매사추세츠 주 상원과 매사추세츠 주 하원의원으로 구성된 제59회 매사추세츠 주총법원은 1838년 에드워드 에버렛 주지사 시절 만났다.마이런 로렌스는 원로원 의장을, 로버트 찰스 윈드롭은 하원의장을 지냈다.[3]

주지사는 1838년 1월 9일 회원들에게 말했다.[4]

1838년 2월 안젤리나 그림케는 매사추세츠 주의회 의원들과 연설할 때 미국 역사상 처음으로 여성 의원들에게 연설했다.그녀의 주제는 워싱턴 D.C.에서의 노예 무역의 즉각적인 종식에 대한 요구였습니다."[5]

1838년, 금주 운동가들은 매사추세츠 입법부에 15갤런 이하의 양으로 술을 판매하는 것을 제한하는 법을 통과시키도록 강요했다.[6]
