가는 모습이 담겨 있었다; 그 공격자들은 20초 후에 총에 맞아 죽었다.[32] 런던시 3명과 메트로폴리탄 경찰 5명이 총 46발을 발사했다.[33]

여파

볼라드(Bollards)는 향후 공격을 막기 위해 런던 브릿지에 설치되었다.

런던경찰청은 이번 테러 당시 소셜미디어를 통해 '달려라, 숨겨라, 말해라'는 안내문을 내고 "국민들이 침착하고 경계를 늦추지 말아달라"고 당부했다.[34][35]

런던 브리지 인근 건물들은 모두 대피했고,[36] 런던 브리지, 자치구, 뱅크 지하역 등은 경찰의 요청으로 폐쇄됐다.[37] 런던 브리지, 워털루 이스트, 채링 크로스, 캐넌 가의 간선 철도역도 폐쇄되었다.[38] 내무장관은 특별항공국(SAS)의 군 카운터 테러 부대 배치를 승인했다.[39] SAS를 실은 헬기는 런던 브릿지에 착륙해 메트로폴리탄 경찰을 지원했다.[40]

런던경찰청 해양경찰대영국 왕립생활보트협회(RNLI)의 지원을 받아 템즈강에 보트를 급파해 이 지역 대피에 기여하고 다리 위에서 추락했을 가능성이 있는 사상자를 찾아냈다.[41]

보크홀에서는 23시 45분에 칼부림 사건이 발생하여 보크홀 역이 잠시 폐쇄되었다.[42] 이는 나중에 이 공격과 관련이 없는 것으로 확인되었다.[43]

6월 4일 01시 45분, 가짜로 판명된 공격자들의 폭탄 조끼에 대한 통제된 폭발이 일어났다.[16]

6월 4일 오전 긴급 COBR 회의가 열렸다.[20][44] 런던 브릿지 간선 철도와 지하역들은 6월 4일 내내 폐쇄된 상태였고,[45] 반면 보로우 지하철역은 그날 저녁 재개장했다. 공격 현장 주위로 저지선이 설치되었다.[46] 런던 브리지 역은 6월 5일 월요일 05:00에 재개장했다.[47]

사디크 칸 런던 시장은 이번 테러 이후 증오 범죄와 이슬람 혐오 사건이 급증했다고 말했다.[48]

이번 공격에 이어 런던 중심부 교량 8개소에 대한 새로운 보안대책이 시행돼 차량 추가 공격 가능성을 낮췄으며, 구체적인 장벽이 설치됐다.[13][49] 이 장벽들은 피크 시간 동안 사이클 레인에 심한 혼잡을 유발한다는 이유로 비난 받아왔다.[50]

6월 14일 자치구 시장이 재개장했다.[51]

민간인 8명이 사망했는데 스페인인 1명, 영국인 1명,[52] 호주인 2명, 캐나다인[53] 1명, 프랑스인 3명이 이 공격자들에 의해 살해되었고, 이들 3명은 무장 경찰에 의해 스스로 목숨을 잃었다. 이번 공격으로 뉴질랜드인 1명, 호주인 2명, 독일인[54] 2명, 프랑스인 4명 등 48명이 다쳤으며, 입원한 48명 중 21명은 당초 중태인 것으로 알려졌다.[16][55][56][57] 라임하우스 인근 템즈강에서 공격 며칠 후 시신 1구가 수습됐다.[58] 사망자 중 2명은 최초 차량 사격 공격에서 발생했으며 나머지 6명은 흉기에 찔려 사망했다.[14]

그 공격으로 부상당한 사람들 중에는 네 명의 경찰관이 포함되어 있었다. 영국 교통경찰관이 칼에 찔려 머리와 얼굴, 목에 심각한 부상을 입었다.[59] 비번인 런던 경찰관이 칼에 찔려 중상을 입었다.[60] 다른 두 명의 런던 경찰관은 머리와 팔 부상을 입었다.[61] 신원 미상의 한 방관자가 경찰의 총격으로 인한 우발적인 총상을 입었는데, 이 총상은 "심각하지 않다"[62]고 말했다.

