Additional Secretary(흔히 AS, GoI 또는 Union Additional Secretary of India)는 인도 정부의 중앙 인력 배치 계획에 따른 직위 및 직급이다.[1] 이 직책의 창설에 대한 권한은 오로지 인도 내각에 있다.[2]

추가 비서는 대부분 직업 공무원으로, 일반적으로 인도 행정국 출신이며,[3][4][5] 연공서열이 높은 공무원이다. 이 직급에 속하는 공무원은 올인디아 서비스(대리, 테뉴어, 엠패널먼트 후) 또는 중앙민원 서비스(A그룹, 엠패널먼트) 출신이다. 이 직급과 직급으로의 모든 승진과 임명은 내각의 임명 위원회가 직접 한다.

인도 정부의 기능에서, 추가 비서는 한 부서의 행정 기관장이 된다.[6] 유엔의 수석 비서들은 유네스코의 인도 상임대표처럼 유엔의 고위직도 맡을 수 있다.[7]

그 직책은 주 정부의 주요 비서와 다소 유사하다. 그러나 연공서열 때문에 사무직원들은 주정부 수석비서관과 같은 고위직을 맡을 수 있고, 연방영토에서는 UT정부 수석비서관을 맡을 수 있다.

연합정부[8][9][10] 내 추가 서기는 인도군 중장(급 15/HAG)[11] 및 이에 준하는 계급과[12] 다소 유사하지만, 중위 계급은 우선 순위 위에 배치된다.[13][14][15][16]

역사

리차드 토트넘 ICS는 "기능의 구분이 있거나 있을 수 없으며, 단지 공동과 추가 비서 사이에 급여가 있을 뿐"이라고 밝힌 바 있다. 추가·공동비서관은 수석비서관이나 차관급이 돼서는 안 된다고 말했다.[17]

권한, 책임 및 게시물

추가비서는 자신에게 할당·위탁된 부서 소속의 독립적 기능과 책임에 필요한 조치를 담당하는 총괄이다.[18] 행정을 담당하는 추가 비서관이 부처·부서장으로서 모든 행정 권한을 행사하기도 한다.[19]

추가 비서관과 공동 비서관은 인도 대법원에 모든 진술서와 답변을 제출할 책임이 있다.[20][21]

인도 총리는 추가 비서관급 장교들의 포스팅과 이관에 대한 최종 권한이다.[22] 추가 비서관은 소속 부서 비서와 장관/부처 장관에게 보고한다.

포지션

유니온 정부에서는, 조합원들이 유니온 정부의 부서와 부처에서 부서장을 맡고 있다.[19]

중앙 공공 부문 기업/공공 부문 하부 업무에서 정부가 지명하는 이사회 구성원은 추가 비서 또는 공동 비서 직급에 속한다.[23]

제7차 인도 중앙임금위원회에 따르면, IAS 임원은 인도정부에서 107명의 추가 비서직 중 98명을 보유하고 있다.[citation needed]

에멀루먼트, 숙박 및 특권

인도 외교 여권과 공식 여권(GOI)은 일반적으로 추가 장관에게 발급된다.

인도 정부의 추가 비서들은 모두 외교 여권을 받을 자격이 있다. 도시개발부(이스트처장)가 델리 전역의 뉴모티바그(New Moti Bagg)와 같은 지역에 Type-V(D-II, D-I)와 Type-VI(C-II) 아파트로 배정한다.[24]

이 계급의 봉급과 헌금은 주정부 주임장관과 중위(15/HAG)에 상당하며[12] 인도군에서는 이에 상당하는 계급이다.[12][3]

개혁과 과제

비IAS 민간 서비스 기관들은 많은 경우에 추가 비서 직급이 부족하기 때문에 인도 정부에 불만을 제기해 왔다.[3][4][5][26][27]
