1947년 영국인도의 분할 이후 인도파키스탄의 영토가 생긴 이후 두 나라는 수많은 전쟁과 갈등, 군사적 대치상황에 휘말려 왔다.동파키스탄(현재방글라데시) 시절 방글라데시 해방전쟁에서 비롯된 적대행위의 직접적인 결과로 1971년 인도-파키스탄 전쟁을 제외하면 카슈미르와 국경을 넘나드는 테러리즘대한 오랜 논쟁이 양국 간 갈등의 주요 원인이 되어 왔다.

배경

1947년과 1948년에 독립한 4개국(인도, 파키스탄, 실론 도미니언, 버마연합)

인도제2차 세계대전의 여파로 영국과 영국 인도가 전쟁과 그것의 파괴로 야기된 경제적 스트레스를 다루게 되면서 생겨났다.[1]일단 독립이 오면 독립과 동등한 '파키스탄'과 '힌두스탄' 사이에서 깨끗한 칸막이를 갖추기 위해 영국 인도에서 무슬림 국가가 오기를 바라는 사람들의 의도였다.[2]

영국 인도 이슬람 인구의 거의 3분의 1이 인도에 남아 있었다.[3][4][5]

힌두교와 시크교도와 이슬람교도의 공동체 간 폭력으로 20만~200만 명의 사상자가 발생해 1400만 명의 이재민이 발생했다.[1][6][a][7]

인도의 프린스리 주에는 인도나 파키스탄에 적응할 수 있는 가입기구가 제공되었다.[8]

제1차 카슈미르 전쟁이라고도 불리는 이 전쟁은 1947년 10월 파키스탄카슈미르와 잠무마하라자가 인도에 적응할 것을 우려하면서 시작됐다.분할에 이어, 왕자가 많은 주들은 인도와 파키스탄에 합류할 것인지 아니면 독립할 것인지를 선택하도록 남겨졌다.왕자가 많은 주 중 가장 큰 주인 잠무와 카슈미르는 대다수의 이슬람 인구와 힌두 인구의 상당 부분을 차지했는데, 모두 힌두교 마하라자 하리 싱에 의해 통치되었다.파키스탄 군대의 지원을 받은 부족 이슬람 세력은 인도의 군사 원조를 받기 위해 마하라자에게 인도 도미니언왕자 국가의 가입 기구 서명을 강요하는 왕자 국가 일부를 공격하고 점령했다.유엔 안전보장이사회는 1948년 4월 22일 결의 47호를 통과시켰다.전선은 통제선으로 알려지게 된 것을 따라 점차 굳어졌다.정식 휴전은 1949년 1월 1일 밤 23시 59분에 선포되었다.[9]: 379 인도는 주의 약 3분의 2(카슈미르 계곡, 잠무, 라다크)를 장악했고 파키스탄은 카슈미르(아자드 카슈미르, 길기트 발티스탄)의 약 3분의 1을 장악했다.파키스탄 통제 지역은 총칭적으로 파키스탄 관리 카슈미르라고 불린다.[10][11][12][13]

1965년 인도-파키스탄 전쟁

이 전쟁은 파키스탄의 지브롤터 작전잠무와 카슈미르에 군대를 침투시켜 인도의 통치에 대한 반란을 촉발시키기 위해 고안된 이후에 시작되었다.인도는 서파키스탄에 대한 전면적인 군사 공격을 감행함으로써 보복했다.17일간의 전쟁으로 양측에 수천 명의 사상자가 발생했으며, 제2차 세계대전 이후 최대 규모의 장갑차 교전 및 최대 규모의 탱크 전투를 목격했다.[14][15]양국의 적대관계는 소련과 미국의 외교적 개입과 그에 따른 타슈켄트 선언의 발행을 계기로 휴전이 선언되면서 일단락됐다.[16]휴전이 선언되었을 때 인도가 파키스탄보다 우위에 있었다.[17][18][19][20][21][22][23][24][25][excessive citations]

1971년 인도-파키스탄 전쟁

파키스탄의 PNS 가지(Pakistani)는 1971년 인도-파키스탄 전쟁 당시 비사카파트남 해안에서 불가사의한 상황에[26] 처해 침몰한 파키스탄 잠수함이다.