공격자

6월 4일 앰버 러드 내무장관은 "우리는 그들이 급진적인 이슬람 테러리스트였다는 사실, 그들이 영감을 받은 방식에 대해 확신하고 있으며, 우리는 이 급진화가 어디서 왔는지 더 알아낼 필요가 있다"고 말했다.[7] 이라크와 시리아(ISIS) 등 이슬람국가(IS)와 연계된 온라인 매체 아마크뉴스는 테러범들이 IS의 전투원이라고 전했다.[63] 6월 5일, 공격자 중 두 명은 쿠람 샤자드 버트와 라키드 레두앵으로 확인되었다.[64][65] 세 명의 공격자 중 세 번째인 유세프 자그바는 다음날 신원이 밝혀졌다.[6]

쿠람 샤자드 버트

버트(1990년 4월 20일 출생)[13]는 파키스탄 태생의 영국 시민으로, 그의 가족은 젤룸 출신이다. 그는 플라이스토우에서 살면서 영국에서 자랐다.[66] 그에게는 아내와 두 아이가 있었다. 이웃들은 BBC에 버트가 아이들을 과격화하려 했다는 이유로 경찰에 신고되었다고 말했다. 그는 또한 여성들이 옷을 입는 방식에 혐오감을 표시했다.[67] 그는 경찰에 금지된 극단주의 단체 알 무하지룬의 '헤비급'[68] 멤버로 알려졌다.[69] BBC 인터뷰 진행자는 또 다른 알 무하지룬 추종자가 후실리에 리 리그비를 살해한 다음날인 2013년 버트와 언어대결을 했다고 밝혔다.[70]

버트는 2015년 알-무하지룬 캠페인의 일환으로 그해 영국 총선에서 투표할 계획이었던 무슬림들을 이슬람에서는 금지됐다는 이유로 위협했다.[70] 그는 두 개의 지역 사원에서 금지된 채 극단적인 견해를 가진 것으로 알려져 있다.[71] 그는 2016년 채널 4 TV 다큐멘터리 '지하디스 옆집'에 출연했는데, 이 다큐멘터리는 리젠트 공원에서 ISIL 흑기(흑기)를 풀어 놓고 경찰과 다투는 모습을 보여주었다.[72][73] 한 친구의 말에 따르면, 그는 미국의 무슬림 혐오 전도사 아흐마드 무사 지브릴의 유튜브 동영상에 의해 과격화되었다고 한다.[74][75][76][77] 버트는 과격화되기 전에 마약을 복용한 것으로 알려졌다. 급진화 후 버트는 거리에서 이웃들을 저지하고 그들이 모스크에 갔었는지를 물어보기 시작했다.[78]

버트는 2005년 7월 런던 폭탄 테러의 지도자인 모하마드 시디크 칸을 훈련시킨 혐의로 기소된 한 남자를 위해 일했었다. 경찰과 MI5는 버트를 알고 2015년 수사를 받았다. 그 조사는 나중에 "하위층"으로 옮겨졌고,[79] 그의 파일은 낮은 우선순위로 분류되었다.[80]

버트는 가끔 엄마 피트니스 센터 체육관의 책상에 유인되어 정기적으로 기도했다.[81] 버트, 레두안, 자그바가 공격 며칠 전 체육관 밖에서 만나는 장면이 CCTV에 공개됐다.[82] 현지 이슬람 사원의 한 고위 인사가 이 체육관을 경찰에 신고했다.[83]

뉴욕타임스는 버트와 그의 형제가 영국 정부의 예방 프로그램에 참여했는데, 이 프로그램은 사람들이 테러리스트가 되는 것을 막기 위한 것이며, 급진주의자로 의심되는 사람들을 경찰 프로그램에 보도하는 것이라고 말했다.[84] 경찰은 증거 불충분으로 추가 조치를 취하지 않을 계획이었지만, 공격 당시 그는 사기 혐의로 경찰 보석을 받고 있었다. 그는 앞서 2008년 사기, 2010년 폭행 등으로 경찰로부터 주의를 받은 바 있다.[85]

라치드 레두아네

레두아인(1986년 7월 31일 출생)은 2009년 신청이 거부된 영국에서 실패한 망명 신청자였고,[86] 이전에는 경찰에 알려지지 않았다. 그는 모로코인이나 리비아인이라고 주장했었다.[65]

