중국인종차별중국의 역사, 민족주의, 중국화 그리고 다른 요소들로 인해 발생합니다.현대 중국의 인종차별은 다양한 상황에서 기록되고 있습니다.민족적 긴장은 신장 분쟁, 위구르족과 다른 소수 민족들에 대한 지속적인 억류국가 박해, 2010년 티베트어 시위 (티베트의 중국화에 반대하는 시위), 2020년 내몽골 시위 (내몽골의 중국화에 반대하는 시위),특히 아프리카 사람들에 대한 차별과 흑인들에 대한 일반적인 차별

인구통계학적 배경

중국은 역사적으로 인구의 90% 이상이 한족이었습니다.[1]그 나라의 일부 민족은 신체적 외모와 상대적으로 낮은 혼간 비율로 구별됩니다.다른 민족들은 한족과 결혼을 했고, 그 결과 그들의 신체적 외모는 한족의 신체적 외모와 닮았습니다.중국어를 모국어 수준으로 유창하게 구사하는 소수 민족들이 늘어나고 있습니다.부모 중 한 명이 소수 민족에 속한다면, 비록 그들의 조상이 주로 한족일지라도, 아이들은 태어날 때 소수 민족의 지위를 받기도 합니다.일부 도시에는 이민자들과 외국인 거주자들이 살고 있습니다.

역사

위구르족과의 분쟁

찬도스 출판사의 궈룽싱의 신장에서의 소요에 관한 책에 따르면 1990년 바렌 타운쉽 폭동은 중국 정부에 의해 현지 위구르 여성들에게 250개의 강제 낙태가 시행된 후에 일어났다고 합니다.[10]

현대 중국에서 인종차별 사건이 계속 발생하고 있으며, 중국 정부 소식통들이 인종차별의 존재를 부정하거나 경시하기 때문에 논란의 대상이 되고 있습니다.학자들은 중국의 국가 선전이 인종차별을 서구의 현상으로 묘사하는 것이 자국 사회의 인종차별에 대한 인식 부족으로 이어졌다고 지적했습니다.[23][24][25][26]2018년 8월 유엔 인종차별철폐위원회는 중국 법률이 '인종차별'을 제대로 정의하지 않고 파리 원칙에 부합하는 인종차별금지법이 결여돼 있다고 보고했습니다.[27]

중국56개 인정된 민족 의 평등에 대한 수사에도 불구하고, 시진핑 중국공산당 총서기는 2012년 11월 학자들과 언론으로부터 한 중심적이라는 비판을 받아온 차이나 드림의 모델을 발표했습니다.[25]

베이징에서 불법체류 외국인에 대한 100일간의 단속은 2012년 5월부터 시작되었는데, 최근 범죄로 인해 베이징 주민들이 외국 국적자들을 경계하고 있습니다.[28][29]중국 중앙 텔레비전(CCTV)의 진행자인 양루이는 "외국 쓰레기"를 수도 밖으로 치워야 한다고 말해 논란이 되고 있습니다.[28]2016년 갤럽 인터내셔널 여론조사에 따르면 중국인 응답자의 약 30%와 홍콩인 응답자의 53%가 일부 인종이 다른 인종보다 우월하다고 동의했습니다.[30][31]

반일감정

반일 감정은 주로 제2차 중일전쟁 때 자행된 일본의 전쟁범죄에서 비롯됩니다.일본의 역사교과서 수정주의우요쿠단타이에 의한 난징대학살과 같은 사건들의 부정(혹은 백세)은 중국에서 반일감정을 계속 불태우고 있습니다.중국공산당 애국교육운동을 통해 반일감정을 조장해 왔습니다.[32]BBC 뉴스 보도에 따르면 반일 시위는 중국 당국으로부터 암묵적인 승인을 받았다고 하지만 이 주일 중국 대사는 중국 정부는 그러한 시위를 용납하지 않는다고 말했습니다.[33]

반이슬람 정서

최근의 연구들은 현대 중국에서 일부 한족들이 서북후이반란과 같은 한족과 무슬림 사이의 역사적 갈등을 이용하여 반이슬람 신앙과 편견을 정당화하고 조장하려고 시도했다고 주장합니다.[34][35]학자들과 연구원들은 또한 서양 이슬람 혐오증과 "테러와의 전쟁"이 중국에서 반이슬람 정서와 관행의 주류화에 기여했다고 주장했습니다.[36][37]최근의 연구들은 무슬림들과 이슬람교에 대한 중국의 뉴스 미디어의 보도가 대체로 부정적이라는 것을 보여주었는데, 이는 무슬림들을 위험하고 테러에 취약한 사람들로 묘사하거나 정부로부터 불균형한 원조를 받는 사람들로 묘사하는 것이 일반적이었습니다.[38][39]중국의 사이버 공간은 반이슬람 수사학을 많이 포함하고 있고, 비이슬람교도인 중국인들은 이슬람교도와 이슬람교에 대해 부정적인 견해를 가지고 있다는 연구 결과도 있습니다.[38][40][41]이슬람교도에 대한 차별과 이슬람 사원의 신성화가 보고되었습니다.[42][43][44][45]

2018년 중동연구소와 인터뷰한 중국의 중동 청년들은 대체로 차별을 받지 않았습니다.그러나, 한 예멘인은 그가 이슬람교도라고 진술했을 때 일부 중국인들로부터 불리한 반응을 얻었다고 말했는데, 이는 특히 중국인 친구들을 사귄 후 시간이 흐르면서 극복할 수 있었던 것입니다.[46]

