마카오에서는[2] 중국 본토와 달리 매춘이 합법적인데, 이는 마카오가 중국의 특별한 행정 구역이기 때문이다.그러나 마카오에서는 사창가 운영과 성매매가 모두 불법이며, 후자는 최고 징역 8년형을 선고받을 수 있다.[3]길거리 매춘은 불법이지만 마사지 업소에서 성매매를 하는 것은 사실상 합법적인 것으로 간주된다.[4]이 도시는 공식적인 홍등가가 없음에도 불구하고 성매매가 많다.[5]매춘부는 길거리 매춘 외에도 임대료가 낮은 건물, 마사지업, 불법 매춘업소에서 일하며 카지노, 나이트클럽, 사우나, 일부 대형 호텔에서도 일한다.[6]그러나 대부분의 호텔들은 매춘부들이 그 구내에서 제거된 것으로 의심하고 있다.[7]도시의 보도와 지하도에는 매춘부들의 전화 카드가 어지럽게 널려 있다.[2]

역사

19세기와[11] 20세기 동안 마카오에서 매춘이 기록되었다.[12]19세기 마카오에는 재래식 사창가 외에도 외국 선박을 운항하는 '꽃배'로 알려진 부유식 사창가가 있었다.1851년 매춘이 규제된 후, 1930년대에 정부는 매춘부들의 착취와 학대를 종식시키려 했다.[13]1930년대 후반에 그 도시에는 120개의 매춘부가 있었고 1500명의 매춘부가 있었다.[10]

성매매

중국 출신의 신디케이트들은 카지노 직업, 무용수, 또는 다른 종류의 합법적인 고용에 대한 허위 광고로 중국 본토에서 온 여성들을 마카오에서 매춘부로 일하도록 유인한다고 한다.[21]몽골, 러시아, 필리핀, 태국, 베트남, 버마, 중앙아시아[5][22], 남아프리카에서 매춘을 위해 마카오로 여성을 인신매매한다는 의혹도 제기되고 있다.[2][23]2015년 한국인 매춘부를 마카오로 데려와 중국인 남성을 섬기는 조직폭력배가 검거됐다.[24][25]울란바토르 주재 미국 대사관에 따르면 마카오의 몽골인 성노동자 추정치는 200~300명의 여성에서 다양하다.[26]마카오는 미 국무부인신매매 감시 대상에 올라 2급(2000년 인신매매폭력보호법에서 최소한의 기준을 완전히 준수하지는 않지만, 스스로를 준수하기 위해 상당한 노력을 기울이고 있는 기관)[6]에 올랐다.인신매매는 마카오에서 불법으로, 최고 징역 12년(미성년자가 관련될 경우 15년)이 선고된다.[3]

미국 국무부는 마카오를 '2차 감시 목록'으로 분류하고 있다.[27]