레두앵은 페이스트리 셰프로 일했고 2012년 아일랜드에서 열린 결혼식에서 아일랜드 여성과 결혼했다. 그는 아내를 때리고 괴롭혔다. 그녀는 그가 극단주의자의 신념을 그녀에게 강요하려 한 후 결국 그와 이혼했다.[87] 그는 술을 마시곤 했다.[88] 그는 모로코와 영국의 더블린 교외인 라트미네스에서도 다양하게 살았다.[89] 그의 부인에 따르면, 레두앵은 모로코에서 급진전되었을 가능성이 가장 높다. 이후 이 부부는 2015년 딸을 둔 EU 거주증으로 영국에 머물렀다. 이 커플은 2016년에 헤어졌다.[90] 공격 당시 그는 런던 동부의 다겐햄에 살고 있었다.

유세프 자그바

자그바(1995년 모로코[6] 페즈 출생)는 공격 당시 런던 동부에 살면서 패스트푸드 아울렛에서 일했다. 그는 또한 런던의 이슬람 텔레비전 채널에서 일했다.[91] 자그바는 모로코계 무슬림 아버지와 이탈리아계 가톨릭 기독교인 어머니 사이에서 태어났으며, 그녀는 결혼했을 때 이슬람교로 개종했다.[92] 자그바는 모로코와 이탈리아 국적이 이중이었다. 부모가 이혼하자 그는 어머니와 함께 이탈리아로 갔다. 자그바는 2016년 자신의 휴대전화에서 IS 관련 자료를 발견한 이탈리아 장교들에 의해 볼로냐 굴리엘모 마르코니 공항에 멈춰서 이스탄불 여행을 계속하지 못하게 됐다.[93] 이탈리아 당국은 자그바가 이탈리아에 체류하는 동안 지속적으로 감시당했으며 영국도 자그바에 대한 정보를 입수했다고 밝혔다. 주세페 아마토 이탈리아 검사는 "최선을 다했다. 우린 그냥 감시하고 감시할 수 있어... [자그바] 그리고 영국 당국에 쪽지를 보내면, 우리가 할 수 있는 일은 그것뿐이고 우리는 그것을 했다. 런던으로 이주한 이후 총 10일 동안 이따금씩 이탈리아로 돌아왔다. 그리고 그 열흘 동안 우리는 결코 그를 우리의 시야에서 내보내지 않았다."[94]

조사

6월 4일 아침, 경찰은 공격자 중 한 명이 살고 있는 런던 동부의 Barking 지역에서 급습한 후 12명을 체포했다.[96] 급습 중 통제된 폭발이 일어났다.[97] 억류된 사람들은 27세에서 55세 사이의 남성 5명과 바운딩의 한 주소에서 체포된 19세에서 60세 사이의 여성 6명이 포함되었다. 체포된 남성 중 한 명은 이후 무혐의로 풀려났다. 바운딩에 있는 두 사람 외에 뉴햄에 있는 두 사람을 포함하여 네 개의 재산을 수색하고 있었다.[98] 6월 5일 새벽 뉴햄과 바킹의 사유지에서 추가 압수수색과 체포가 이루어졌다.[99] 6월 6일, 바운딩에서 한 남자가 체포되었고, 다음 날 일포드에서 또 한 명이 체포되었다.[100] 6월 16일까지 체포된 사람들은 모두 무혐의로 풀려났다.[101]

질의

2019년 5월 7일, 런던 올드 베일리에서 희생자들의 죽음에 대한 심리가 열렸다. 잉글랜드와 웨일스의 수석 검시관인 마크 루크래프트 QC 판사가 사회를 맡았고, 사망자와 관련된 사람들은 무슨 일이 일어났는지, 누구를 잃었는지에 대한 진술을 했다.[102][103] 심리는 2019년 7월 16일 세 명의 공격자가 모두 합법적으로 살해된 것으로 결론 내렸다.[104]

