버스 계약 모델에 따른 버스는 현재 모든 신규 버스의 통일된 푸르른 초록색 띠를 지니고 있으며, 현재는 구형 버스에 점진적으로 적용되고 있다.

과거 정부 계약모델로 알려졌던 버스 계약모델(BCM)은 2014년 국토교통청이 싱가포르 공영버스에 도입한 계약모델로 2016년 시행됐다.BCM은 서부 오스트레일리아 퍼스에서 런던 버스의 품질 인센티브 요소를 갖춘 트랜스퍼스 모델을 기반으로 한다.[1]BCM에 따르면, 국내외 버스 사업자들은 LTA를 대신하여 공공 버스 서비스를 운영하기 위한 계약을 입찰한다.LTA는 또한 모든 버스에 대해 새로운 통일된 무성한 녹색 도장과 로고를 채택했으며, 현재 싱가포르의 모든 공공 버스 서비스를 위해 버스 기단을 설립하고 소유하고 있다.

역사

2014년에 처음 도입된 싱가포르 정부는 새로운 계약 모델이 공공 버스 서비스를 승객과 통근자의 요구 변화에 더 잘 대응하고 버스 운영자들 간의 경쟁을 장려하여 통근자들을 위한 버스 서비스를 개선할 수 있다고 주장했다.[2]

2016년 8월 31일 SBS 트랜짓과 SMRT 버스의 버스 운행 면허(BSOL)가 만료됨에 따라, 국토교통청(LTA)은 전국의 버스 운행을 경쟁입찰과정으로 개편하기로 결정했다.계약 모델에 따라 버스 사업자는 LTA를 중심 계획자로 하여 서비스 운영권을 입찰하여 서비스 수준과 서비스 표준을 설정한다.LTA는 버스, 창고 및 비행대 관리 시스템 자산의 소유권을 유지한다.버스 패키지 입찰에서 낙찰된 사업자는 서비스를 운영하기 위해 고정 수수료를 받는다.

버스 산업 모델에 따르면, LTA는 통근자들이 버스를 기다리는 시간이 줄어들면서 혜택을 볼 것이라고 주장한다.모든 버스 운행은 15분 이내의 간격으로 운행되며, 피더들은 6~8분 정도 더 짧은 간격으로 운행된다.

LTA는 처음에 3개의 패키지를 제출하였다.이들 계약은 5년간이며, 이행기준이 충족되면 2년 연장된다.나머지 9개 패키지는 11개 패키지로 개편돼 기존 사업자들이 2~10년 동안 운영 중이며, 이후 버스업계가 버스산업 모델로 전환을 완료했다.LTA는 이 협상된 계약이 만료된 후에 이 소포를 입찰할 것이다.[3][4]

입찰된 버스 패키지

불림버스 패키지

In October 2014, the LTA called for tenders to operate the Bulim Bus Package comprising 26 existing bus services (41, 49, 66, 77, 78, 79, 96, 97, 97e, 98/98M, 106, 143/143M, 173, 177, 183, 189, 282, 284, 285, 333, 334, 335, 941, 945, 947, 990)[5] originating from Bukit Batok, Jurong East and Clementi bus interchanges.이후 2017년 4월 13일, 2017년 4월 24일, 2017년 8월 27일 SMRT 버스로 653, 657, 944 서비스가 이 패키지에 추가됐다.2020년에는 서비스 651도 이 패키지에 추가되었다.

에이지드 홀딩스, 버스웨이, 고어헤드 그룹, 자오윤 그룹 / 트래블 GSH 합작 벤처, 진안 대중교통, 키올리, RATP 데브 트랜스데브 아시아, SBS 트랜짓, SMRT 버스, 트랜짓 시스템, 우드랜드 트랜스포트 등이 입찰에 참여했다.[6]2015년 5월, LTA는 2015년 7월 31일 Transit 싱가포르 타워 트랜짓에 새로운 불림 버스 디포와 함께 Transit Systems에 계약을 수여했다.[7][8]그 창고는 약 550대의 버스를 수용할 수 있다.

2020년 9월, LTA는 Tower Transit Singapore에 이 패키지의 두 번째 임기 계약을 수여했다.SMRT 버스에서 타워 트랜짓 싱가포르로 653, 657 및 944 서비스를 이전하는 서비스도 포함된 2기 운영은 2021년 5월 29일에 시작되었다.[9][10]

로양 버스 패키지

LTA는 2015년 4월 창이공항버스터미널, 창이마을버스터미널, 패시르 리스버스 인터체인지, 풍골임시버스 인터체인지 등에서 출발하는 24개 기존 버스서비스로 구성된 로양버스 패키지를 입찰자가 운영할 것을 요구했다.이후, 서비스 381과 12e가 도입되었다.2018년 4월 1일 이 패키지에 서비스 68이 추가됐다.[11]이 패키지에는 2019년 9월 9일 서비스 43e가 추가됐다.2020년 12월 27일, 서비스 384가 이 패키지에 추가되었다.

