Petrodollar recycling

1972년 이후 석유수출국기구(OPEC)의 순유출 수입 변동으로 1974–1981년과 2005–2014년의[1][2] 인플레이션 조정 수준이 상승하였다.

페트로 달러 재활용석유 수출로 인한 한 국가의 수입("페트로돌라")[3]의 국제적인 지출 또는 투자다.그것은 일반적으로 OPEC 회원국과 러시아, 노르웨이 등 주요 석유 수출국들자국 경제에 효율적으로 투자할 수 있는 것보다 원유 수출로 더 많은 돈을 버는 현상을 말한다.[4]석유 생산국에서 석유 소비자에 이르기까지 그 결과로 나타나는 전세계적 상호의존성과 금융 흐름은 연간 수천억 달러 규모에 이를 수 있다. 여기에는 다양한 통화로 이루어진 광범위한 거래, 일부는 미국 달러에 고정되어 있고 일부는 그렇지 않은 거래도 포함된다.이러한 흐름은 국제 투자와 원조에 관한 정부 차원의 결정의 영향을 크게 받으며, 세계 금융석유 정치 모두에 중요한 결과를 초래한다.[5]이 현상은 유가가 역사적으로 높은 시기에 가장 뚜렷하게 나타난다.[6]

자본유동

배경

1974-190년 급상승

2005~2014년 페트로달러 급상승에서 재무 의사결정자들은 이전 주기의 교훈과 경험에서 어느 정도 이익을 얻을 수 있었다.개발도상국들은 일반적으로 1970년대보다 균형을 잘 유지했고, 세계 경제는 석유 집약도가 낮았으며, 세계 인플레이션과 이자율이 훨씬 더 잘 억제되었다.석유 수출국들은 투자 대부분을 다양한 종류의 세계 시장에 직접 투자하는 것을 선택했고, 재활용 과정은 국제 은행과 IMF와 같은 중간 채널에 덜 의존했다.[22][23][24]

대외원조

고가의 석유는 소련이 1974-1981년 페트로 급등한 기간 동안 어려움을 겪고 있는 소련 주도의 경제를 지원할 수 있게 했고, 1980년대 석유 과잉 공급으로 인해 소련의 1989년 붕괴에 기여했다.[37]2005~2014년 석유수출국기구(OPEC) 회원국 베네수엘라는 2014~2017년 석유 침체가 베네수엘라의 경제위기를 불러오기 전 쿠바와 다른 지역 우방국들을 지원하는 비슷한 역할을 했다.[38][39]

페트로 달러 전쟁

페트로 달러 전쟁이란 용어는 이라크, 이란, 베네수엘라와 같은 나라에 대한 폭력적인 군사 개입에 의해 집행된 일종의 경제 제국주의로서 석유 거래를 해결하는 표준 수단으로서 미국 달러를 국제적으로 사용하는 것을 묘사한 이론을 말한다.이 용어는 윌리엄 R에 의해 만들어졌다.같은 제목의 책을 쓴 클라크.[40]석유통화전쟁이라는 말이 같은 의미로 쓰이기도 한다.실제로 국제석유거래에서 달러를 사용하면 전체 미국 달러 수요는 극히 일부만 증가하며, 주요 국제준비통화로서의 달러화의 전반적인 위상은 미국 경제에 대한 가시적 혜택은 물론 일부 단점도 거의 없다.[41][42]

베네수엘라는 2018년 8월 미국 달러로 석유 가격을 중단하고 대신 유로화, 위안화를 사용하겠다고 선언했다.[43][44]

2022년 3월, 사우디가 중국으로의 석유 판매량 중 일부를 미국 달러가 아닌 중국 위안화로 가격을 매길지 여부를 검토 중이라는 언론 보도가 나왔다.[45]

블라디미르 푸틴은 2022년 3월 23일 러시아 루블 외에 다른 통화로 러시아산 가스를 구입하는 것을 금지하는 명령(러시아 재무부도 금이나 비트코인을 수용하겠다고 밝힌 것으로 알려졌지만)에 서명했다.
