2019년 자민당 총재 선거가 영국 자민당 총재직을 불과 2년이 채 안 된 2019년 5월 24일 빈스케이블의 총재직 사퇴 발표에 이어 치러졌다. 케이블의 뒤를 이을 두 후보는 에드 데이비와 조 스윈슨이었다.

결과는 스윈슨이 62%가 넘는 득표율로 승리하면서 2019년 7월 22일 발표됐다.[1]

배경

빈스 케이블은 앞서 차기 총선을 앞두고 사퇴 의사를 밝힌 바 있다. 그는 당 대표자회를 앞두고 2019년 지방선거 직후인 2019년 5월 당 대표선거를 실시하도록 당에 요청하겠다고 밝혔다.[2][3] 그 정당은 유럽의회 선거 이후부터 9주간 선거운동을 할 것으로 예상되었다.[4]

유럽 선거 다음 날인 5월 24일(그러나 결과가 집계되기 전인 5월 26일)과 보수당 테리사 메이 총리 겸 대표가 곧 있을 사임을 발표한 같은 날 자민당 지도부 선거가 정식으로 시작됐다.[5]

선거규칙

지도부 선거의 출마 여부는 자유민주당 헌법 17조에 의해 결정되었다.[6] 자유민주당 지도부 선거에서는 모든 당원이 1인 1표제로 투표할 수 있는 대체투표제(즉시 결선투표제)를 사용한다. 6월 8일 현재 당원은 105,480명이다.[7]

공천은 6월 7일에 마감되었고 새 지도자는 7월 23일에 취임할 예정이었다. 지명자들은 국회의원이어야 했고, 최소한 10%의 의원(즉, 다른 의원 한 명)의 지지를 얻어야 했으며, 적어도 20개의 다른 지역 정당에 퍼져있는 200명 이상의 의원들의 지지를 받아야 했다.[5]

케이블은 당 춘계회의에 비 MP들이 지도부를 물색할 수 있도록 규정을 바꾸자는 제안을 했으나 거절당했다. 따라서 공천 마감 당시 당내 11명의 의원이 잠재적 후보군이었다.[8] 회원뿐 아니라 등록 서포터즈도 지도자 공모에서 투표할 수 있도록 하자는 제안도 부결됐다.[9]

공천 마감 전에 등록된 당원들은 우편 투표나 전자 투표로 투표할 수 있었다. 이것들은 각각 6월 28일과 7월 1일에 발행되었다. 투표는 7월 22일에 마감되었고 승자는 그날 저녁에 발표했다.[10][11]

캠페인

2019년 2월 노동당과 보수당 소속 의원 11명이 중도 성향의 더독립그룹을 결성하기 위해 사퇴했다. 잠재적 지도자 후보 중에서는 조 스윈슨이 더 인디펜던트 그룹과 일하는 데 가장 개방적인 반면 에드 데이비는 개방적이지 않은 것으로 보였다.[12]

2017년 당선된 라일라 모란은 카메론-클레그 연합정부와 관련성이 가장 낮은 후보로 꼽혔다.[12] 처음에는 스윈슨, 모란, 데이비가 유력한 경쟁자로 꼽혔다. 그러나 모란은 5월 중순 경연 대회에 참가하지 않겠다고 발표했다.[13] 자유민주당이 2위를 차지하며 보수당과 노동당을 모두 제친 2019년 5월 유럽의회 선거 이후 스윈슨과 데이비가 후보가 될 것으로 예상됐고, 스윈슨은 서점가들의 호평을 받았다.[14][15] 스윈슨은 Change UK와 Greens 지지자들에게 자유민주당과 협력할 것을 요구했지만, 정당들간의 공식적인 동맹에 대한 요구에는 그쳤다.[15] 뉴 스테이츠맨을 위해 글을 쓰고 있는 스티븐 부시는 예상되는 선거 이슈들, 즉 연합의 유산 그리고 Change UK의 위협 둘 다 지방과 유럽의 선거에서 자유민주당이 성공함으로써 크게 동요하고 있다고 주장했다.[16]

데이비는 5월 30일 영국의 유럽연합 탈퇴 철회와 "탈탄소 자본주의"에 의한 환경 문제에 초점을 맞추어 캠페인을 시작했다. 그는 Change UK와 같은 다른 정당들과의 협상보다 자유 민주당에 대한 망명 장려에 더 많은 관심을 내비쳤다. 연정의 기록도 옹호했다.[17] 스윈슨은 이날도 선거운동을 발표했다. 그녀는 그 주 후반에 당이 다른 친(親)레마인 정치인들을 지지하기 위해 지역 선거 협정에 개방적일 수 있지만, 자유민주당은 브렉시트에 반대하는 사람들에게 "명확한 집결지"라고 말했다.[18]