이 전쟁은 카슈미르 문제를 수반하지 않고 오히려 동파키스탄(현 방글라데시)에서 벌어지고 있는 정치적 전투로 인해 동파키스탄(현 방글라데시)과 동파키스탄의 지도자 셰이크 무지부르 라흐만과 서파키스탄의 지도자 야히 칸줄피카르 알리 부토 사이에 조성된 위기로 촉발된 독특한 방식이었다.이것은 파키스탄의 국가 시스템에서 방글라데시의 독립 선언으로 절정에 이를 것이다.서치라이트 작전1971년 방글라데시 만행에 이어 동파키스탄의 약 1000만 벵갈리스가 인근 인도로 피신했다.[27]인도는 현재 진행 중인 방글라데시 해방 운동에 개입했다.[28][29]파키스탄의 대규모 선제공격 이후 양국 간 본격적인 적대행위가 시작됐다.

1999년 인도-파키스탄 전쟁

흔히 카르길 전쟁으로 알려져 있는 이 두 나라 사이의 갈등은 대부분 제한적이었다.1999년 초 파키스탄군은 통제선(LoC)을 넘어 잠입해 주로 카르길 지구에서 인도 영토를 점령했다.인도는 파키스탄 잠입자들을 몰아내기 위해 대대적인 군사 및 외교 공세를 펼치며 대응했다.[36]분쟁 두 달째, 인도군은 침투자들에 의해 잠식된 대부분의 능선을 서서히 탈환하고 있었다.[37][38]공식 집계에 따르면 침입지역과 거의 모든 고지대의 75%~80%[39]가 다시 인도의 통제하에 있었다.대규모의 군사적 충돌 확대를 우려한 미국 주도의 국제사회는 파키스탄에 대해 남아 있는 인도 영토에서 병력을 철수하라는 외교적 압력을 높였다.[36][40]국제적 고립 가능성에 직면해 가뜩이나 취약한 파키스탄 경제는 더욱 약화됐다.[41][42]북부경보병대의 많은 부대가 많은 사상자를 내면서 철군 후 파키스탄군의 사기는 떨어졌다.[43][44]정부는 북부 지역에서 분노와 항의를 불러일으킨 [45][46]문제인 많은 장교들의 시신을 받아들이지 않았다.[47][48]파키스탄은 초기에는 많은 사상자를 인정하지 않았지만, 나워즈 샤리프는 이후 이번 작전에서 4,000명 이상의 파키스탄군이 사망했으며 파키스탄은 이 전쟁에서 패배했다고 말했다.[49][50]1999년 7월말까지 카르길 지구에서의 조직적인 적대행위는 중단되었다.[40]그 전쟁은 파키스탄 군대의 중대한 군사적 패배였다.[51][52]

기타 무장 계약

앞서 언급한 전쟁과는 별개로 양국 간에는 수시로 교전이 벌어져 왔다.어떤 사람들은 전면전에 접해 있는 반면, 다른 사람들은 범위가 제한되어 있었다.양국은 1955년 양측에 전쟁 같은 자세를 취한 뒤 서로 싸울 것으로 예상됐으나 전면전은 벌어지지 않았다.[16]

  • 발루치스탄의 반란:파키스탄 발로치스탄주에서도 최근 반란이 발생해 긴장이 고조되고 있다.파키스탄은 인도가 발로치스탄 해방군 같은 축출된 발로치 지도자, 무장단체, 테러조직의 도움으로 반란을 일으켰다고 비난했다.파키스탄 관리들에 따르면 이 무장단체들은 이웃한 아프가니스탄에서 훈련을 받고 있다고 한다.파키스탄은 2016년 인도 스파이 쿨부샨 자드하브가 발로치스탄에서 대첩작전을 벌이다 파키스탄군에 체포됐다고 주장했다.[54][55]
  • 아프가니스탄 분쟁(1978–현재):인도와 파키스탄은 1989년부터 2001년까지 소비에트-아프가니스탄 전쟁과 내전을 [56]포함한 아프가니스탄 전쟁 동안 오랫동안 반대 진영을 지지해 왔다.[57]2006년에 파키스탄은 아프가니스탄에서의 테러에 연루되어 인도에 의해 비난 받아왔다.[58]2020년 파키스탄은 인도가 아프가니스탄 전쟁(2001~2021년)을 종식시키기 위해 평화협상을 무산시키려 한다고 비난했다.[59]

