DFC 재임 기간 동안, 뵐러는 코로나19에 대응하여 DFC를 국내 프로젝트로 확장하는 행정 명령 초안을 작성하는 데 도움을 주었는데, 이는 개발도상국 프로젝트에 자금을 지원하는 데 중점을 두었던 의회 권한에서 벗어난 것입니다.[22][23] DFC의 첫 번째 국내 대출은 사진 회사를 제약 회사로 변모시키기 위해 코닥에 7억 6500만 달러를 대출한 것입니다.
