하울랜드와 베이커 제도의 위치

하울랜드 베이커 섬은 적도 태평양에 있는 두 개의 무인 아톨라이다.[1] 두 섬 모두 야생동물 보호구역이며, 그 중 더 큰 섬은 하울랜드 섬이다. 그들은 둘 다 미국 군소 외딴섬의 더 큰 정치적 영토의 일부분이며, 둘 다 피닉스 제도의 더 큰 지리적 그룹의 일부분이다. 각각은 미국 내무부, 미국 어류야생동물 보호국이 관리하는 국립 야생동물 보호구역이다.[2] 2009년 1월 6일, 조지 부시 대통령은 태평양 원거리 제도 해양 국립 기념비에 두 섬을 포함시켰다.[3][4]

하울랜드베이커 배타적경제수역(EEZ)은 미국 해안경비대가 보호하는 400해리 직경 지역이다.[5] Howland-Baker EEZ는 42만5,700 km를2 가지고 있다;[6] 그에 비해 캘리포니아는 42만3,970 km를2 가지고 있다.

EEZ 히스토리

1976년 마그누슨-스테븐스 어업 보전 관리법은 1983년 대통령령으로 제정된 미국 EEZ에 규정되었다.[8] 1979년 9월에 체결된 타라와 조약은 1983년 9월에 발효되어 베이커 섬과 맥킨사이에 EEZ의 국제적 경계를 만들었다. 제4조는 구체적으로 "양국 정부는 연안 어업과 관련한 경제발전에 있어 상호 이익을 위해 긴밀한 협력에 있어 국민의 이익을 인정하고 있다"[9]고 명시하고 있다. 2008년부터 이 경계선의 키리바시 쪽은 해양보호구역피닉스 제도 보호구역이었다.

토지 면적 및 영유권 주장

이 섬들을 합치면 855에이커(1.336평방미터, 3.46km2)의 무인도 땅이다. 하울랜드와 베이커는 37해리(69km, 43mi)로 분리된다.[10] 하울랜드와 베이커가 분리된 EEZ였다면, 두 섬 중 어느 한 곳의 200해리 EEZ 반경은 다른 섬의 EEZ 80%와 겹칠 것이다. 이 EEZ를 합친 면적으로 보면, 이 EEZ는 미국 해안선 전체(1,130만 km2 중 42만 5천 km2)의 4%로 한국이나 쿠바보다 크다.

지질 설정

하울랜드와 베이커 섬은 약 1억 2천 5백만 년에서 7천 5백만 년 된 화산이며,[6] 그 위에 산호가 플랫폼을 형성했다. EEZ에는 백악기의 중간 크기의 해산이 10개 있다. 해저의 대부분은 깊이가 5,000미터(1만6,000피트) 이상이며 심연 침전물로 덮여 있다.[6]

경제적 잠재력

유일한 즉각적인 채굴 잠재력은 섬 자체(인산염, 모래, 자갈 및 산호)에서 즉각적으로 발생하며, 이는 연구에 따라 보호되는 상태와 상충된다. 몇몇 해산의 철 퇴적물도 중간 가능성으로 언급되지만 에너지 자원은 확인되지 않는다.[12] 그 섬들은 인광석과노 자원을 가지고 있다.[6] 그러나 야생동물 보호구역과 비석의 수몰지 및 해역에서는 낚시, 심해 채굴 등 모든 상업적 채굴활동이 금지된다.[13]

키리바시와의 경계

경계 시행

2005년 미 해안경비대는 키리바티와의 하울랜드-베이커 EEZ 국경에서 2마일 떨어진 곳에서 300만달러짜리 지갑 선인을 압수했고, 1년 뒤 사건은 괌 연방지방법원으로 넘어갔다.[5][8] 괌의 관할구역은 1976년 매그너슨-스테븐스 어업보전 관리법에 의해 규정되어 있다.[17]

세상의 구석에서

항해시간을 기준으로 하울랜드와 베이커 섬은 UTC-12에서 미국의 유일한 영토로 새해를 맞이하는 미국의 마지막 지역이다. 그들은 웨이크 아일랜드 시간대에 24시간 뒤쳐져 있다.

이 지역은 위성이 지동기식 지구 궤도에 머물 수 있는 적도 대역에 위치하며, 위성은 NSS-9이다. 1964년, 싱콤 3호는 하울랜드에서 210해리(240mi, 390km) 떨어진 적도국제 날짜 선에 위치했고, 우주로 22,236마일(35,785km) 떨어진 곳에 위치했다. 싱컴3는 최초의 정지궤도 위성으로, 1964년 도쿄 하계 올림픽의 TV 생중계를 전달하는 데 사용되었다.[18]

자비스 문 아래
