미 국방부는 관타나모 수용소에 리비아 수감자들을 억류하고 있음을 인정한다.[1]2002년 1월 11일 수용소가 문을 연 이후 쿠바 관타나모 수용소에는 모두 778명의 수감자들이 사법적으로 구금되어 있다.캠프 인구는 2004년에 약 660명으로 정점을 찍었다.수백 명의 억류자들이 무혐의로 풀려났다.

미국 연방대법원이 라술 대 부시(2004) 사건에서 수감자들이 공정한 재판소 이전에 구금에 이의를 제기할 권리가 있다는 판결을 내린 이후 관타나모로의 이송은 줄어들었다.

중앙정보국(CIA)이 2006년 군사위원회법에 따라 외부 변호사와 법원 출입을 제한하면서 2006년 9월 이후 관타나모에 의해 '고액 구금자' 19명이 이송됐다.이 법 조항은 부메디네 대 부시(2008) 대법원에 의해 위헌으로 선언되었는데, 대법원은 수감자들이 말뭉치 도전을 위해 연방법원에 접근할 권리를 가지고 있다고 말했다.2010년 2월 24일 현재 캠프 인구는 188명이다.[2]

2010년 2월 24일 알바니아는 리비아인, 이집트인, 튀니지인, 전직 억류자 3명의 이적을 받아들였다.[2]
