중국-라틴 아메리카 인프라 프로젝트를 위한 특별 대출 프로그램(中拉基设施专专专款款款款)은 중국 정부가 중남미 인프라 프로젝트의 자금조달을 위해 200억 달러의 특별 신용 라인이다.[1] 이 프로그램은 2014년 7월 제1차 중국-LAC 정상회의 때 '중국-라틴 아메리카 인프라 특별대출' 이행 의지를 담아 발표됐다.[2][3]
이 프로그램은 중국개발은행이 주관하고 자본은 외환국으로부터 출연한다.[4]
중국과 중남미 블로그에 게재된 분석에 따르면 이 프로그램은 2016년 볼리비아 관계자들이 강력하게 추진한 프로젝트인 계획 중인 중앙생물-해양철도의 볼리비아 구간 자금 조달처가 될 수 있다.[5]
