푸에르토리코 교육부(PRDOE)는 미국의 주 전체 공교육 시스템 중 하나로, (하와이가 다른)이 있다. PRDOE는 푸에르토리코의 공립 학교뿐만 아니라 섬의 교육 시스템커리큘럼을 관리하는 주 교육 기관이다.[1] 산후안 하토 레이에 본부를 두고 있는 이 학과는 미국교육부의 결과물이다.[2] 푸에르토 리코의 행정부의 2019년의 또한 가장 큰 기관, 이상 35억달러의 연간 예산 USD[3]과 공장에서는 72,000명 이상과 2020년 미국에 등록으로 276,413 학생들과 857년 학교들이랑 같이 백화인 한국 3위의 학구, 이상 41,000teachers,[4][5]staff—including.[6][7][8]

학과는 이전에 푸에르토리코 공교육부로 알려져 있었다. 현지법에 따르면 모든 공립학교는 푸에르토리코 교육위원회의 허가를 받아야 한다.

역사

이 부서는 1952년 7월 25일 푸에르토리코 헌법 제4조 6항에 따라 설립되었다.[3]

1950년에는 교육감이 관리하는 구역이 각각 74개였다. 1950년 바야몬 지구 교육감을 지냈고 푸에르토리코 교육부 장관도 역임한 후안 베르나르도 후이케는 많은 책을 썼으며 섬 공립학교 학생들을 위한 이중언어 교육의 강력한 지지자였다.[9]

2012년 루이스 포르투뇨 주지사는 이 섬의 학교들을 현대화하기 위한 "21세기" 프로그램에 따라 최초의 학교를 설립했다.[10] 비평가들은 학교를 현대화할 때 지역사회의 투입이 고려되지 않았다는 신호를 보냈다.[11] ARRA 자금을 사용한 프로그램으로 리모델링한 학교는 총 100곳이다.[12][13]

2020년 푸에르토리코 나구아보의 공립학교

2016년에 PROMESA푸에르토리코 재무부를 포함한 섬 재정에 대한 재정 감독관리 위원회에 권한을 부여했다. 이사회는 2021년에 9천 5백만 달러의 감소를 앞두고 있는 특수 요구 교육을 포함한 여러 차례에 걸쳐 교육 삭감을 명령했다.[14]

2017년 줄리아 켈레어는 이 부서의 비서가 되었다. 그해 푸에르토리코 정부채무 위기로 학과는 187개 학교가 휴교한다고 발표했고 그 수는 곧 179개로 수정됐다.[15] 일단 문을 닫은 후에 학교 건물과 건물을 다른 용도로 사용하기를 원하는 많은 지역사회에서 불상사를 일으켰다.[16] 라레스에서는, Filetas Arce(푸에르토리코 고속도로 129번지)에 있는 학교를 포함하여, 사용하지 않는 공립학교들을 라레스 농업에 이용하기 위해 개조하기로 결정했다.[17]

이로 인한 인구 감소와 함께 섬의 경제 위기는 학생 인구의 감소를 초래했다.[8] 2020년에는 그 학과의 학생 수가 16,105명으로 전년보다 5.5% 감소했다.[18]

그 부서는 또한 교사와 이사들을 포함한 개인적인 부족을 보아왔다. 이 기관은 2013년 500명,[19] 2019년[20] 300명, 2021년 457명 등 대부분 수백명의 인력이 더 필요했다.[21] 2018년 미국 교원단체총연합회 회장 랜디 와인가튼은 학년의 시작이 "차오스와 계획화의 결여"로 인해 고통 받고 있음을 시사했다.[22]직원 부족은 많은 학교들이 수업 첫 주를 연기하는 결과를 낳았다.[23]

2020년 9월 트럼프 행정부는 FEMA를 통해 130억 달러를 전기 인프라와 교육 시스템을 재구축하기로 한 푸에르토리코에 승인했다.[24] 그 부서는 2021년에도 계속해서 재정적으로 어려움을 겪고 있다. 엘리에저 라모스 파레스 임시장관은 국가 및 지역 공급원으로부터 7억4900만 달러가 삭감되는 것을 목격했으며 그 결과 임금에 필요한 5,800만 달러가 부족했다고 전했다.[25]

2019~20년 푸에르토리코 지진은 여러 학교들이 피해를 입거나 문을 닫는 결과를 낳았다. 수리비를 받지 못해 수업 재개에 차질을 빚었다.[26]

COVID-19 전염병

2021년에는 COVID-19 대유행의 결과로 온라인 학습과 관련된 문제로 인해 다음 학년으로 합격하지 못할 위험이 있는 37,000명의 학생들을 돕기 위한 여름 수업을 발표했다.[27] 이것은 적어도 실패의 위험에 처한 학생 인구의 20%를 나타낸다.[28]2021년 봄 학기 동안 주지사 페드로 피에를루이시는 유행병으로 휴교된 학교들을 다시 개교하려고 시도했지만, 이 계획들은 지연되었다. 학교 재개설 과정은 일부 학교에는 교사, 심리학자, 관리인이 부족하다는 것을 보여주었다.[29] 그럼에도 불구하고 백신을 접종해야 하는 자격을 갖춘 학생들은, 학기가 시작되기 며칠 전 학과는 얼마나 많은 학생들이 COVID-19 주사를 맞았는지 알지 못했다.[30] 교육부는 2021년 8월 학기 동안 공기청정기를 주문했으나 경쟁력 있는 절차 부족으로 인해 금융감독관리위원회에 의해 구매가 중단되었다.[31] 공기청정기 시공사는 학생들에게 과외를 제공하는 것과 관련된 또 다른 논란의 여지가 있는 계약에 관여했었다.[32]

페드로 피에루이시 주지사의 성차별 폭력에 관한 행정명령의 일환으로 2021년 3월 그 부서는 2022년 교육과정에 성별 연구를 통합할 것이다.[10][11]

이 기관은 그 섬의 특수학교 단위(UNEE, 스페인어로 이니셜을 따서 UnE)가 포함된 프로젝트 교육적 변환 영역을 포함한 영역으로 나뉜다.[33] 이들 학교는 마그넷스쿨로 특정 교재를 전문으로 하고 다른 공립학교보다 입학 요건이 높다. CROEMUniversity Garden High School과 같이 잘 알려진 많은 학교들이 UnEE 학교들이다.[34]

몬테소리 스쿨

그 부서는 몬테소리 교육 보조 사무국(SAEM, 스페인어 이니셜을 위해)이 운영하는 자율 프로그램을 가지고 있다. 2021년 현재 13,500명의 학생을 둔 47개 학교가 이런 방식의 교육을 시행하고 있다.[34]에서 미국 몬테소리 협회가 인가한 유일한 기관인 누에바 에스쿠엘라 연구소는 이 프로그램과 제휴하여 교육 자료를 만드는 것을 돕는다.[33]

교복

그 학과는 이전에 모든 학생들에게 교복을 입도록 요구했고 의료 면제를 위해 교복을 입도록 허락하지 않았다.[35] 2020년에 그 부서는 단색 티셔츠, 폴로 또는 단추 셔츠가 허용될 수 있다고 말했다. 공립학교는 특정 교복을 요구하는 것이 금지되어 있고 그 결과 교복을 구입하는 것은 자유시장에 개방된다.[36]이러한 변화는 2021-2022 학년부터 시행될 것이다.[37]
