UEFA 총회(프랑스어: Congres de l'UEFA, 독일어: UEFA-Kongress)는 유럽축구연맹(UEFA)의 최고 통제 기관이다.UEFA는 유럽에서 축구와 풋살 협회를 위한 행정기구로, 세계 축구 관리기구인 국제축구연맹(FIFA)의 6개 대륙 연맹 중 하나이다.UEFA는 55개의 회원 협회로 구성되어 있다.[1]

의회는 평범할 수도 있고 특별할 수도 있다.보통 의회는 매년, 보통 2월과 5월 사이에 열린다.특별 회의는 재정 문제 및/또는 특별히 중요한 사항을 처리하기 위해 UEFA 집행위원회가 소집하거나 UEFA 회원 협회의 5분의 1 이상의 서면 요청에 따라 소집할 수 있다.UEFA의 55개 회원국은 각각 한 표씩 의회에서 투표한다.UEFA 회원은 UEFA 회장과 UEFA 집행위원회 위원들을 선출할 책임이 있다.[2]

가장 최신판인 제45회 통상 UEFA 총회가 2021년 4월 20일 스위스 몽트뢰에서 열렸다.다음 회의는 2022년 5월 11일 오스트리아 빈에서 열릴 예정이다.

역사

UEFA는 1954년 6월 15일 스위스 바젤에서 창립되어 31명의 회원으로 시작되었다.[3][4]제1차 회의는 이듬해인 1955년 3월 2일 오스트리아 빈에서 열렸다.1968년까지 이 회의는 일반 집회로 알려져 있었다.[4]첫 번째 임시회의는 1959년 12월 11일 프랑스 파리에서 열렸다.가장 최근 열린 임시회의는 2017년 9월 20일 13번째 주리히에서 열렸다.통상적인 회의는 처음에 1958년까지 매년 열렸으며, 그 때 대표단은 2년마다 열리는 일정에 따라 UEFA 법령을 개정하기로 결정했다.2003년부터 시작된 이 대회는 UEFA의 재정운영을 촉진하기 위해 2002년 의회에서 의결된 연례회의로 되돌아갔다.[4]세 차례에 걸쳐 같은 해(668년, 2007년, 2017년)에 두 차례, 두 차례 임시회의가 열리면서 세 차례 의회가 열린 것은 2016년이 유일했다.2000년, 2004년, 2007년, 2009년 등 4개 의회가 이틀 연속 열렸음에도 불구하고, 의회는 일반적으로 하루 동안 열린다.

모나코 몬테카를로에서 열린 제4회 특별 UEFA 총회를 제외한 모든 의회는 UEFA 회원 협회 내에서 개최되었다.이탈리아는 7명으로 가장 총체적이고 평범한 의회를 개최했으며, 이 중 5명은 평범하고 2명은 특별했다.스위스는 5명으로 가장 많은 임시 의회를 개최했지만, 로마는 2명으로 가장 많은 임시 의회를 개최하기 위해 제네바와 취리히와 동률을 이루고 있다.4개 도시는 정기 및 임시 의회를 모두 개최했다.헬싱키, 런던, 파리, 로마.2020년 현재 44개 일반의회는 30개 도시에서, 13개 임시의회는 10개 도시에서, 총 36개 도시에서 57개 의회가 열리고 있다.[5]
