산지브 M. 라비 칸부르[1](1954년 8월 28일생)[2]는 T.H. 리 세계문제학과 교수, 국제응용경제학 교수, 코넬대 경제학과 교수다.[3] 그는 거의 20년 동안 세계은행에서 일했고 세계개발보고서의 책임자를 지냈다.[4]

칸버는 2016년 9월부터 2018년 9월까지 인간개발능력협회(HDCA) 회장을 맡고 있다. 그는 2015년 9월부터 대통령 선거로 1년 동안 일하기 시작했다.[5]

교육

칸버는 1975년 케임브리지 대학 곤빌과 카이우스 대학에서 경제학 학위를 취득했다. 그는 옥스퍼드 대학의 우스터 대학에서 경제학 박사(1979년)와 경제학 박사(1981년)를 위해 공부했다.[7][8] 노벨상 수상 경제학자 아마르티아 센(Amartya Sen) 밑에서 공부했고, 센(Sen)은 칸부르(Kanbur)와의 연관성이 그의 글쓰기에 유익했다고 말했다.[9]

세계개발보고서 이사직 사퇴

2000년 5월 칸부르는 세계은행 세계개발보고서(World Development Report)의 이사 겸 주 저자로 사임했다. 그의 사임은 2000/2001년 보고서 초안이 인터넷에 게재된 이후 이루어졌다. 칸부르의 사임은 세계은행 수석부행장 겸 수석 이코노미스트인 조지프 스티글리츠가 사임한 지 1년 만에 이뤄졌다.[10]

2000/2001년 인터넷 보고서

칸부르의 초안은 "빈곤 방지 전략은 기회(자산 접근성)뿐만 아니라 '권력'(국가 기관과 사회 규범에 영향을 미칠 수 있는 빈곤층의 역량 증가)와 안보(빈곤층에게 경제적 충격의 결과를 최소화)를 강조해야 한다"고 주장했다.[11] 보고서의 최종본에는 여전히 (a) 권한 부여, (b) 보안 및 (c) 기회라는 세 가지 핵심 축이 포함되었지만, 그 순서는 (가) 기회(빈곤을 줄이는 방법으로 시장 주도 경제 성장과 자유화에 중점을 두고), (b) 권한 부여 및 (c) 보안으로 변경되었다.[12][13] 세계은행은 래리 서머스 미 재무장관이나 다른 누군가가 이 보고서를 덜 급진적으로 만들기 위해 영향을 미쳤다고 부인했다.[6]

칸버는 스코틀랜드 에딘버러 네이피어 대학의 교통사회 교수인 마가렛 그리코와 결혼했다.[7]
