스리랑카 내전의 마지막 단계로 바부니야 구에 있는 수용소로 이송되어 그들의 의사에 반하여 구금된 30만 명의 내부 실향민(IDP)들이 생겨났다.[1][2][3]이 과정은 수용소 내부 여건과 함께 정착이 더딘 과정과 함께 스리랑카 안팎에서 많은 우려와 비판을 받았다.[1][4][5]2009년 5월 7일 스리랑카 정부는 2009년 말까지 IDP의 80%를 재정착할 계획을 발표했다.[4]내전이 종식된 후 스리랑카 대통령 마힌다 라자팍사는 180일 계획에 따라 IDP의 상당부분이 재설정될 것이라는 확신을 외국 외교관들에게 주었다.[6][7]2009년 12월 1일 IDP는 제한된 이동 자유가 주어졌다.[8]2010년에는 정착 속도가 빨라졌다.[9]정착 절차가 완료되어 2012년 9월 25일 캠프들이 공식적으로 폐쇄되었다.[10][11]그러나 110가족으로 구성된 최종 IDP는 원래 살던 곳에서 멀리 떨어진 물라이티부 구 케파필라부로 옮겨졌다.[12]

2015년 4월 현재 4만4934명에 이르는 1만3459가구가 수용소를 철거했지만 아직 재입주하지 않았고 이들을 위한 주택도 건설[13] 중이다.

타밀엘람 해방호랑이(타밀호랑이)는 1983년부터 스리랑카 북부와 동부에 있는 독립국가 타밀엘람을 위해 전면전을 벌여왔다.2006년 노르웨이의 중재적 평화 프로세스가 실패한 후 스리랑카 군은 타밀 타이거스가 지배하는 영토를 탈환하기 위한 군사 공격을 개시했다.2007년 7월까지 군대는 동부 지방을 모두 탈환했다.2008년 10월 타밀 타이거스의 반니 심장부 지역을 공격하면서 북부의 군사공세는 더욱 고조되었다.사실상의 수도 킬리노치(Kilinochi)를 잃는 등 연패 후 타밀 타이거즈는 동쪽으로 후퇴할 수밖에 없었다.반니족의 민간인도 동쪽으로 도망쳤다.민간인들이 자발적으로 도망쳤는지 타밀 타이거즈에 의해 강제로 도망쳤는지에 대해 논란이 일고 있다.2009년 1월까지 타밀 타이거즈와 민간인들은 물라이티부 구 북동부 해안의 작은 땅덩이에 갇혔다.

세이프 존

스리랑카군이 타밀타이거 통제구역으로 더 진격하면서 35만명의 민간인이 갇힌 운명에 대한 국제사회의 우려가 커졌다.[14]2009년 1월 21일 스리랑카 군은 푸투쿠디리루푸 북서쪽 5km(3.1mi)의 A35 고속도로와 찰라이 라군 사이에 32제곱킬로미터(12제곱미터)의 안전지대를 선포했다.[15]안전지대의 목적은 표면적으로는 갇힌 민간인들이 스리랑카 군이 관할하는 영토로 건너갈 수 있도록 하기 위한 것이었다.[16]그러나 실제로 군사 영토로 넘어온 민간인은 극소수였다.다시 한번 그 이유는 논쟁의 여지가 있다.스리랑카 군과 유엔, 인권단체들은 타밀 타이거즈가 민간인들의 출국을 막았다고 비난했다.

군과 타밀 타이거스의 전투는 계속되었고, 이로 인해 민간인들은 안전지대에서 난티 카달 석호와 인도양 사이의 좁은 지대로 피신하게 되었다.2009년 2월 12일, 군은 물라이티부 마을의 북서쪽에 있는 이 지역에 새로운 10평방킬로미터(3.9평방미터)의 안전지대를 선포했다.그 후 3개월 동안 군이 안전지대에 갇힌 타밀 타이거스의 마지막 잔해들을 육지와 공중으로 격파한 것으로 알려지면서 안전지대에 대한 잔인한 포위 공격이 일어났다.[17][18]유엔과 외국 정부, 과학 단체들이 발간한 안전지대의 위성사진은 폭격에 의해서만 야기될 수 있었던 심각한 피해를 보여주었다.[19][20][21][22]불가피하게 수천 명의 민간인들이 죽거나 다쳤다.[17][23][24]유엔은 안전지대에서 해상으로 대피한 민간인은 물론 구호기관으로부터 신뢰할 수 있는 증거자료를 토대로 안전지대가 처음 선포된 1월 중순부터 4월 중순까지 민간인 6500명이 사망하고 1만4000여명이 부상한 것으로 추정했다.[23][24]이 기간 이후 공식 사상자는 없지만 내전 마지막 4개월(1월 중순~5월 중순)의 사망자 추정치는 1만50002만 명이다.[25][26]미 국무부의 한 보고서는 실제 사상자 수치가 유엔의 추정치보다 훨씬 높았을 것이며 상당한 수의 사상자가 기록되지 않았다고 시사했다.[17]내전이 4월 말/5월 초의 쓰라린 종말을 향해 치닫고 있을 때, 안전지대를 떠나는 민간인들의 수가 급류에서 급류로 바뀌었다.5월 19일 스리랑카 정부는 승리를 선언했다.[27]

