구의회 37호(DC37이라고도 함)는 15만 명 이상의 회원과 5만 명의 퇴직자를 대표하는 뉴욕시의 최대 공공 부문 직원 조합이다.

DC37은 1944년 AFSCME에 의해 뉴욕시의 공무원을 대표하기 위해 임대되었다. 초대 대통령 헨리 파인스타인 치하에서는 작고 비교적 성공적이지 못했으나 1952년 대통령으로 취임한 제리 워프의 지휘 아래 1957년에는 조합원이 2만5000명, 1962년에는 3만6000명으로 늘어났다. 로버트 F 시장을 압박하는 데 성공하기도 했다. 바그너 주니어, 공공 부문 노동자에 대한 단체 교섭권을 인정한 행정명령 49호를 통과시킨다.[1][2]