과거의 교전과 스탠드오프

  • 브라스스택 작동:남아시아에서 가장 큰 규모로 1986년 11월부터 1987년 3월 사이에 인도에 의해 실시되었다.이에 대응한 파키스탄의 동원은 긴장감을 고조시켰고 두 이웃 국가들 사이에 또 다른 전쟁을 일으킬 수 있다는 우려를 불러일으켰다.[16]: 129 [60]
  • 2001-2002년 인도-파키스탄간 대치 상황:인도가 파키스탄에 본부를 둔 테러조직인 라슈카르-에-타이바와 자이쉬-에-모하메드의 소행으로 지목한 2001년 12월 13일 인도 의회에 대한 테러공격은 2001-2002년 인도-파키스탄간 대치상태를 촉발시켰고 양측을 전쟁으로 몰고 갔다.[61]
  • 2008년 인도-파키스탄간 대치상태2008년 뭄바이 테러 이후 두 나라간의 대치상태로 외교적인 노력으로 해소되었다.인도 최대 도시인 뭄바이에서 10차례나 총격과 폭탄테러가 발생하자 인도가 파키스탄의 ISI가 테러범들을 지원하고 있다는 내용의 심문 결과를 주장한 이후[62][63] 양국간의 긴장이 고조되었다.[64][65][66]파키스탄은 인도군[67] 선제적 이동과 인도 정부의 파키스탄 영토 공격 계획에 우려를 표명하며 공군에 비상이 걸리고 인도 국경으로 병력을 이동시켰다.[68]파키스탄은 짧은 시간에 긴장이 풀렸고 병력을 국경에서 이동시켰다.
  • 2016~2018년 인도-파키스탄 국경 분쟁:2016년 9월 29일 파키스탄령 카슈미르 통제선(Line of Control)에서 인도가 전투용 발사대를 향해 "수많은 테러리스트를 죽였다"[69]고 보도한 이후 인도와 파키스탄 간의 국경 교전이 시작됐다.파키스탄은 인도군이 통제선을 넘어오지 않고 국경에서 파키스탄군과 교전했을 뿐 파키스탄군 2명이 숨지고 9명이 다쳤다며 파업이 벌어졌다고 일축했다.[70][71][72]파키스탄은 다른 사상자가 있다는 인도의 보도를 거부했다.[73]파키스탄 소식통은 이번 교전에서 최소 8명의 인도군이 사망했으며 1명은 생포됐다고 전했다.[74][75]인도는 자국 군인 중 한 명이 파키스탄에 구금돼 있는 것을 확인했으나 이번 사건과 관련이 있거나 자국 군인들 중 한 명도 살해된 적이 없다고 부인했다.[76]인도 작전은 지난 9월 18일 인도령 잠무와 카슈미르주에서 발생한 우리당에서의 인도군에 대한 무력공격으로 19명의 군인이 사망한 데 대한 보복이었다고 한다.[77][78]이후 수일, 수개월 동안 인도와 파키스탄은 카슈미르 국경을 따라 교전을 계속하여 양측에 수십 명의 군인과 민간인 사상자가 발생했다.
  • 2019년 인도-파키스탄 국경 교전: 2019년 2월 14일 인도 CRPF 호송차량에 대한 자살 공격으로 최소 40명의 병력이 사망했다.공격의 책임은 파키스탄에 본부를 둔 자이쉬-에-모하마드에 의해 주장되었다.[79]12일 뒤인 2019년 2월 인도 전투기들이 파키스탄 카이버 파크툰화(Kyber Pakhtunkhua)주 JeM 캠프에 대한 공습을 위해 국제 국경을 넘었다.[80][81]인도는 JeM 소속 무장세력을 매우 많이 죽였다고 주장했다.[82]파키스탄은 어떠한 손실도 겪지 않았다고 거절했다.[83]이 소식통과 위성사진 분석 결과 인도 공군은 해당 건물에 최소한의 피해를 준 것으로 보이지만 파키스탄은 1개월 반이나 43일 동안 현장을 폐쇄한 뒤 언론에 공개해야 했다.[84][85][86][87][88][89][90]그 사건은 인도와 파키스탄 사이의 긴장을 고조시켰다.다음 날, 인도와 파키스탄의 공군은 공중전투에 갇혔다.파키스탄은 인도 항공기 2대를 격추하고 조종사 아비난단 바르타만 1명을 생포했다고 주장했다.파키스탄 군 관계자는 파키스탄에서 추락한 인도 항공기 1대가 카슈미르를 관리했고, 인도에서 추락한 다른 1대는 수호이 수-30MKI라는 소문이 퍼졌다고 주장했다.한편, 인도 버전은 파키스탄의 F-16을 격추하는 과정에서 MiG-21을 잃는 내용을 담고 있다.[91][92]IAF는 또 F-16의 비행기에 의해서만 발사될 수 있다고 주장한 AIM-120 AMRAAM 미사일의 잔해도 전시했다.이 미사일들은 IAF에 의해 Su-30에 의해 발사되고 걸림돌이 되었다고 한다.[93]파키스탄은 F-16 격추에 대한 인도의 주장을 거부했다.당초 전시된 MiG-21 Bison의 4기 공대공 미사일을 3기 이상 모두 발사했고, 모든 미사일 탐색기 헤드는 잔해에서 온전한 상태로 복구되었다. 그러나 R-73의 한 기체가 파괴되고 비미사일은 발사된 적이 없다고 주장했다.[94]전면전의 위협에 따라 아비난단은 이틀 만에 풀려났다.[95]포린폴리시지의 펜타곤 특파원은 보고서에서 파키스탄이 이번 사건 이후 미국을 초청해 F-16기를 물리적으로 세어보도록 했다고 주장했다.미 국방부 고위 관리 2명은 포린폴리시(Foreign Policy)에 "최근 미국 요원들이 파키스탄의 F-16을 세어 실종자가 없는 것으로 파악됐다"고 말했다.[96]미 국방부 대변인은 "개표가 진행되는 것을 알지 못한다"고 밝혔지만,[97] 미 국방부는 이에 대해 공식 입장을 내놓지 않았다.그러나 외교정책보고서에 반하는 유출은 없었다.[98]인도는 자신들의 주장을 재확증하기 위해 항공 교전 장면이 담긴 전자 영상을 공개했다.[99][100]파키스탄 당국은 인도가 공개한 레이더 영상을 거부했다.[101]LoC를 가로지르는 간헐적인 발사가 뒤따랐다.몇 달 후인 10월 8일, 공군의 날에 인도는 파키스탄이 지난 2월 27일 공중전에서 격추했다고 주장했던 것과 같은 Su-30MKI "Avenger 1"[102] 항공기를 비행했다.
  • 2020~2021년 인도-파키스탄 국경 분쟁:이 대치 상황은 2020년 11월 통제선을 따라 인도군과 파키스탄군 사이에 총격과 포격의 대규모 교전이 벌어져 민간인 11명을 포함해 최소 22명이 사망했을 때 더욱 심각해졌다.[103]파키스탄 외무부는 인도가 2020년 최소 2729차례 휴전을 위반해 21명의 파키스탄 민간인이 사망하고 206명이 중상을 입었다고 밝혔다.[104]인도와 파키스탄은 2021년 2월 공동 성명을 내고 "온라인 구축 논의를 거쳐 2021년 2월 25일 자정부터 발효되는 모든 평화·정전협정을 '엄정 준수'하기로 합의했다"고 밝혔다.양측은 기존의 핫라인 접촉과 국경 깃발 회의가 향후의 오해를 풀기 위해 사용될 것이라는 데 동의했다.[105][106][107]

