바기다리 제도(Hindi: जनगीीद,,, people partnership)는 인도 델리 주 정부가 주도하여 지역 거버넌스에 대한 폭넓은 시민 참여를 촉진하기 위한 것이다.[1] 정부가 밝힌 목표는 '공공 서비스의 질, 효율성, 제공'을 개선하기 위해 '행정의 투명성책임성을 더 높이는 것'이다.[2]

이니셔티브는 (당시 새로 선출된)에 의해 발표되었다. 1998년 12월 델리쉴라 딕시 장관.[3] 폐기물 관리 분야에서 2003년 출범해 성과가 엇갈렸다.[4] 민관 파트너십을 촉진하기 위한 제도로서, Bagidari는 특정 Bagidars, 즉 파트너들이 이 계획에 참여할 수 있도록 훈련한다. Bhagidar에는 "시장 및 산업 협회, 델리에서 활동하는 시, 주, 중앙 정부 부서에 걸친 관료, 델리 개발청이 승인한 주거 식민지에 기반을 둔 거주자 복지 협회(RWAs) 등이 포함되어 있으며, 그 회원은 재산 소유주에게만 개방된다"고 되어 있다.[5] Bagidari는 2005년 UN 공공 서비스 상을 수상했다.