IDP 캠프

전투가 끝난 후에도 안전지대에서 간신히 전투를 피한 모든 민간인과 아직 안전지대에 있던 민간인들은 스리랑카군에 의해 남부 바부니야 지구로 끌려가 주로 학교인 수용소에 수용됐다.[28]IDP들은 수용소를 떠나는 것이 허용되지 않았다.[29]스리랑카 정부/군이 민간인 귀환을 불허한 이유는 지뢰의 존재와 그들이 민간인들 사이에 숨어 있다고 주장하는 타밀 타이거즈의 신원확인의 필요성 때문이었다.[30]

용어.

스리랑카 정부/군대는 수용소를 "복지 센터" 또는 "복지 마을"이라고 표현하지만, IDP에 부과된 조건 때문에 스리랑카 내외의 다른 사람들이 수용소를 묘사하기 위해 다른 용어를 사용하게 되었다.[31][32]

서방 비평가들은 이 캠프들을 "독" 혹은 "폐쇄된 캠프"라고 묘사했다. 왜냐하면 IDP들이 이 캠프들을 떠나는 것이 허용되지 않았기 때문이다.[31][33]

유엔 인권고등판무관인 나바네헴 필레이를 포함한 일부 사람들은 더 나아가 이 캠프를 "내부 수용소"라고 묘사했다. 왜냐하면 IDP들은 이 수용소를 떠나는 것이 허용되지 않았기 때문이다; 독립 구호 단체, 독립 언론, IDP의 친척들과 야당 정치인들은 이 수용소에 대한 접근을 심하게 제한하고 있다.그리고 그 수용소는 스리랑카 군대에 의해 통제된다.[34][35]

타밀 운동가들은[36] 2차 세계대전과 보스니아 내전의 포로수용소에 비유하기 위해 철조망 뒤에 서 있는 IDP의 이미지를 사용하여 수용소를 "집중수용소"라고 묘사했다.[32][36]밀라노에 본부를 둔 인도와 타밀 하원의원, 가톨릭 사제, 학계, 영구국민재판소 등도 IDP 캠프를 강제수용소라고 지칭해 왔다.[36][37][38][39][40]부커상을 수상한 작가 아룬다티 로이와 노암 촘스키도 IDP 캠프를 강제수용소로 묘사해 온 저명한 정치 활동가들이다.[41]영국 신문인 텔레그래프와 더 타임즈의 작가들도 강제 수용소라는 용어를 사용했다.[42][43]

캠프에 대한 비판과 우려

IDP에 부과된 조건과 수용소 내부의 여건, 그리고 정착이 더딘 진전은 스리랑카 안팎에서 광범위한 비난을 받고 있다.[1][4][5]

구금

IDP들은 처음에 캠프를 떠나는 것이 허용되지 않았다.[1][4]인권단체들은 이것이 사실상 IDP들이 국제법 위반으로 기소나 재판 없이 무기한 구금되고 있다는 것을 의미한다고 믿고 있다.[1][4]스리랑카가 당사자인 국제시민정치권규약 제9조 및 제12조는 자유에 대한 권리, 임의 구류로부터의 자유, 이동의 자유를 보장한다.[1][44]

2009년 12월 1일 캠프들이 개방되어 IDP들에게 제한된 자유를 주었다.[8]신분당선자들은 세부사항을 당국에 전달한 후 최대 15일 동안 캠프를 떠날 수 있지만 규정된 날에 캠프에 복귀해야 할 것이다.[45]일부 IDP들은 영구적으로 캠프를 떠날 수 있지만 정기적으로 경찰에 신고해야 할 것이다.[8]스리랑카 군은 캠프에 복귀하거나 경찰에 신고하지 않는 IDP들을 '추적'하겠다고 위협했다.[46]일부 사람들은 이 수용소들이 IDP에 부과된 이러한 엄격한 조건 때문에 "개방형 감옥"이라고 묘사하고 있다.[46]유엔은 캠프 개장에 신중한 환영의 뜻을 표하면서도 2010년 1월 31일까지 모든 IDP를 영구히 본국으로 돌려보내야 한다는 기대를 거듭 표명했다.[8]일부 관측통들은 개표가 2010년 1월 26일 실시될 대통령 선거를 앞둔 선거 책략이라고 믿고 있다.[8]

