July Jobs Stimulus

7월 일자리 부양책은 아일랜드 공화국의 COVID-19 대유행의 경제적 영향에 대응하여 아일랜드 정부가 2020년 7월 23일 발표한 74억 유로의 부양책이다.[1][2][3] 이 패키지에는 경제 회복을 촉진하고 사람들을 다시 직장으로 복귀시키기 위한 50가지 방안이 포함되어 있다.[4] 이 지출에는 주로 적극적인 여행, 대중교통 및 교통 인프라의 갱신을 위해 1억1,500만 유로, 2020년 8월말과 9월에 개교를 지원하는 데 필요한 재구축 작업을 수행하기 위해 초등학교와 중등학교에 7500만 유로, 고용 서비스 및 지원 1억1,200만 유로가 포함된다.비와 견습 장소와 최대 250명의 직원이 있는 기업에 재취업 및 재취업과 관련된 비용을 지원하기 위해 직접 보조금을 지원하는 2억 5천만 유로의 리시스트 그랜트를 포함한 4억 5천만 유로의 사업 지원 패키지.[5][6][7][8]

8월 10일 마감될 예정인 COVID-19 범세계적 실업급여는 2021년 4월까지 연장될 예정이며, 일괄 지급의 일환으로 청구인의 사전 소득을 기준으로 그 기간 동안 주당 203유로까지 단계적으로 축소될 것이다.[9] 2020년 9월 17일부터 이 계획은 새로운 애플리케이션에 근접할 것이며, 헤드라인 지불율은 350유로에서 300유로까지 감소할 것이다.[10] 한시적 COVID-19 임금보조금 제도는 2020년 9월 고용임금보조금 제도로 대체되며 2021년 4월까지 운영된다.[11][12]

방안

이 패키지에는 다음과 같은 조치들이 포함되어 있다.[13]

아일랜드의 비즈니스 지원

  • 고용임금보조금 제도는 2020년 9월부터 한시적 COVID-19 임금보조금 제도를 승계해 2021년 4월까지 운영된다.[14]
  • 기업을 위한 리시스트 그랜트가 확대·확대된다. 보조금은 최대 4,000유로에서 25,000유로까지 인상될 것이다.[14]
  • 상업요금 포기는 2020년 9월 말까지 연장된다.[14]
  • 20억 유로 규모의 COVID-19 신용보증제도가 발표될 것이다.[14]

사람들이 다시 일할 수 있도록 돕기

신뢰 구축 및 지역사회 투자

  • 기업 임금 지원 제도, 대유행 실업 제도 및 요금 면제를 통한 재정적 확실성.[16]
  • 5억 [16]유로의 지역사회 투자
  • 학교 투자, 걷기, 자전거 타기, 대중교통, 주택 개조, 마을과 마을 재생. 사이클링에 대한 지출을 촉진하기 위한 1,000 유로가 1,250 유로로, 전기 자전거의 경우 1,500 유로로 증가하고 있다. 이를 이용할 수 있는 기간이 매 5년에서 4년으로 단축되고 있다.[16]
  • 부가가치세 기준금리를 23%에서 21%로 6개월간 한시적으로 2% 인하하는 등의 세제조치.[16]
  • 가장 취약한 부문에 대한 표적 조치.[16]

  • 생명과학에 2천5백만 유로의 투자.[17]

기업 지원 보조금

8월 14일 헤더 험프리스 사회보호부 장관은 5월 18일부터 COVID-19 대유행 실업급여에서 자영업으로 전환한 사람들을 돕기 위해 새롭게 개편된 기업지원금 지원신청서를 공개했다.[18] 기업지원금은 1인당 최대 1000유로 규모로 상업요금을 내지 않는 배관공, 전기기사, 목수, 택시기사 등 단독 거래자를 대상으로 한다.[19]

숙박 및 지출 계획

7월 3일, 7월 일자리 부양책의 일환으로, 미하일 마틴 도이세치, 파스찰 도노회 재무장관과 게일타흐트, 스포츠 및 미디어 장관, 캐서린 마틴은 비수기 동안 접대 부문의 판매를 촉진하기 위해 체류 및 지출 계획을 시작했는데, 결과적으로 부정적인 영향을 받았다.f COVID-19, 2020년 10월 1일부터 2021년 4월 30일까지 운영된다.[20] 이 계획은 식당, 펍, 호텔, B&B 및 기타 적격 사업장에서 최대 625유로를 지출하는 납세자들에게 최대 125유로의 소득공제를 제공한다.[21]

COVID-19 신용보증제도
