2019년 6월 6일 피터버러 의회 선거구에서 보궐선거가 실시되었다.[1]그것은 노동당리사 포브스가 이겼다.2위는 브렉시트당마이크 그린차지했다.[2]

배경

피오나 오나산야 노동당 후보는 2017년 총선에서 현직 보수당 하원의원인 스튜어트 잭슨을 607표 차로 누르고 피터버러를 대표할 노동당 하원의원으로 선출됐다.[4][5]

2017년 7월 캠브리지셔소니에서 시속 48km(30mph)의 30mph 구간을 통과해 시속 41mph로 주행했다.알렉스 안티포우라는 이름의 남성이 운전기사라고 주장하는 '고의성 기소 통지서'가 그녀의 이름으로 경찰에 반송되었다.그러나 안티포우가 당시 모국인 러시아에 있었다는 사실은 나중에 밝혀졌다.[6]비슷한 시기에 그녀의 동생 페스투스도 다른 두 통지에 거짓 이름으로 응수했다.[7]피오나와 페스투스 오나산야는 결과적으로 정의를 왜곡한 혐의로 기소되었다. 페스투스는 유죄를 인정했고 피오나는 무죄를 주장했다.[8]

올드 베일리 배심원단이 평결을 내리지 못했기 때문에, 니콜라스 힐리어드 QC 판사는 재심을 명령했다.[8]재심에서 오나산야는 유죄판결을 받고 이후 모세예수를 비롯한 여러 성서 인물들과 자신을 비교한 뒤 항소 의사를 밝혔다.[9]오나산야는 징역 3개월을 선고받았다.[10]법무장관은 국민으로부터 지나치게 관대하다는 민원이 접수된 뒤 형량을 검토한 결과 그렇지 않다고 결론 내렸다.[11][12]오나산야는 4주간의 복역 끝에 2019년 2월 26일 출소했다.[13]오나산야는 사법농단 유죄 판결에 이어 2019년 1월 노동당에서 제명됐다.[14][15]그녀는 무소속 의원으로 앉아 있는 의회에 남아 자신의 결백에 대한 항의를 계속했다.그녀의 유죄 판결에 대한 항소는 2019년 3월 5일에 기각되었다.[16]

절차 및 시간표

2015년 의원소환법에 따르면 1년 이하의 징역형을 선고받은 의원은 누구나 소청 대상이 된다. 비록 이의신청이 불발될 때까지는 절차를 시작할 수 없다.[17][18]오나산야는 2019년 3월 5일 항소심에서 패소했다.법원은 공식적으로 그날 늦게 하원의장에게 선거구에 대한 청원 담당자에게 통지하는 것을 포함하는 절차를 개시하기 위해 필요한 조치를 취했다고 알렸다.[19][20]

피터버러 청원경찰은 지난 3월 19일 청원서를 공개했는데, 선거구 내에 유권자들이 청원서에 서명할 수 있도록 지정된 서명 장소 10곳이 있었다.[21]성공의 문턱은 오나산야를 회수하고 보궐선거를 소집하기 위해 6주(5월[note 1] 1일) 기간 내 서명하는 대상 유권자의 10%(6만9673명 중 6967명)로 나타났다.[23][24]등록된 국회의원 당선자는 자신이 배정된 투표소에서 청원서에 서명하거나 우편 또는 대리인을 통해 서명할 수 있다.[22]그 청원서의 예상 비용은 약 50만 파운드였다.[24]

결과

19,261명의 서명을 받았다.이는 청원 서명 대상자 6만9673명의 27.64%를 차지해 10% 문턱을 넘어 의석이 공석이 됐고, 2019년 피터버러 보궐선거가 촉발됐다.[27][28]선거관리위원회는 이후 처음 이틀 동안 문턱에 도달했다고 밝혔다.[29]이는 2015년 '의원소환법' 이후 두 번째 리콜 청원이었고, 현직 의원을 제거하는 절차의 성공적인 첫 번째였다.[30][31]

