Saints Row: Undercover는 원래 Saints Row: The Fall이라는 제목의 Saints Row 시리즈의 스토리를 기반으로[1] 한 게임으로, Volition이 소니 플레이스테이션 포터블을 위해 개발한 것이다.2009년 개발 중이었던 게임 개발 빌드는 결국 2016년 Volition에 의해 ISO 포맷으로 Unseen64 웹사이트를 통해 무료로 공개되었다.[2][3][4][5][6]
이 게임은 스틸워터 시에서 부패한 잠복경찰로 활동하며 도시 주변에서 다양한 임무를 완수하는 것을 목표로 한다.
