의회(@콩쿠르디트)는 2014년 7월 미국 의회에 할당된 범위 내에서 IP 주소에서 유래한 위키백과 기사의 변경을 트윗한 자동 트위터 봇 계정이다.[1] 미국 국회의사당 전산망에서 미국 선출 대의원과 상원의원뿐 아니라 언론인, 유권자, 관광객, 로비스트 등 방문자까지 모두 컴퓨터를 사용하는 사람이면 누구나 변화를 일으킬 수 있었다. 이에 앞서 의회 직원들이 편집하고 있는 내용에 대한 가장 좋은 정보는 "미국 의회 직원들의 위키백과 편집"과 "위키피디아:수동으로 업데이트되는 의회 직원 편집". NBC 뉴스는 의회에서 감시자로 불렸다.[2]

트위터는 2018년 10월 계정을 정지시켰다(지금은 아카이브 서비스를 통해서만 접속할 수 있다). 이제 의회 의원들은 소셜 미디어 사이트 마스토돈에서 찾을 수 있다.[3]

역사

의회 에디츠는 웹 개발자인 에드 서머스에 의해 작성되었고 운영되었는데, 그는 영국 의회 직원들을 위해 동일한 기능을 수행하는 [4][5]스콧이 운영하는 위키에디츠 의회에 관한 친구의 트윗에서 영감을 받아 만들어졌다.[6] 그 후 호주,[7] 캐나다,[8] 남아공,[9] 스위스,[10] 네덜란드,[11] 이스라엘,[12] 칠레,[13][14] 이탈리아[15], 그리스에 추가 봇을 장려한 공로를 인정받았다.[16] 서머스는 그의 "@의회 의원들에 대한 희망은 제정신이 아니거나, 선출된 관료들을 경시하는 것이 아니었다"[17]고 썼다. 는 "스텝3D, 필라델피아잇츠 어나먼스 써니, 호스 헤드 마스크 같은 기사 편집은 '재미있는 일'로 보지 않았다"면서 "의원 정당을 민주당에서 무소속으로 바꾸는 것과 같은 실질적인 편집"을 지적했다.[18] 궁극적으로, 그는 의회 직원들이 위키피디아에 로그인하는 것을 보고 싶어했고, 위키피디아를 더 낫게 만드는 데 도움을 주기 위해 이슈와 역사에 대한 그들의 지식을 사용하기 위해 자신을 식별했다.[14] 서머스는 이 프로젝트를 "잠재적으로 유용한 투명성 도구"로 봤다고 썼다.[6]

미 의회는 2014년 12월 9일과 10일상원이 공유한 CIA 고문에 대한 상원 정보위원회 보고서에 대해 "편견을 없애는 것"이라는 수정 주석을 붙인 (고문에 대한 완곡한 표현) 문구를 삭제한 것으로 인정받았으나[20], 이 수정 내용은 곧 다시 되돌아갔다.

2017년, 이 봇은 대중문화에[24][25] 대한 논평에서부터, 살아 있는 사람들에[26] 대한 비협조적이고 논쟁적인 정보를 삽입하는 것, 그리고 이 계정의 추종자들과 직접적인 의사소통까지,[21][22][23] 겉으로 드러나는 의회 인턴들의 파괴적인 편집 사례들을 많이 공개했다.[21][27]

소스 코드

자체의 코드는 오픈소스 소프트웨어로,[28] 어떤 IP 범위나 개별 IP 주소로부터도 익명 편집을 감시하도록 구성할 수 있다.[29]

논란

2014년 7월 25일 위키피디아의 공동창업자 지미 웨일즈BBC와의 인터뷰에서 @moughts twitter feed가 역효과를 냈을 수도 있다고 말했다. 웨일스는 위키피디아 관리자가 7월 24일 미국 하원에 부여한 10일간의 공동주소에 대해 업무방해적 편집을 위해 부과한 내용을 언급하며 "위키피디아(Wikipedia) 커뮤니티 중 일부에서 누군가(사무실의 일부 장난꾸러기)에게만 자극했다는 믿음이 있다"고 말했다. 이제 장난치고, 실제로 용기를 북돋아 주기는커녕."[30]

2018년 9월과 10월 초 브렛 캐버노 대법원장 임명 청문회 당시 공화당 상원의원들은 위키백과 기사에 집 주소와 전화번호를 삽입한 의회 IP 편집자들에게 추문을 당했다. 이 개인 정보는 기사에서 삭제되기 전에 약 6만 5천 명의 팔로어에게 트윗되었다.[31] 의회 IP 편집자들의 추가 조작에 따라 트위터는 계정을 정지시켰다.[32]

잭슨 코스코라는 이름의 민주당 직원이 체포되어 결국 유죄판결을 받았다; 그는 매기 하산 상원의원의 시스템 관리자로 일했고, 사건 전에 해고당했으며, 동료의 열쇠를 사용하여 사무실에 몰래 들어가 키로깅 소프트웨어를 설치하고 상원의원들의 개인정보를 수집했다.[33] 그는 체포되었고, 7개의 범죄로 기소되었고, 결국 법원 사건에서 유죄 판결을 받았다. 미국 대 잭슨 A. 코스코.[34][35][33] 코스코는 징역 4년을 선고받았다.[33]