버스웨이, 고어헤드 그룹, 키올리, RATP Dev Transdev Asia, SBS Transdov Asia, SMRT 버스, 티안탄 해운/금호 버스 라인 합작 회사, 우드랜드 운송이 입찰에 참여했다.[12]이 계약은 2015년 11월 싱가포르 고어헤드에게 수여됐다.[13]The 29 bus routes (2, 3, 6, 12, 12e, 15, 17/17A, 34, 36, 43/43M, 43e, 62, 68, 82, 83, 84, 85, 118, 119, 136, 354, 358, 359, 381, 382, 384, 386, 403, 518/518A)[14] are based at the new Loyang Bus Depot which was completed in June 2015 and is able to accommodate about 505 buses.

싱가포르 고어헤드는 2020년 8월 2년 계약 연장을 받아 2023년 9월까지 버스 패키지를 계속 운영했다.[15]

셀레타 버스 패키지

In June 2016, the LTA called for tenders to operate 24 existing bus services (24, 70/70M, 76, 130, 133, 135, 138, 162/162M, 261, 262, 265, 268, 269, 800, 803, 804, 805, 806, 811, 812, 850E, 851, 852, 860) originating from Yishun Bus Interchange, Yio Chu Kang Bus Interchange and Ang Mo Kio Bus Interchange, with 3 new bus services (71, 668 and 851e uSBS 트랜짓뿐만 아니라 652번과 807번도 SMRT 버스로 도입될 예정이다.[16]29개 노선은 2017년 3분기 준공된 셀레타 버스디포 신설을 기반으로 전기버스 20대 등 약 515대의 버스를 수용할 수 있다.입찰 마감은 2016년 10월 27일(2016년 10월 6일 원 마감)[17][18]

버스웨이, 고어헤드 싱가포르, 자오윤 그룹 / 트래블 GSH 합작 벤처, 내셔널 익스프레스, SBS 트랜짓, 선전 버스 그룹, SMRT 버스, 톈탄 해운/금호 버스 라인 합작 벤처, 타워 트랜짓 싱가포르, 우드랜드 트랜스포트 등이 입찰에 참여했다.[19]2017년 4월 LTA는 현 사업자인 SBS Transit에 이 패키지를 수여했다.[20]

부킷 메라 버스 패키지

In April 2017, the LTA called for tenders to operate 17 bus services (5, 16/16M, 57, 93, 120, 121, 122, 123/123M, 131/131M, 145, 160/160M, 170/170X, 195, 198, 272, 273, 400) originating from Bukit Merah Bus Interchange, HarbourFront Bus Interchange, Buona Vista Bus Terminal, Marina Centre Bus Terminal, Kampong Bahru Bus Terminal, Queen Street Bus T지하철과 선튼웨이 버스터미널.[21]17개 버스노선(국경 횡단서비스 160번, 170/170X번 포함)은 2018년 1분기에 완공된 울루판단 버스디포에서 지원받아 약 480대의 버스를 수용할 수 있게 된다.[22]

고어헤드 싱가포르, 자오윤 그룹 / 트래블 GSH 합작법인, SBS 트랜짓, 선전 버스 그룹, SMRT 버스, 타워 트랜짓 싱가포르 등이 입찰에 참여했다.[23]2018년 2월 LTA는 현 사업자인 SBS Transit에 이 패키지를 수여했다.[24]

셈바왕-이순 버스 패키지

2019년 11월 LTA는 불림버스 패키지 2기 입찰과 동시에 진행된 셈배왕-이순버스 패키지 운영을 입찰자에게 요구했다.This involves 27 bus services (167, 169, 171, 656, 663, 670, 825, 853, 853M, 854, 854e, 855, 856, 857, 858, 859, 882, 883, 883M, 963, 963e, 963R, 965, 966, 969, 980, 981, N1 and N2) operating out of Woodlands, Sembawang and Yishun bus interchanges.110번 서비스는 우드랜드 버스 패키지로, 652번은 셀레타 버스 패키지로 넘겨진다.이들은 2021년 9월부터 약 550대의 버스(톰슨-이스트 코스트 노선 MRT 디포와 공동입장)를 수용할 수 있는 새로운 만다이 버스 디포(Mandai Bus Depot)에 기반을 두고 있다.[25]

2020년 9월, LTA는 Tower Transit Singapore에 이 패키지에 대한 계약을 체결했다.SMRT 버스에서 Tower Transit Singapore로 서비스를 이전하는 것을 포함하여 2021년 9월 5일부터 3번의 트랑슈에서 운영이 시작되었다.[9][10]

협상된 버스 패키지
