2003년 3월 18일 만장일치로 채택된 유엔 안전보장이사회 결의 1467호는 서아프리카 [1]정세에 우려를 표명한 뒤 서아프리카에서의 무기 확산과 용병 활동에 관한 선언문을 채택했다.

이 선언은 20명 이상의 연사들이 참석한 하루 동안의 고위급 회의 끝에 채택되었으며 프랑수아 론세니 폴 [2]기니 외무장관이 의장을 맡았다.

선언.

안보리는 우선 소형 무기와 경무기의 확산과 서아프리카에서의 용병들의 활동이 인권과 국제인도법 [3]위반에 기여하는 것에 우려를 표명하고 규탄하는 것으로 시작했다.이 지역의 문제에 대응하기 위해 국내 차원에서 취해진 조치의 실시를 촉구함과 동시에 불법 무기 밀매나 용병 [2]행위를 방지하기 위해 국가 간 협력을 강화하였다.

서아프리카 각국은 소형무기 경제공동체(ECOWAS)의 이행을 지원하기 위해 다음과 같은 조치를 검토할 것을 요구받았다.

(a) 정보교환 시스템을 포함하도록 모라토리엄을 확대한다.
(b) 국가 무기 목록을 기록하는 ECOWAS 등록부를 통한 군비 투명성 향상
(c) strengthening national commissions to monitor the implementation of the Moratorium;
(d) building the capacity of the ECOWAS secretariat;
(e) computerisation of aircraft registration lists to ensure improved monitoring of airspace;
(f) introducing standardised end-user certificates for imported weapons.

The declaration also expressed concern at violations of arms embargoes in West Africa and links between such violations, illegal arms trafficking and mercenary activities.[4] Therefore, there was a need to make the population of the subregion aware of the dangers of arms trafficking and the activities of mercenaries. The Council requested ECOWAS states to submit reports on actions taken to implement the United Nations programme of action on small arms and light weapons to the Secretary-General Kofi Annan. Appealing to the donor community, the resolution called for assistance to states in West Africa in implementing such measures.

The Council further called upon countries in West Africa to recognise the importance of disarmament, demobilisation and reintegration in post-conflict situations and cease support for armed groups in neighbouring countries.[3] Arms-producing countries were requested to strengthen regulations and procedures for arms transfers to West Africa. Finally, the declaration repeated calls for regional and subregional organisations to develop policies for the benefit of war-affected children.
