존 헤이든 린치(John Hayden Lynch, 1952년 11월 25일 출생)는 2005년부터 2013년까지 뉴햄프셔의 80대 주지사를 역임한 미국의 변호사, 사업가, 정치인이다.[1] 린치는 2004년 공화당 초선 현직인 크레이그 벤슨을 누르고 처음 주지사로 선출되었는데, 78년 만에 초선 현직 뉴햄프셔 주지사가 재선된 것은 이번이 처음이다.[2] 린치는 2006년2008년 압승으로 재선에 성공했고 2010년 여유 있게 4선에 성공했다.[3]

선거사

2004년 6월, 린치는 뉴햄프셔 주지사를 위한 캠페인을 시작했다.[10]

린치는 선거 전 5개월 동안 공화당 현직 초선인 크레이그 벤슨 주지사를 집요하게 공격했는데, 린치가 벤슨 재임 기간 동안 일련의 추문에 따른 청렴 부족이라고 주장한 것이다.[11] 린치는 벤슨이 주 의회에 '부패의 문화'와 크론시즘을 조성했다고 비난했다.[12][13]

9월 15일 린치는 민주당 경선에서[14] 승리했고 11월 2일 린치는 벤슨을 51% 대 49%[15][16]로 물리쳤다.

린치는 1926년 이후 뉴햄프셔에서 초선 현직자를 물리친 최초의 도전자였다.[12] 2005년 1월 6일, 린치는 제80대 뉴햄프셔 주지사로 취임했다.[1] 2006년 11월 7일 린치는 공화당 도전자 짐 코번에게 74% 대 26%의 압승으로 주지사에 재선되었다.[15] 린치의 74% 득표는 뉴햄프셔 주지사 경선에서 역대 최다 득표율이었다.[17]

2010년 11월 2일, 린치는 뉴햄프셔 주지사로 53% 대 45%[15][22][23][24]의 존 스테판 전 주 보건 복지국장을 누르고 역사적인 4선에 선출되었다. 린치는 주 전체에 선출된 유일한 민주당원이었다. 2010년 중간선거 때 미국 전역의 많은 주에서 일어났듯이, 민주당원들은 큰 손실을 입었다.[25] 민주당은 주 의회 양원, 행정위원회 양원, 미 하원 양원 모두를 장악하지 못했다.[26]

세금

린치는 주지사 후보로서 "더 서약"을 가져와서 어떤 광범위한 세금, 특히 판매세나 소득세를 제정하지 않았다. 주지사로서 린치는 약속을 지켰다.[35] 린치는 소득세를 금지하는 주 헌법의 개정을 지지하지 않는다.[36]

범죄

린치는 주 검찰총장, 경찰서장, 국회의원들과 함께 성범죄자 법을 통과시키고 주 경찰력을 증가시키며 주 검사의 수를 늘리기 위해 일했다. 뉴햄프셔는 2008년과 2009년 네이션에서 '사페스트 스테이트'로 평가받았다. CQ프레스에 따르면 뉴햄프셔는 또 다시 전국에서 가장 낮은 살인율과 두 번째로 낮은 가중 폭행률을 자랑한다고 한다. 린치는 2009년 수상 발표 후 다음과 같은 성명을 발표했다.

사형

역사인기
