백악관 비서실 차장은 공식적으로 미국 대통령의 수석 보좌관인 백악관 비서실장의 최고 보좌관이다.참모차장은 통상 웨스트윙에 사무실을 두고 백악관 관료기구의 원활한 운영과 비서실장이 임명하는 기타 업무를 책임진다.최근 모든 정권에서 각기 다른 직무를 가진 차장이 여러 명 있었다.
