스리랑카 15대 국회의원에 225명의 의원을 선출하기 위해 예정보다 10개월 빠른 2015년 8월 17일 스리랑카에서 국회의원 선거가 실시됐다.[1][2][3][4]

통합국민전선(UNP)은 2010년 선거 이후 46석이 늘어난 106석을 얻었지만 의회 과반 확보에는 실패했다.[5] 자유국민연합(UPFA)은 95석을 얻어 49석이 줄었다.[5][6] 스리랑카 타밀스를 대표하는 최대 정당인 타밀국민연합(TNA)은 2010년보다 2석이 늘어난 16석을 얻었다.[5] 나머지 8석은 자나타 비무키 페라무나(6), 스리랑카 무슬림 의회(1)와 이레암 인민민주당(1)이 차지했다.[7] UNFGG와 UNP의 리더인 라닐 위크레메싱헤 총리는 마이트리팔라 시리세나 대통령에게 충성하는 UPFA MP들의 지원을 받아 국가 정부를 구성할 수 있었다.[8][9]

배경

지난 국회의원 선거는 2010년 4월에 치러졌다.[10] 타밀엘람의 반군 해방 호랑이들의 군사적 패배에 고무된 현 연합 인민자유동맹(UPFA)이 144석을 확보하며 압승했다.[11][12] 2010년 9월 UPFA는 일부 야당 의원들의 지지로 제18차 개헌안을 통과시켜 UPFA 지도자인 마힌다 라자팍사 대통령의 권한을 높이고, 대통령 임기 2회 제한을 없앴다.[13] UPFA도 대법원장을 탄핵할 수 있게 되어 라자팍사가 동맹국을 대법원장으로 임명할 수 있게 되었다.[14][15][16]

2014년 11월 라자팍사는 대통령 선거를 예정보다 2년 앞당겨 사상 유례없는 3선을 노렸다.[17][18] 라자팍사 보건부 장관인 마이트리팔라 시리세나가 전격적으로 야권 공동 후보로 거론됐다.[19][20] 2015년 1월 선거에서 시리세나는 라자팍사에 충격패를 가했다.[21][22][23] 시리세나는 이후 야당인 통합국민당이 장악한 정부를 구성했다.[24][25][26] 시리세나는 2015년 3월 UPFA의 주요 구성원인 스리랑카 자유당 소속 장관들을 임명해 국가 정부를 구성했다.[27]

시리세나는 선거공약에서 2015년 4월 23일 국회가 해산되는 100일간의 개혁 프로그램을 약속했다.[28][29] 그러나, 스리세나와 그의 정부는 라자팍사에 충성하는 대규모 의원단의 반대에 부딪혔고, 비록 대통령 권한의 축소와 두 임기 제한의 재도입과 같은 일부 개혁은 19차 수정안의 통과로 도입되었지만, 다른 개혁들, 특히 선거 개혁들은 실행되지 않았다.[30] 선거 개혁이 정체되고 100일간의 개혁 프로그램이 예정보다 늦어지면서 유엔은 의회 선거를 요구하기 시작했다.[31][32] 시리세나는 2015년 6월 26일 의회를 해산했다.[33][34][35]

선거제도

196명의 하원의원은 22개 다인 선거구에서 비례대표제인 공개목록이 있는 D'Hondt 방식으로 선출되었다.[36][37] 나머지 29석은 국민투표에서 차지하는 비율에 비례하여 경합 정당과 무소속 단체에 배분되었다.[38][39]

세부 사항

공천은 2015년 7월 6일에서 2015년 7월 13일 사이에 이루어졌다.[1] 우편투표는 2015년 8월 3일 우편투표를 한 학교 교사를 제외하고 2015년 8월 5일, 2015년 8월 6일에 실시되었다.[40][41] 선거일은 2015년 8월 17일로 정해졌다.[42][43][44] 15,04,490명의 스리랑카인이 투표할 수 있었다.[45] 1만2,314개의 투표소와 1,600개의 개표소가 이용되었다.[46][47] 거의 20만 명의 주 직원들과 7만 명 이상의 경찰들이 선거 임무에 투입되었다.[48][49]

새 국회는 2015년 9월 1일에 열릴 예정이다.[30][50]

콘테스트 파티

196개 지역구 의석을 놓고 21개 등록정당(3653명)과 201개 무소속(2498명)에서 총 6151명의 후보가 경쟁했다.[51][52][53] 등록 정당 12곳과 무소속 24곳의 공천이 부결됐다.[54] UPFA, 좋은 거버넌스를 위한 국민전선, 그리고 자나타 비무크티 페라무나(JVP)는 22개 선거구에서 모두 경합을 벌였다.[51]

