2009년 현재 유럽연합은 두 단위의 측정 지침을 발표했다. 1971년에 그것은 EU 회원국이 다양한 CGS와 MKS 장치를 사용 중이지 않고 국제 단위계(SI)에 표준화할 것을 요구하는 지침 71/354/EEC를[1] 발표하였다. 첫 번째를 대체한 두 번째는 1979년에[2] 만들어진 지시 80/181/EEC이고 1984년,[3] 1989년,[4] 2000년[5], 2009년에 개정되었다.[6] 그것은 이전의 지시에 근거하여 영국과 아일랜드에 여러 차례 비난 성명을 발표했다.

지시 71/354/EEC

이 지침에서는 경제, 공중 보건, 공공 안전 및 행정 목적을 위해 단위 단위로 표시되는 계측기(예: 척도), 측정 및 수량 표시를 위해 허용된 측정 단위를 분류했다. 카탈로그는 SI 표준과 일치했다. 이 지침에서는 1977년 12월 31일 이후 사용해서는 안 되는 다수의 CGS 단위를 명시적으로 금지하였다.

이 지침은 회원국들이 항공 및 해상 운송과 철도 교통 분야의 국제 정부간 협약 또는 합의에 의해 다른 조치 단위가 설정된 상황에서 카탈로그에 있는 조치 단위를 사용할 필요가 있음을 명시적으로 면제했다.

덴마크, 아일랜드, 영국은 1973년에 EEC에 가입했다. 이 지침은 다른 EEC 회원국이 미터법 단위 사용에 비해 유사한 상황에 있는 덴마크에서 거의 영향을 미치지 않았다. 아일랜드와 영국은 미터링 프로그램을 진행 중이었고 그 지침은 그 당시와 같은 국가 정책과 일관되었다. 세 개의 새로운 회원국은 이 지침(EEC에 의해 발표된 다른 모든 지침뿐만 아니라)을 이행하는 데 5년이 걸렸다.

지침 80/181/EEC

1970년대 후반에 이르러 영국의 미터법 프로그램은 추진력을 잃었다. 특히 도로표지판 측정은 연기하기로 했다. 게다가, 많은 소비자 영역에서 무역의 측정은 완료되지 않았다. 영국은 EEC에 제국주의 단위를 계속 사용할 수 있도록 해 달라고 요청했다. 그 결과는 지시 71/354/EEC가 폐지되고 지시 80/181/EEC가 대체한 것이다. 주요 변경 사항은 다음과 같다.

수정사항

  • 1984년[7] 12월 18일 지침 85/1/EEC는 미터 정의의 변화를 반영하기 위한 기술적 개정이었고 허용 단위의 카탈로그에 기타 사소한 변경을 포함했다.
  • 1989년[8] 11월 27일의 지침 89/617/EEC는 보조 유닛의 컷오프 날짜를 1999년 12월 31일로 변경하였고, 이전에 허용된 제국 유닛의 컷오프 날짜를 일부 유닛의 경우 1994년 12월 31일로, 다른 유닛의 경우 1999년 12월 31일로 연장하였다.
  • 2000년[9] 1월 24일의 지침 1999/103/EC는 허용 단위 카탈로그에 약간의 변경을 포함하였다. 보조 기기 사용에 대한 컷오프 날짜가 2009년 12월 31일까지 연장되었다.
  • 2009년 3월 11일 지침 2009/3/EC:[10] 2006년에 보조 장치 사용에 대한 2009년 차단이 미국과 EU 무역에 문제를 일으킬 수 있다는 것이 명백해졌다. EU 집행위원회는 협의 문서를[11] 발표하였고,[13] 다음과[12] 같이 현행 실무관행을 지속할 지침 80/181/EEC의 수정안을 제출받았다.

이 개정안은 2009년 5월 7일에 발표되었고 2010년 1월 1일에 발효되었다.

대중의 반응

영국의 시위

그 지시를 이행하기 위해 개정된 영국 법률, 또는 더 정확히 말하면 영국에서는 상당한 논란의 대상이 되었다.[14] 특히 일부 식품판매업자들은 미터법 등가 없이 채소를 파운드 단위로 파는 등 불응했다. 다른 사람들은 법이 파인트의 사용을 요구했음에도 불구하고 비금속 비늘만 사용하거나 맥주나 사이다를 리터[15] 반 리터 단위로 팔았다.[16] 몇몇은 가중치 및 척도 법률에 의거한 범죄로 유죄판결을 받았고 "금속 순교자"로 알려지게 되었다.

미국의 반응

2009년까지 연장되었음에도 불구하고, 이 지침의 조항, 특히 이중 라벨 표시를 금지하는 조항은 미국에서 심각한 우려의 원인이 되었다. 2005년에 미국과 EU 사이에 비공식적인 협의가 있었다.[17] 2006년에 미국 상무부는 미국 기업들에게 잠재적인 문제를 인식하게 하고, 특히 연방 공정 포장 및 라벨링 법안에 더 부합하는 이중 라벨링의 추가 연장을 위해 로비를 했다.[18][19][20][21]

2007년 상담

2007년에 시행된 지침의 개정 협의에 많은 다른 단체와 개인이 기여했다. 응답한 대다수의 개인들은 보충 표시의 사용을 중단하는 것에 찬성했다.[31] 그러나 예외 없이 유럽과 미국의 산업 연합과 응답한 개별 기업들은 10년 또는 무기한으로 추가 징후를 유지하는 것에 찬성했다. 그들은 미국의 상충되는 연방법을 지적했는데, 이것은 다시 라벨을 붙여야 할 필요가 있었을 것이다. 응답한 모든 회원국들도 추가 적응증 연장에 찬성했다.[12]
