정의

권력분열

동거

준대통령제도는 대통령과 총리가 다른 정당 출신이라는 기간을 경험하는 경우도 있다.이 사건을 '공동주거'라고 부르는데, 1980년대 처음 상황이 발생한 뒤 프랑스에서 유래한 말이다.동거는 두 정상의 태도, 그들/그들의 이념, 그리고 그들의 지지자들의 요구에 따라 효과적인 견제와 균형의 체계를 만들 수도 있고, 쓰라리고 긴장된 돌담의 시기를 만들 수도 있다.[17]

대부분의 경우 동거는 두 임원이 동시에 선출되거나 같은 임기에 선출되지 않는 제도에서 비롯된다.예를 들어, 1981년 프랑스는 사회당 대통령과 입법부를 둘 다 선출했고, 이것은 사회당 총리를 배출했다.그러나 대통령의 임기는 7년이었지만 국회는 5년밖에 재임하지 못했다.1986년 입법 선거에서 프랑스 국민이 중도 우파 의회를 선출했을 때, 사회당 프랑수아 미테랑 대통령은 우파인 자크 시라크 총리와의 동거에 내몰렸다.[17]

장단점