인민자유연합

집권 UPFA는 2015년 대선 때 야당에 잇따라 탈당하는 아픔을 겪었다.[55] 선거 후 UPFA와 그 주요 구성원인 스리랑카 자유당(SLFP)은 새로 선출된 시리세나 대통령의 개혁 프로그램에 대한 지원을 약속했다.[56][57] 시리세나는 2015년 1월 16일 SLFP 회장/리더, 2015년 3월 14일 UPFA 회장이 되었다.[58][59][60][61] 그러나 UPFA/SLFP의 상당 부분은 라자팍사 전 대통령에 대한 충성심을 유지했다.[62][63][64] 그들은 라자팍사가 다가오는 국회의원 선거에서 UPFA의 총리 후보가 될 것을 요구했다.[65][66][67] 이것은 대통령 선거 동안 시리세나를 지지했던 UPFA/SLPF 회원들에게 경종을 울렸다. 그들은 시리세나에게 라자팍사의 정계 복귀를 막으라고 촉구했지만 시리세나는 이 문제에 대해 침묵을 지켰다.[68][69] 국회의원 선거가 소집된 후 라자팍사는 선거 후에 결정될 총리 후보로 출마할 것이라고 발표되었다.[70][71][72] 시리세나에게 "베스트레이드"를 느낀 UPFA/SLFP의 그의 지지자들은 UNP와 연합하여 좋은 거버넌스를 위한 연합 국민전선을 구성했다.[73][74][75]

좋은 거버넌스를 위한 연합국민전선

UNP는 소수 민족을 대표하는 작은 정당들과 연합하여 과거 국회의원 선거를 치렀으나, 이들 중 다수는 선거 후에 UPFA로 망명했다.[76][77] 이번 선거 전에 UNP라고 불리우는 것은 스스로 선거에 도전할 것이라고 주장했었다.[78][79][80] 그러나 선거가 끝난 후 스리랑카 무슬림 의회, 타밀진보연대 등 소수 정당과 연합하기 시작했다.[81][82][83][84] 2015년 7월 12일 UNP, SLMC, TPA는 Jathika Hela Urumaya (JHU) 및 SLFP의 반 라자팍사 회원들과 선거 쟁의를 위한 연합 국가전선을 구성하기 위한 협정을 체결했다.[85][86][87] 올 실론 막칼 대회(ACMC)도 UNFGG와 경합을 벌였다.[88][89] UNFGG는 시리세나 대통령의 암묵적인 지지를 받은 것으로 여겨지지만 공식적으로 그는 중립을 약속했다.[90][91][92]

UNFGG는 원래 UPFA를 떠난 후 JHU의 이름을 바꾸면서 설립되었다.[93][94][95] 다이아몬드 상징을 가진 정당으로 등록되었다.[96][97] UNFGG는 UNFGG의 이름과 코끼리 상징으로 선거를 치렀지만,[98][99] UNFGGG의 총서기 챔피카 라나와카는 JHU 이름과 그 상징은 선거 후에 부활할 것이라고 말했다.[100]

타당사자

스리랑카 타밀스를 대표하는 최대 정당인 타밀국민연대는 남북동부 5개 선거구에서 경합해 20석을 노리고 있었다.[101][102] 지난 두 번의 국회의원 선거를 연합으로 치렀던 JVP는 이번 선거를 단독으로 치렀다.[103] 사라스 폰세카의 민주당은 3개 선거구를 제외한 모든 선거구에서 경쟁했다.[104]

SLMC는 UNFGG의 일원이었음에도 불구하고 두 개의 선거구에서 단독으로 경쟁했다.[105][106] 마찬가지로, ACMC는 한 선거구에서 단독으로 경쟁했다.[107] UPFA 소속인 실론 노동자대표회의는 3개 선거구에서 자웅을 겨뤘다.[108]

신할라 불교 민족주의자 보두 발라 세나는 16개 선거구에서 불교 인민 전선(보두 자나 페라무나)으로 경쟁하기 위해 유나이티드랑카 대평의회(Eksath Lanka Maha Sabha)와 연합했다.[109][110]

폭력 및 선거법 위반

2015년 6월 29일 라트나푸라 구 니비티갈라에서 UNP 지지자인 투샤라 데발레가마가 괴한의 공격을 받아 숨졌다.[111][112] 2015년 7월 31일 코타헤나에서 열린 UNP 후보 선거집회에 참석한 라비 카루나나이케의 군중에게 차량 2대에 타고 도착한 무장괴한들이 총격을 가해 2명(시티 마히마와 불라싱할라주 니로샨 삼패스)이 숨지고 12여 명이 다쳤다.[113][114][115][116] 경찰에 따르면 그 사건은 라이벌인 암흑가 갱단들 사이의 충돌이었다.[117][118] 2015년 8월 15일 발라이히첸나이 오다마바디에서 UNFGG 후보 알리 아메르의 지지자인 자말딘 아메르는 무장괴한 2명의 총격을 받아 사망했다.[119][120]

선거 감시원은 폭행, 국가 자원 남용 및 기타 선거법 위반으로 1,500건의 민원을 접수했으며 700여 명이 선거 관련 범죄로 체포되었다.[121]

결과.

UNFGG는 45.66%의 득표율과 106석을 확보한 후 의회에서 가장 큰 그룹이 되었고 UPFA는 42.38%의 득표율과 95석을 얻었다.[122][123] 라자팍사는 수상이 되려는 그의 시도에서 재빨리 패배를 인정했다.[124][125]

그 결과 UNFGG는 의회의 과반수 의석을 7석 부족하게 되었다.[126][127] 그러나 2015년 8월 20일 SLFP 중앙위원회는 UNP와 함께 2년간 국가 정부를 구성하기로 합의했다.[128][129] 위크레메싱헤는 2015년 8월 21일 총리로 취임했다.[130][131] 직후 의회에서는 두민다 디사나야케 총서기와 카비르 하심 UNP 총서기가 함께 일하는 양해각서를 체결했다.[132][133]
