배경
건강보험 거래소는 개인이 국영 시장에서 건강보험을 가입할 수 있도록 하기 위해 2010년 환자보호 및 저렴한 의료법의 일환으로 설립되었다.[1] 이 법률에서 주 정부는 자체적인 건강보험 교환소를 설립하는 것을 선택할 수 있다. 만약 그들이 그렇게 하지 않기로 선택한다면, 연방정부는 주 정부를 위해 교환소를 운영하게 될 것이다.[1]
