미국 상원 연금 위원회

United States Senate Committee on Pensions

연금위원회는 1816년부터 1946년까지 미국 상원상임위원회였는데, 1946년 입법재편법이 폐지되면서 그 기능이 재정위원회로 옮겨졌다.[1]

목적

위원회는 개인들이 집행기관에 구제신청을 할 수 있는 일부 광범위한 연금법안의 통과에 관여했지만, 특별 배려를 청원하는 특정 개인들의 수천 건의 사적인 요청도 처리했다.위원회의 생전에, 연금은 참전용사의 맥락에서 전적으로 고려되었다.[1]

역사

미국 건국 직후 연방 연금법안은 혁명전 참전용사를 대신해 통과됐으나 연방정부가 지불할 수단이 없어 미국이 시행했다.연금은 당초 장애인 퇴역군인을 위해 7년간 반액으로 구성됐으며, 몇 년 뒤 참전군인의 미망인과 고아까지 포함하도록 확대됐다.1789년 연방정부도 일부 연금을 지급하기 시작했다.[2]

1818년 제임스 매디슨 대통령 휘하의 연방정부는 그의 재촉으로 혁명전쟁 참전용사들을 위한 대규모 연금 법안을 통과시켰다.이 법안은 이전 프로그램과 달리 지원자들에게 빈곤이나 장애에 대한 증거를 제공하도록 요구하지 않았다.그러나 결과적으로 이 프로그램은 사기행위로 인해 예상보다 많은 비용이 들었고, 1820년에 수단에 의해 검증된 혜택으로 수정되었다.[3]

남부 연합군 병사들은 연방 정부에 의해 연금을 받지 못했다. 그들의 연금은 남부 주들에 의해 허가되고 자금 지원을 받아야만 했다.[4]
