USS 이방인은 윌리엄 쥐스앤선즈가 1880년 건조하고 1898년 미 해군이 스페인-미국 전쟁에 사용하기 위해 인수한 요트다.[4]1898년 6월 30일에 임관하여 쿠바 아바나 앞바다에 있는 서인도 차단대대에서 예배를 보았다.[4]

1898년 9월 24일부터 12월 6일까지 노퍽 해군 야드에서 임무에서 제외된 그녀는 훈련에 사용하기 위해 루이지애나 해군 민병대와 복무하기 위해 정비되었다.[4][5]그녀는 1898년 11월 16일 공식적으로 민병대에 넘겨졌다.[4][1]
