2022년 칠레 국민투표는 2022년 [1]9월 4일 칠레 헌법 개정안에 대한 국민의 동의 여부를 결정하기 위해 실시되었다.그것은 보통 "출구 국민 투표"[2][3]라고 불렸습니다.

"너무 길고, 너무 좌파적이고,[4] 너무 급진적"이라는 강한 비판에 직면했던 헌법 발의안은 62% 대 38%[5][6]의 표차로 부결되었다.

당초 개헌안 처리 일정에 따르면 개헌대회가 9개월의 기간을 채우지 않고 3개월 연장을 요청하지 않을 경우 2021년 9월이나 2022년 3월로 예상됐다.연장선[7]또 재선거 60일 전후에 출구국민투표를 할 수도 없고 1, 2월에 할 수도 없어 연장이 [8][9]요구되면 3월 첫째주 일요일로 할 수도 있다.

COVID-19 대유행으로 인해 첫 번째 국민투표가 2020년 10월 25일로 연기됨에 따라, 출구 국민투표 날짜도 수정되었다.늦어도 2022년 3분기,[10] 9월 중에 열릴 것으로 예상되었다.2022년 4월, 국민투표는 9월 [1]4일에 실시된다고 발표되었다.

포맷

1980년 칠레공화국 정치헌법 142조는 국민투표에 [8]투표용지의 내용을 명시하고 있다.

앞서 언급한 국민투표에서 시민들은 다음과 같은 질문을 포함하는 선거 카드를 갖게 될 것이다. "헌법회의가 제안한 신헌법 본문에 찬성하십니까?"제시된 질문 아래에는 두 개의 가로 줄무늬가 있으며, 하나는 다른 하나 옆에 있습니다.첫 번째 항목은 하단에 "승인"이라는 표현을, 두 번째 항목은 "거부"라는 표현을 사용하여 유권자가 대안 중 하나에 대한 자신의 선호도를 표시할 수 있습니다.

새 헌법이 부결될 경우 어떤 일이 일어날지에 대한 비상대책은 현재 마련되어 있지 않다.칠레의 인권변호사 딩카 베니테스는 "국민투표에서 투표한 사람들 중 80%가 새로운 헌법을 원한다는 점을 감안할 때 칠레는 어떤 형태로든 새로운 헌법을 제정할 방법을 찾아야 할 것 같다"며 "거부" 투표가 헌법개혁의 [11]종말이라고 할 수 없다"고 말했다.

보리치는 "대부분의 칠레 국민들과 정치인들은 독재정권에서 유래한 헌법이 반드시 바뀌어야 한다는 데 동의했다"고 알자지라가 쓴 새로운 헌법 초안을 발표했다.보릭 총리는 모든 정당 대표들에게 9월 5일 월요일 회의를 소집해 앞으로 [20]나아갈 길을 모색할 것을 요청했다.가디언은 "칠레의 미래는 확실히 불확실해 보인다"며 "보릭은 헌법 과정을 반복하겠다는 의지를 밝혔지만 개혁의 근거는 여전히 [21]논의의 여지가 많다"고 보도하면서, 이 부결의 결과로, 현행 1980년 헌법이 효력을 유지하게 될 것이다.구스타보 페트로 콜롬비아 대통령은 칠레가 1980년 [22]헌법 제정자 아우구스토 피노체트를 부활시키기로 결정한 점을 감안해 이번 부결투표의 승리를 한탄했다.
