실크로드 대학 연합(중국어: 之路大大學盟, 실크로드의 대학 동맹이라고도 번역되고 약칭 UASR)은 중화인민공화국의 일대일로, 일대일로 외교 정책 구상의 학문적 힘이다.[1] UASR은 중국 서부의 C9리그 대학인 시안 자오퉁 대학에 기반을 둔 비영리 대학 연합이다.[2] UASR의 임무는 실크로드 경제벨트를 따라 각국에서 교육협력을 구축하고 경제성장을 도모하는 것이다.[3][4][5]

역사

UASR은 2015년에 22개국에서 약 100개의 대학으로 설립되었다.[6] 현재 5대륙 32개국 132개 대학이 참여하고 있다.[7] 이 프로그램은 학생교류와 공동연구를 통해 일대일로 교육발전을 위한 중화인민공화국 교육부(中華人民部)의 2016년 계획의 중심축이 됐다.[8][9]

범위

UASR은 훈련, 연구, 정책, 교차 문화 이해, 의료 서비스를 지원하는 임무를 맡았다.[6] UASR에는 국제 로스쿨 연합이 포함되어 있는데, 시안 자오퉁(西安 자오퉁) 총서기는 ``법률정신과 법문화로 일대일로 발전을 위해 동맹국들 간의 법 교류를 촉진하고 법적 합의에 주력하는 것"[10][11]을 목표로 하고 있다. 또한, UASR은 UASR 교육 전시와 문화 축제를 포함한 국제 문화 행사를 후원한다.[12]

UASR은 서중국과학기술혁신항(西中國과학기술혁신항)에 본부를 두고 있으며, 대학 수준의 교류, 인재교육, 과학연구 등에서 협력 대학과의 협력을 촉진하고 국제 싱크탱크를 건설하기 위한 공간을 갖추고 있다.[20]
