미분양 주택은 단독주택이나 과도기적 주거지역과 규모에 맞는 다양한 다세대 또는 군집형 주택 유형을 기술하고 있다. 누락된 중간 주택은 보행 가능한 이웃에 대한 수요를 충족시키고, 변화하는 인구 통계에 대응하며, 다른 가격대에 주택을 공급하기 위한 것이다.[1] "중간 누락"이라는 용어는 2차 세계 대전 이전 미국에서 흔히 볼 수 있었던 이중, 로홈, 안뜰 아파트 등 주택 유형을 의미하지만 지금은 덜 보편적이어서 "누락"을 의미한다. 누락된 중간 주택은 구조물의 단위 수에 초점을 맞추기보다는 단독주택이나 과도기적 주택에 적합한 규모와 높이를 강조한다.[2] 2010년 용어 도입 이후 미국, 캐나다, 호주 등에서 이 개념이 적용되고 있다.

배경

'중간주택 실종'이란 용어는 건축가 다니엘 가석방크가 2010년 도입했다.[3][1][4][5] 현재 "중간" 주택으로 묘사되고 있는 많은 형태의 주택들이 1940년대 이전에 지어졌다. 시카고에서 2평형 주택, 브루클린, 볼티모어, 워싱턴 D.C., 필라델피아, 보스턴에서 2가구 주택 또는 "트리플 데커" 주택, 캘리포니아의 방갈로 코트.[6] WWII 이후, 미국의 주택은 많은 지역에서 보행 가능한 중밀도 주택을 짓기 어렵게 하여, 현재 "잃어버린" 중간의 공급을 감소시킴으로써, 단독주택에 크게 편중되었다.[7][8]

누락된 중간 주택은 다양한 건물 유형과 밀도로 제공되지만 보행 가능한 상황에서의 위치, 낮은 인지 밀도, 작은 건물 발자국, 작은 집들, 비교적 적은 양의 주차, 단순한 시공 및 지역사회에 집중하는 것이 특징일 수 있다.[17][18][19][20] 누락된 중간 주택의 형태에는 측면 복층, 겹겹이, 방갈로 코트, 부속 주택 단위(운반 주택, 지하 아파트 등), 4단지, 멀티플렉스, 타운홈, 안뜰 아파트 및 실·작업 단위가 포함될 수 있다.[21][22] 이러한 유형의 건축물은 일반적으로 에이커당 16~30대의 주택 단위 밀도를 가지지만 규모가 작아 밀도가 낮은 것으로 인식되는 경우가 많다.[23] 그 규모 때문에, 누락된 중간 주택은 단독 주택 구역으로 섞이거나, 단독 주택 블록의 종자 역할을 하거나, 고밀도 주택과 단독 주택 사이의 전환 역할을 하거나, 혼합 주택에서 단독 주택 구역으로의 전환 역할을 할 수 있다.[24][25] 그 결과로 나타나는 밀도는 걸어갈 수 있는 소매, 편의시설, 대중교통, 그리고 증가된 "거리 위의 피트"[26]를 포함한 더 넓은 지역사회의 욕구를 지원할 수 있다.

미스 미들 하우징은 기존의 단독주택 거주지역과 여전히 혼합되어 있고, 보다 저렴한 주거 선택권을 창출하며, 지속가능성 목표를 달성하도록 돕는 주택유형에서 더 큰 선택권을 제공한다.[27][28][29][30] 누락된 중간주택은 다른 주택과 공유가 많아 보통 단독주택에 비해 규모가 작은 편으로, 단위당 토지비용이 낮아져 주거비용이 낮아진다.[31] 누락된 중간형 주택도 일반적으로 저층, 저층 주차, 목조 구조로 고가 콘크리트 단상을 기피하기 때문에 생산하기에 가장 저렴한 형태의 주택 중 하나이다.[32][33][34] 건축 자재와 건축 자재가 대형 중·고층 구조물에 비해 상대적으로 덜 복잡하기 때문에 소규모 및 지역 주택 건설업자들이 대규모로 이 형태의 주택 조성에 참여할 수 있다.[33][34] 시 예산을 지원하기 위해, 대규모 단독주택보다 적은 기반시설에 대해 에이커 당 세금을 더 많이 내는 지자체가 토지 및 기반시설의 보다 고밀하고 효율적인 사용을 재정적으로 생산적일 수 있다.[8][35][36]

버몬트주,[76][77] 뉴햄프셔주,[78][79] 캘리포니아주는[80][81] 부속주택(ADU)을 촉진하고 ADU 건설에 대한 규제 장벽을 낮추는 법안을 다수 채택했다. 호주에서도 주 차원의 조치가 이루어졌는데, 호주에서는 '중간 누락' 개발을 촉진하기 위한 노력의 일환으로 뉴사우스웨일스가 '저층 주택 다양성을 위한 저층 주택 다양성 코드 및 디자인 가이드'를 출시했다.[82][83] 코네티컷 주 의회와 상원은 부속 주택과 같은 누락된 중간 주택 유형에 대한 일부 구역제 제한을 줄이기 위한 법안을 승인했다.[84][85][86][87][88]

누락된 중간 주택을 지원하기 위한 구역제 업데이트가 태평양 북서부에서만 발견되는 것은 아니다. 특히 미네소타 주에서는 미니애폴리스 2040 계획에서 도시 전역에 더 많은 미들 주택이 누락될 수 있도록 도시 구역을 상향 조정할 것을 요구했다.[123][124][125][126][127][128] 미니애폴리스의 새로운 구역제는 단독주택 건설을 금지하지는 않지만, 도시의 어떤 지역도 단독주택 전용 구역으로 지정되지 않는다.[126] 시는 또 건축주와 사업주가 시장별 요구와 주차량을 기준으로 주차량을 선택할 수 있는 구역제 규정에서 의무 주차 최소량을 없앴다.[129][130][131]

오리건 포플렉스

새크라멘토는 캘리포니아의 주택 위기를 완화하고 형평성 목표를 달성하기 위해 모든 주택 부지에 최대 4채의 주택을 허용하고 주차 요건을 줄이기로 의결했다.[132] 캘리포니아주 버클리시는 2022년까지 도시 전체에서 누락된 몇몇 중간 주택의 구역에 만장일치로 찬성표를 던졌다.[133][134][135]

텍사스주 브라이언은 시가 (허용 절차가 현저히 줄어든) 미들타운 지역에서 누락된 중간 주택 유형에 대해 몇 가지 사전 설계되고 사전 승인된 계획을 제공하는 패턴 구획 정책을 시행했다.[136][137] 설계비와 오랜 허가절차에 따른 주거비 절감, 시 공무원 부담 경감, 공공투입 및 주거설계 지원 등을 사전에 달성하고 양질의 주거설계를 보장하는 것이 이 프로그램의 목표다.[137][138] 버지니아 주 노퍽에는 또한 2중, 4중 등 누락된 중간 주택 유형에 대한 무료 설계가 적용된 미들 패턴 북이 있다.[139][140][141]