비록 서 있지는 않았지만 오나산야는 법적으로 보궐선거에 출마할 자격이 있었다.노동당은 유권자들에게 청원서에 서명할 것을 권유했고, 다른 여러 정당들과 함께 보궐선거 후보를 미리 선택했다.[32][33][34]

후보 및 캠페인

15명의 지명 후보자 명단은 5월 9일에 발표되었다.[35][36]리콜 청원이 성공할 것으로 예상하면서, 몇몇 정당들은 개원하기도 전에 후보들을 발표했다.[37]

오나산야는 의원직 탈환을 꾀하는 실격은 아니었지만 보궐선거와 싸우지 않았다.[38]조지 갤러웨이노동당 하원의원은 브렉시트 찬성 입장을[39][40] 밝히고 브렉시트당 후보를 물색했으나 채택되지 않았다.갈로웨이는 무소속으로 서 있는 계략꾼들을 데리고 있었지만, 그는 그렇게 하지 않았다.[41][42]

마이크 그린 브렉시트당 후보는 부동산을 탈취하고 2019년 5월 브리티시 스틸 붕괴에 연루된 민간 투자단체 그레이불 캐피털과 연루돼 비판을 받았다.그린의 대변인은 그는 결코 그 투자 차량을 운영하는 데 적극적인 참여자가 아니라고 말했다.[51]여론조사가 끝났을 때, 브렉시트당은 일반적으로 노동당이 2위를 차지한다고 생각되는 등, 서점주들의 당선 가능성이 높은 편이었다.[52]

전체 투표에서 당선자 비율(30.9%)은 보궐선거에서 1946년 통합영어대학 보궐선거(30.0%) 이후 가장 낮았다.그러나 총선 승리는 12주나 줄었다.

반응과 후폭풍

제러미 코빈 노동당 대표는 "이번 결과는 브렉시트를 둘러싼 분열과 교착 상태에도 불구하고 국민 생활에 직접적인 영향을 미치는 이슈에 대한 표결에 있어서는 노동당의 실질적인 변화 사례가 전국적으로 강력한 지지를 받고 있음을 보여준다"고 그의 당의 입장을 지지한 것으로 환영했다.[55]

마이크 그린 브렉시트당 후보는 패배에도 불구하고 "영국 정치를 뒤흔들었다"고 주장하며 이번 결과를 자신의 당에 중대한 돌파구라고 평가했다.[55]이날 개표에는 나이젤 패라지 당 대표가 참석했으나 결과가 발표되기 전에 자리를 떴다.[56]

브렉시트당이 결과의 타당성에 의문을 제기한 뒤 5가지 선거부정 의혹을 수사했다.[57]2008년 우편투표 방해로 수감된 타리크 마흐무드가 보궐선거를 위한 노동당 선거운동에 역할을 했다는 주장이 나왔다.[58]노동당은 비록 그가 대중의 일원으로서 카운트에 참석했음에도 불구하고, 선거 운동에서 그가 어떠한 역할도 하지 않았다고 부인했다.[57]브렉시트당은 2019년 6월 24일 1983년 국민대표법에 따라 검토 청원서를 제출하겠다고 발표했다.[59]7월 15일, Cambridgeshire 경찰서는 그들의 조사의 최종 결론을 발표했고 어떠한 범죄도 저지르지 않았다고 결정했다.[60][61]2020년 마이크 그린 브렉시트당 후보는 고등법원 도전을 철회한 뒤 노동당의 법적 비용을 지불하라는 명령을 받았다.[62]

9월 21일 피터버러 텔레그래프는 녹색당이 나탈리 베넷 전 당 대표의 방문 비용 15파운드를 신고하지 못한 채 잘못된 선거비용을 제출했다고 보도했다.당사자는 비용을 알고 있었으므로 그 금액을 소급하여 비용에 포함시킬 것이라고 말했다.[63]

결국, 리사 포브스가 그 자리를 고수하는 것은 단지 6개월 동안만 지속되었다.2019년 12월 총선이 치러졌을 때 폴 브리스토는 2,500표가 넘는 과반수 득표로 보수당의 의석을 차지했다.[64][65]