접근

처음에 스리랑카 군은 NGO의 캠프에 대한 모든 접근을 부인했다.[1]이는 국제사회의 압박이 가해진 뒤 완화됐다.많은 국내 및 국제 NGO들이 현재 캠프에서 일하고 있지만 그들은 계속해서 접근과 관련된 문제를 보고하고 있다.그러나, 인권 단체와 IDP에 대한 조언을 제공하기를 원하는 다른 단체들은 여전히 접근하지 못하고 있다.[1]

독립언론에 의한 수용소 출입은 엄격히 제한되어 있다.[1]언론이 수용소에 들어갈 수 있게 되면, 그들은 군에 의해 감시되고 IDP와의 모든 접촉은 군에 의해 촬영된다.

IDP의 친인척에 의한 수용소 출입도 크게 제한된다.

야당 정치인들의 캠프 출입은 전면 거부됐다.[1]그러나 집권당인 통일국민자유연대 소속 정치인들은 정기적으로 캠프를 찾아 IDP를 만난다.대부분의 경우 IDP가 공개되거나 원래 있던 곳으로 되돌아갈 때 정부 장관, 특히 준군사 지도자인 더글라스 데바난다와 함께 사진을 찍는다.

준비 불량

2008년 9월 스리랑카 정부는 반니에서 나온 모든 NGO들에게 명령을 내렸는데, 이는 IDP가 안전지대에서 수용소로 옮겨졌을 때 그들이 도움을 줄 수 있는 위치에 있지 않다는 것을 의미했다.[1]

스리랑카 정부/군대는 안전지대를 포위하는 동안 지속적으로 안전지대에 갇힌 민간인 수를 과소평가했는데, 이는 비정부기구가 30만 명의 IDP를 수용소로 유입할 준비가 되어 있지 않다는 것을 의미한다.[1]

홍수

메니크 농장 부지는 아루비 아루(말바투 오야)를 비롯한 여러 강과 하천 주변의 낮은 지대에 놓여 있어 홍수가 나기 매우 쉽다.8월 집중호우로 인해 현장이 침수되어 IDP를 수용하고 있는 텐트들이 큰 피해를 입었으며, 생하수를 수용소와 하천으로 흘려보내 식수를 공급하고 있다.[47][48]북동장마(10~3월) 장마로 인해 대지가 범람할 것이라는 우려가 팽배하다.[49]

타밀 타이거즈로 확인된 IDPs

9월 말까지 1만 명의 IDP들이 타밀 타이거즈와 일부 연계를 맺고 있는 것으로 확인되었다.[50]여기에는 전직 사관들뿐만 아니라 그들의 친척들, 타이거즈의 시민 행정 구조에서 일했던 사람들, 타이거즈의 후원자 또는 동조자로 여겨지는 모든 사람들이 포함된다.[51][52]그들은 별개의 캠프로 옮겨졌다.[49]적십자와 유엔이 이들에 대한 접근을 거부했기 때문에 그들에게 부과된 조건은 더욱 가혹하다.[49]타밀 타이거즈로 억류되어 있는 사람들 중 다수는 어린이들로, 유엔은 스리랑카 정부에 석방을 요청했다.[53]2011년 6월 정부는 전 여성 LTTE 전투원들을 모두 석방했다고 주장했다.[54]

캠프들

IDP는 처음에 남부 바부니야 구 전역에 위치한 학교(마하 비디얄라암)를 중심으로 수많은 소규모 캠프에서 열렸다.그 이후로 대부분의 소규모 캠프들은 폐쇄되었고 대신 IDP들은 메니크 농장 부지에 집중되었다.

메니크 농장은 아누라다푸라 구와 만나르 구와의 경계 부근 바부니야 구 극서남쪽에 위치해 있다.현장은 A14만나르메다와치야 도로와 불용된 만나르 철도 노선에 걸쳐 있다.이 지역은 아루비 아루와 다른 강과 개울과 매우 가깝다.아루비 아루의 지류 중 한 곳이 실제로 그 부지를 둘로 갈라놓는다.인구 20만 명이 넘는 메니크 농장은 세계에서 가장 큰 IDP 캠프로 여겨진다.[55]그것은 또한 스리랑카에서 가장 큰 정착지 중 하나가 되었다.

