히어로급 초계함(Hero-class)은 이전에 미들쇼어 초계함 프로젝트(Mid-Shore Surface Shipship Project)로 캐나다 해안경비대를 위해 핼리팩스 시퍼즈(Halifax Shipyards)가 건조했던 9척의 초계함이다. 네덜란드령 다멘 스탠 4207 초계함을 기반으로 2011년 공사가 시작돼 2012년 첫 선박이 취역했다. 이 선박들은 캐나다 양쪽 해안에 배치되어 해안 경비 임무에 사용된다.

선박설계

초기의 미드쇼어 경비함 프로젝트는 길이 37~42m(121~138ft)의 중형 경비정을 중심으로 해안의 최대 120해리(220km)까지 최대 속도 25노트(46km/h)로 운항했다. 각 선박에는 한두 척의 경직된 고무보트(RHIB)가 탑재되며 최대 5명의 수산해양부 또는 로열캐나다 기마경찰(RCMP) 경찰뿐 아니라 9명의 캐나다 해안경비대원을 수용할 수 있다. 이 선박들은 원래 선미 발사용 경사로를 갖추도록 설계되어 있어 선박이 움직이는 동안 RHIB를 발사하고 회수할 수 있었다.[1]

히어로급 선박의 최종 설계는 네덜란드 데멘 스탠 4207 초계함의 설계에 기초하고 있다. 선박은 전체 길이가 42.8m(140ft)이며 빔은 7m(23ft)이고 드레이트는 2.8m(9ft 2in)이다. 선박의 총톤수(GT)는 253이고 순톤수(NT)는 75이다. 이 선박은 MTU 4000M에 장착된 두 개의 디젤 엔진에 의해 구동되는 제어 가능한 피치 프로펠러와 나비 추진기에 의해 추진되며 4,992 kW(6,694 hp)를 생성한다. 이로써 선박들은 최대 시속 25노트(46km/h)의 속도를 낼 수 있게 됐다. 히어로 클래스는 디젤 연료 용량이 34.00m3(7,480imf gal), 사정거리가 2,000해리(3,700km)로 시속 14노트(26km)로 해상에서도 최대 14일까지 머무를 수 있다.[2]

이 선박들은 연합군 해병 TB10-23 데이비트 1척이 발사한 2대의 RHIB를 장착하고 있다. 초계함에는 S와 X 밴드에서 작동하는 Sperry Marine Visionmaster FT 레이더가 탑재돼 있다. 히어로 클래스는 5명이 더 들어갈 수 있는 9명이 보충된다.[2] 2012년 11월 13일 CBC뉴스에 따르면 피터 맥케이 캐나다 국방장관은 이날 2번째 선박인 CCGS Caporal Kaeble V.C. 출항 연설에서 캐나다가 히어로급 선박의 무장화를 고려하고 있다고 밝혔다.[3] 맥케이는 미합중국기구가 캐나다에 마약거래와 밀수에 대응하기 위해 캐나다 해안경비대 함정을 무장시키는 것을 재고할 것을 제안했다고 말했다. 해안경비대 선박은 한 번도 무장한 적이 없는 반면, RCMP의 요소들을 운반할 때, RCMP는 작은 팔을 운반해 왔다. 상원 위원회는 해안경비대의 선박을 무장시킬 것을 권고했다. 북극 주권과 해양법에 관한 법률학 교수이자 해설가인 마이클 바이어스는 캐나다 해안경비대 선박이 "데크 장착 총기의 조용한 권한"을 가져야 한다고 주장해왔다.[4]

설계와 역량에 대한 비판은 안전 담당자들이 11가지 쟁점을 거론하며 제기했다.[5] 이 선박들은 배선 불량, 조기 부식, 기어박스 고장 등 서비스 첫 해 동안 수많은 문제를 겪었다.[6] 어빙조선은 이에 대해 문제가 경미하다고 인정하면서도 캐나다 해안경비대 관계자와 해양분류학회 로이드 레지스터 대표들이 이 선박들을 인증했다고 밝혔다.[7] 등급의 5척의 선박은 초기 선박이 안전하지 않다고 판단된 후 다시 디자인된 갤리선을 받게 된다.[8]

조달이력

2006년 스티븐 하퍼 캐나다 정부는 폴 마틴 전 총리의 정부가 8척의 선박을 구상한 미드쇼어 초계함 프로젝트를 계속 추진하겠다고 약속했으나 자금 지원은 이뤄지지 않았다. 2007년 3월 19일 연방 예산안은 해안 경비함정 4척과 연안 어업 과학선 2척을 3억2400만달러(약 3억2400만원)에 투입했다.[9]

캐나다 정부는 2008년 3월 25일 캐나다군 해양사령부 합동지원함 사업 입찰 절차를 취소한 발표에서 예산 배정보다 훨씬 높은 입찰로 인해 해경의 미드쇼어 경비함 사업을 보류시켰다. 캐나다 해안경비대는 감소된 성능과 비용을 바탕으로 수정된 선박 디자인을 제출했다. 2009년 2월 26일, 캐나다 정부는 12척의 해안 경비정에 대한 입찰 요청을 재발행했다.[citation needed]

2009년 9월 2일, 해양수산부 장관과 국방부 장관은 노바스코샤 핼리팩스의 핼리팩스 조선소에 9척의 중간 해안 경비함이 1억 9,400만 달러의 비용으로 어빙조선으로부터 건조 명령을 받고 있다고 발표했다.[10][11]

서비스 이력

이들 선박의 주요 임무는 캐나다 대서양과 태평양 연안의 해양 보안과 어업 단속을 제공하는 것이다. 2차 과제는 해양수색구조와 해양오염관리다. 이 중 4척은 오대호와 세인트로렌스 시웨이에 경비를 서고 있다.[23] 첫 번째 배인 로버트슨 V.C 일병은 2012년에 취역했고 마지막 배인 고다드 M.S.M. 선장은 2014년에 취역했다.[2][24] 2015년 11월 G.페들 S.C.는 구명보트 시스템 문제로 두 달 동안 운항을 중단했다.[25] 2016년 5월 맥라렌 M.M.V 상병은 선미 플레이트의 부식을 해결하기 위해 퇴역당했다.[26] 2017년 2월 캐나다 해안경비대 소속 로버트슨 일병, 테더 상병, 카리에르 경정 등 일부 선박에 독이 들어 있다는 정부 보고서가 나왔다.[27] 2018년 11월 17일 노바스코샤주 샘브로에서 재시험을 하던 중 기물 파손으로 인해 맥라렌 M.M.V 상병이 선박 요람에서 풀려났다. 선박은 비록 손상은 가볍지만 미끄러져 물속에 부분적으로 가라앉아 있었다.[28][29] 이 배는 2018년 11월 26일 재급유된 뒤 노바스코샤주 샘브로(Sambro)에 있는 부두로 옮겨져 피해 전모를 평가받았다.[30] 2019년에는 선박들이 항해를 방해하는 악천후 속에서 안정성 문제로 어려움을 겪은 것으로 알려졌다.[31] G.