사건

핵무기

  • 키라나-I: 1980년대에는 극비리에 무니르 아흐마드 칸 회장이 이끄는 PAEC에 의해 24차례의 서로 다른 냉기 실험이 실시되었다.[119]사르고다 키라나힐스의 터널은 차개 핵실험장 이후 지루했던 것으로 전해져 1979년부터 1983년 사이에 터널이 건설된 것으로 추정되고 있다.차가이에서와 마찬가지로 키라나 힐즈의 터널은 지루한 뒤 봉인되어 있었고 이 업무도 PAEC의 DTD가 맡았다.[119]이후 키라나힐스 부지에 대한 미국의 과도한 정보 및 위성 집중으로 인해 버려졌고 핵무기 실험은 칼라 치타 산맥으로 옮겨졌다.[citation needed]

  • 샤가이-II: 이틀 후인 1998년 5월 30일, 파키스탄은 일련의 지하 실험을 완료한 6차 핵 장치를 폭발시켰고, 이것이 현재까지 두 나라가 수행한 마지막이다.[123][124]

이 전쟁들은 인도와 파키스탄의 영화와 텔레비전 드라마 작가들 모두에게 근원을 제공했다. 그들은 드라마의 목적을 위해 전쟁의 사건을 각색했고 그들 국가의 관객들을 즐겁게 하기 위해 그 전쟁의 대상을 조정했다.