다음 수용소/병원은 2008년 10월 이후 반니 지역에서 이탈한 IDP를 수용하기 위해 사용되고 있거나 사용되고 있다.

출처 해제/반환

스리랑카 정부는 2009년 초 캠프들이 처음 설립되었을 때 캠프에서 IDP를 최장 3년간 보유할 것으로 예상한다고 밝혔다.[28]그러나 2009년 5월 7일 스리랑카 정부는 2009년 말까지 IDP의 80%를 재정착할 계획을 발표했다.[4]이는 2009년 5월 21일 라자팍사 대통령이 민간인 대부분이 180일 이내에 재입국할 것이라고 확언하면서 더욱 강화됐다.[6]

7월까지 재정착 목표는 하향 조정되고 있었다.7월 10일, 라자팍사 대통령은 2009년 11월 말까지 IDP의 50-60%를 재정착하겠다는 약속이 아닌 목표가 있다고 말했다.[64]그러나 2009년 7월 16일 국제통화기금(IMF)에 제출한 의향서에서 스리랑카 정부는 2009년 말까지 IDP의 70~80%를 재정착하는 것을 목표로 한다고 밝혔다.[65]국제통화기금은 스리랑카에 26억 달러의 차관을 승인했다.[66]

2009년 8월 말까지 출시되거나 원래 있던 곳으로 되돌아간 IDP는 1만2,000대 미만(5%)이었다.임박한 몬순은 구호 단체들/국제 사회 사이에 우려를 불러일으켰다.스리랑카 정부는 이에 대해 더 많은 IDP를 원산지로 돌려주는 방식으로 대응했다.이들 IDP 중 일부는 군에서 운영하는 "폐쇄된" 지역들에서 열렸으며, 이 지역으로부터 그들은 떠날 수 없고 구호 기관들의 접근이 심하게 제한되어 있다.일부 IDP는 귀가가 허용됐지만 이들 주택의 대부분은 스리랑카 해군의 엄격한 통제 하에 있는 자프나 섬과 같은 높은 보안 구역 안에 위치해 있다.스리랑카 군은 이들 지역 내에 거주하는 민간인과 외부로부터의 접근을 엄격히 제한하고 있다.

10월 초까지는 재정착 목표치가 훨씬 더 줄어들었다.2009년 10월 6일 사라스 아무누가마 스리랑카 재무부 차관은 성명을 통해 정부가 2009년 말까지 IDP의 10만 개(35%)를 재정착하기를 희망한다고 밝혔다.[67]10월 말 정부는 킬리노치, 만나르, 물라이티부 지역의 타밀 타이거즈가 이전에 지배했던 지역에 IDP를 반환함으로써 재정착 프로그램을 가속화했다.[68]스리랑카 정부는 2009년 10월 22일 4만1,685명의 IDP(물라이티부 구 1만6,394명, 킬리노치 구 1만17명, 바부니야 구 8643명, 만나르 구 6631명)를 공개했다고 주장해 언론에 대대적으로 보도됐다.[69][70][71]그러나, 다른 보고서들은 단지 5,700개의 IDP가 공개되었을 뿐이며, 또 다른 36,000개의 IDP는 "앞으로 몇 주 동안"[68] 다시 설정될 것이라고 시사했다.이는 10월 10일에서 23일 사이에 25,474개의 IDP만이 출시/반환되었다는 것을 보여주는 유엔 통계에 의해 나중에 확인되었다.[72]실제 석방된 이들 중 일부는 정부 장관 포토오프가 끝난 뒤 IDP 캠프에 복귀했고, 다른 일부는 자택이 아닌 본거지에서 캠프를 이송하는 데 끌려갔다.[73]2009년 10월과 2009년 11월 초의 명백한 재정착 속도는 IDP가 수년 동안 정부의 통제하에 있던 지역(Jaffna, Mannar, Vavuniya)에 반환되었기 때문이다.이들 지역에서 온 캠프의 IDP는 11월까지 대부분 본국으로 돌아갔다.타밀 타이거스(킬리노치, 물라이티부)가 지배하는 지역의 재정착 속도는 특히 A 9번 고속도로 동쪽 지역을 중심으로 매우 느렸다.결과적으로, 재정착 속도는 11월말까지 느려졌다.2009년 12월 29일 스리랑카 정부는 IDP의 재정착에 대한 마감일이 없다고 발표했는데 이는 이전의 보장과는 모순된다.[74]

2010년에는 정착 속도가 빨라졌다.캠프들은 2012년 9월 25일에 공식적으로 폐쇄되었다.[11]
