구금 및 석방

2019년 1월 13일, 과이도는 볼리비아 정보국(SEBIN)에 의해 잠시 구금되었다가 45분 후 석방되었습니다.[69][36] 리마 그룹과[70] 미주기구(OAS) 사무총장 루이스 알마그로는 이 같은 행위를 비난했습니다.[71] 마두로 정부는 이번 구금이 세빈 요원들에 의해 일방적으로 이뤄졌으며,[72] 세빈 관계자 12명이 이들의 행동에 대해 기소됐다고 밝혔습니다.[73]

과이도는 이번 사건들이 국군의 지휘 체계에 단절이 있었음을 보여주는 것이며, 마두로가 통제권을 가지고 있지 않음을 보여주는 것이라고 선언했습니다.[74]

재선

2020년 1월 5일, 국회의 이사회를 선출하는 2020년 베네수엘라 국회 위임 위원회 선거는 파행을 겪었고, 과이도와 루이스 파라 무소속 의원이 두 차례 국회 의장직을 주장했습니다.[75] 파라는 이전에 저스티스 퍼스트의 일원이었지만 2019년 12월 20일 부패 혐의로 당에서 제명되었지만, 그는 이를 부인했습니다. 파라는 마두로 행정부가 환영하는 조치인 국회의장을 자처했습니다.[76] 야당은 정족수가 달성되지 않았고, 개표도 이뤄지지 않았다며 이 결과에 이의를 제기했습니다.[76] 경찰은 과이도를 포함한 일부 야당 의원들과 언론사 의원들에 대한 의회 접근을 차단했습니다. 이날 오후 엘 나시오날 신문 본사에서 별도의 회의가 열렸고, 167명의 의원 중 100명이 과이도를 의회 의장으로 재선출하기로 의결했습니다.[76] 그의 연설에서, Guaidó는 Popular Will로부터 사임을 발표했습니다.[2]

2019년 1월 29일, TSJ는 과이도에 대한 조사에 착수하여 그의 재산을 동결하고 출국을 금지했습니다.[94] 유엔 판사변호사 독립 특별보고관 디에고 가르시아 사얀에 따르면, 이 조치들은 "헌법상의 요구 사항, 정상적인 법적 절차 및 국제 인권 기준에 따라 채택되지 않았다"[95]고 합니다.
