프랑스 정부는 프랑스와[1] 외국[2] 국민 모두에게 프랑스에 대한 모범적인 봉사나 프랑스가 지지하는 대의명분에 기초하여 레종오브영웅상을 수여한다. 이 상은 5개의 뚜렷한 부문(오름차순으로[3])으로 나뉘는데, 즉 기사, 장교, 중령 등 3개 등급과 그랜드 오퍼레이션(Grand Officer)과 그랜드 크로스(Grand Cross)의 2개 등급이다. 나이트는 가장 흔하며 최소 20년의 공직생활이나 군대나 시민적 용맹에 대해 수여된다.[3] 나머지 카테고리는 부여되기 전에 아래 카테고리의 근속 연수에 대한 쿼터가 있다.[3] 지휘관은 프랑스 시민이 아닌 사람에게 가장 높은 민간 부문이며, 장교 직급에서 최소 5년이 필요하다. 대사와 대십자사는 프랑스 시민들에게만 수여된다.[4] 이 상은 전통적으로 7월 14일에 출판되고 홍보된다.[5]

다음은 1803년 5월 제1회 기념식 이후 매년 2,550명의 개인에게 휘장을 수여할 수 있는 레기온 다혼누르 수상자 명단이다.[6][5] 총상 수는 100만[7] 명(2021년 대십자사 3000여[8] [5]명 포함 90만 명으로 추산)에 육박했으며, 현재 9만2000여 명의 수상자가 생존해 있다.[9] 2008년까지만 해도 연간 수상자 명단 중 성비평이 이루어졌는데, 제2차 프랑스 제국 말기에는 여성 수상자 수가 59명, 2021년에는 2만6000명에 불과했다.[5]