반응

테리사 메이 총리는 다가오는 총선을 위한 선거운동을 마치고 다우닝 가로 돌아왔다.[105] 메이 총리는 테러 발생 다음날 아침 이번 사건이 테러로 취급되고 있으며,[16][20] 최근 영국에서 벌어지고 있는 테러는 "이슬람의 변태"인 이슬람 극단주의라는 단일한 사악한 이념에 얽매여 있다"고 말했다. 그녀는 4대 테러 대책의 일환으로 기술 기업들이 현재 충분한 조치를 취하지 않고 있다며 "온라인상에서 그들의 안전 공간의 극단주의자들을 제거하기 위해 인터넷 규제를 강화할 것"을 요구했다.[106][107] 급진화를 가능케 하는 인터넷과 소셜 미디어의 역할에 대한 메이 총리의 입장은 개방권 그룹국제 급진화와 정치 폭력에 관한 연구 센터에 의해 비판되었다.[108] 메이 총리는 연설문을 통해 테러 위협에 대응하기 위한 정책 방안을 상세히 설명한 것도 비판받았는데, 일각에서는 희생자들을 존중하기 위해 선거운동을 중단하겠다는 공약과는 배치되는 것으로 보고 있다.[109] 메이 총리는 경찰과 정보기관이 이번 공격을 막을 수 있었는지 여부를 확인하기 위해 검토를 실시할 것이라고 말했으며,[79] 6월 28일 앰버 러드 내무장관은 데이비드 앤더슨 QC에 의뢰해 검토 작업에 대한 독립적인 보장을 제공했다.[110]

제러미 코빈 야당 대표, 팀 패런 자유민주당 대표, 사디크 칸 런던 시장은 모두 트위터를 통해 자신들의 생각이 응급 구조대 덕분에 피해를 입은 사람들과 함께 있고, 감사를 표했다고 밝혔다.[111][112][113] 칸은 이번 공격을 "고의적이고 비겁한"이라며 "가능한 한 가장 강력한 표현으로" 비난했다.[114] 그는 이후 "이 도시는 세계에서 가장 안전한 도시 중 하나로 남아 있다"고 말했으며, 이 도시 주변에 경찰력이 늘어난 것에 대해 "놀랄 이유가 없다"고 말했다.[115]

보수당, 노동당, 자유민주당, 스코틀랜드 국민당은 공격 이후 하루 동안 전국 선거 운동을 중단했다.[116][117] 영국 독립당은 선거운동을 중단하지 않기로 결정했다. 폴 너톨트 당수는 그것이 "극단주의자들이 원하는 것"[118]이라고 말했다. 메이 총리는 총선이 6월 8일 예정대로 진행될 것임을 확인했다.[118] BBC는 6월 4일에 방영될 예정이었던 여러 정치 프로그램을 취소하거나 연기했다.[119]

하룬 칸 영국 무슬림 평의회 사무총장도 이번 공격을 비난했다.[120][121] 130명 이상의 이맘들은 테러범들을 비난하고, 이슬람의 장례를 거부했으며, 성명에서 테러범들은 이슬람을 대표하지 않는다고 말했다.[122][123]

애도와 충격의 표현, 지지, 연대와 동정은 많은 국가 정부들과 초국가적 단체들에 의해 제공되었다.[a]

이번 공격과 관련하여 다음과 같은 3개의 조지 메달이 수여되었다. 민간인 이그나시오 에체베리아(포스트휴먼)와 경찰관 2명, 런던경찰의 찰리 귀니골트와 영국 교통경찰의 PC 웨인 마르케스. 세 사람 모두 테러범들과 직접 대치하고 다른 사람들을 구하려다 중상을 입었다.[148] 런던 경찰인 PCs 리암 존스와 스튜어트 헨더슨은 대영제국 훈장을 받았다.[149] 영국 교통경찰의 PC 레온 맥레오드는 여왕의 갤런트리 메달을 받았고,[148] PC의 팀 앤드루스, 샘 발포어, 롄 래, 바르토즈 쵸르체브스키가 여왕의 경찰 메달을 공로훈장을 받았다.[149] 4명의 민간인이 용감함으로 여왕 표창을 받았다: 커스티 보덴(후기), 엘렌 건틀렛, 저스틴 존스, 플로린 모라리우.[150] 조이 옹카추이 간호사, 잭 이둔 형사 대행, 폴 우드로우드로우 런던 앰뷸런스 서비스 운영국장, 피터 부먼 NHS 잉글랜드 행정관, 말릭 라마단 박사, 클레어 서머스 등이 다양한 방법으로 공격에 대응하고 피해자를 치료하며 가족들과 연락을 주고 관련 조사를 한 공로로 OBE 상을 받았다.[151][149]
