Creamy layer

크리미 레이어인도 정치에서 경제적으로나 교육적으로나 사회적으로 고도로 발달한 후진 계층의 일부 구성원을 가리키는 말이다. 그들은 다른 어떤 포워드 클래스 멤버와 마찬가지로 특정 후진 클래스의 포워드 섹션을 구성한다.[1] 그들은 정부가 후원하는 교육 및 전문 복지 프로그램에 참여할 자격이 없다. 이 용어는 1971년 Sattanathan Commission에 의해 도입되었는데, 이 위원회는 "크림 층"을 공무원직의 유보(쿼타)에서 제외해야 한다고 지시했다. 그것은 1993년 램 난단 위원회에서 확인되기도 했다.

분류

인도 대법원은 1993년 9월 8일자 인도 정부 각서를 인용, "크림 층"을 정의했다.[9] 이 용어는 원래 Indra Sahney & Othersv에서 특정 그룹의 일자리를 예약하는 맥락에서 도입되었다. 1992년 인도 연합 사건.[10][11] 대법원은 대통령, 대법원 및 고등법원 판사, 일정 수준 이상의 중앙 및 국가 관료의 직원, 공공 부문 직원, 무장 및 준군사 요원 등의 OBC 아동에게 보호 혜택을 주어서는 안 된다고 말했다.대령을 과대평가하다 스케줄 카스트(SC)와 스케줄링된 부족(ST) 출신은 이 분류에서 면제되며, 가족 소득에 관계없이 항상 예약 혜택을 받는다. 선호하는 집단이 아닌 사람들은 현재 가족 소득이 얼마나 낮은지에 상관없이 예약 혜택을 받지 못하고 있다.[12]

의사, 변호사, 전세기 회계사, 소득세 컨설턴트, 금융 또는 경영 컨설턴트, 치과 의사, 엔지니어, 컴퓨터 전문가, 영화 예술가 및 기타 영화 전문가, 작가, 극작가, 스포츠 전문가, 스포츠 전문가, 미디어 전문가 또는 기타 다른 직업에 종사하는 사람의 자녀 3년 연속 연간 수입이 80만 원(Rs 8 lakh) 이상인 유사 직종도 제외된다. SC/ST 할당량 적용

'크림 층' 분류는 2018년 9월 30일까지 OBC만을 대상으로 한 것이었지만, 현재는 '예약된 카스트족'과 '예약된 부족'에도 적용되고 있어,[16] 만질 수 없거나 후진성에 근거한 경제적 기반이 아니라는 주장이 제기됐다. 이는 프로모션 예약 시에만 적용되며, 휴식은 그대로 유지된다.[17] 2019년 12월, 중앙정부는 이전의 SC/ST 쿼터에 크림 층을 적용하도록 명령한 것에 대해 서르페메 법원에 항소했다.[18]