위구르 학살

재교육 캠프 안팎에서는 강제 낙태와 피임, 살균 등에 대한 보도가 확산되고 있습니다.신장 지역에서 온 37살의 임산부는 카자흐스탄에 살기 위해 중국 시민권을 포기하려고 했지만 중국 정부로부터 절차를 마치려면 중국으로 돌아와야 한다는 말을 들었다고 말했다고 NPR은 보도했습니다.그녀는 관계자들이 동생이 수용소에 수감되는 것을 막기 위해 강제로 낙태를 시키기 전에 자신과 두 아이의 여권을 압수했다고 주장하고 있습니다.[65]위구르족 여성 줌라트 드워트는 남편이 파키스탄 외교관들에게 요청을 통해 자신을 밖으로 꺼내기도 전에 수용소에서 생활하던 중 튜브 결찰강제로 살균됐다고 주장했습니다.[66][67]신장 지역 정부는 그녀가 강제로 살균되었다고 부인하고 있습니다.[66]AP통신은 신장 지역에서 위구르족 여성들에게 피임약을 강요하는 '광범위하고 체계적인' 관행이 나타나고 있다며,[68] 많은 여성들이 피임약을 강요받았다고 보도했습니다.[69][70]헤리티지 재단은 관리들이 위구르 여성들에게 알려지지 않은 약을 복용하도록 강요하고, 그들을 의식을 잃게 하고 때로는 생리를 완전히 멈추게 하는 어떤 종류의 하얀 액체를 마시게 했다고 보도했습니다.[71]

위구르 무슬림인 타히르 하무트는 어린 시절 초등학교 시절 노동캠프에서 일했고, 이후 성인이 되면서 재교육캠프에서 목화 줍기, 자갈 삽질, 벽돌 만들기 등의 일을 했습니다."모든 사람은 모든 종류의 노동을 강요받거나 처벌을 받아야 합니다."라고 그는 말했습니다."임무를 완수하지 못하는 자는 매를 맞게 될 것입니다.[72]

2020년 3월, 중국 정부는 위구르 소수민족을 강제 노동에 이용하고 있는 것으로 밝혀졌습니다.당시 호주전략정책연구소(ASPI)가 발간한 보고서에 따르면 신장 지역에서 8만 명 이상의 위구르인들이 강제로 추방돼 최소 27개 기업 공장에서 강제 노동에 사용된 것으로 나타났습니다.[75]비즈니스 및 인권 자원 센터에 따르면, 아베크롬비 & 피치, 아디다스, 아마존, 애플, BMW, 휠라, , H&M, 인디텍스, 마크스 앤 스펜서, 나이키, 노스페이스, 퓨마, PVH, 삼성, 유니클로와 같은 기업들은 ASPI 보고서가 발간되기 전에 이 공장들로부터 각각 공급을 받았습니다.[76]

티베트인에 대한 차별

반 티베트 인종주의는 어떤 경우에는 한족들에 의해서도 행해졌습니다.중국공산당(중국공산당)은 창당 이래로 티베트의 영토에 대한 중국의 지배를 정당화하기 위해 티베트 문화를 야만적으로 묘사한 역사적 문서를 배포해 왔으며 한족 민족주의자들에 의해 널리 지지를 받고 있습니다.이처럼 중국 사회의 많은 구성원들은 티베트를 인종차별로 해석할 수 있는 부정적인 시각을 가지고 있습니다.티베트는 역사적으로 농노제/노예제를 실천한 봉건사회였으며, 이는 이 지역에서 중국의 영향으로 변화했을 뿐이라는 것이 전통적인 견해입니다[by whom?].[citation needed]

티베트-이슬람 간의 폭력 사태

1936년, 성시카이가 2만 명의 카자흐인을 신장에서 추방하고 칭하이로 강제 이주시킨 후, 마부팡이 이끄는 후이족 군대는 신장에 살던 카자흐인을 135명으로 줄였습니다.[84]7천 명이 넘는 카자흐인들이 북부 신장에서 티베트 칭하이 고원 지역(간쑤를 경유)으로 달아나면서 소요사태가 발생했습니다.마부팡은 카자흐인들을 칭하이의 목초지로 몰아냈지만, 이 지역의 후이족, 티베트족, 카자흐족은 계속해서 충돌했습니다.[85]

몽골인에 대한 차별

중국 공산당은 몽골어를 중국어로 점차 대체함으로써 네이멍구를 중국화시켰다는 비난을 받아왔습니다.비평가들은 중국 정부가 사람들의 소수 언어를 해체하고 그들의 소수민족 정체성을 근절하고 있기 때문에 문화적 대량학살을 자행하고 있다고 비난했습니다.퉁랴오에서 북경어 정책이 시행되기 시작한 것은 100만 명의 몽골 민족이 거주하고 있어 내몽골에서 가장 몽골인이 많이 거주하는 지역이기 때문입니다.5백만 명의 몽골인들은 내몽골 인구의 20%도 되지 않습니다.[86][better source needed]

2020년 네이멍구 시위중국 네이멍구 교육부가 민족학교에 부과한 교육과정 개혁으로 인해 발생했습니다.두 부분으로 이루어진 개혁안은 몽골어를 표준 만다린으로 대체하여 세 개의 특정 과목의 수업 매체로 사용하였으며, 또한 몽골 문자로 인쇄되었던 세 개의 지역 교과서를 표준 만다린으로 작성된 교육부에 의해 편집된 전국적으로 통일된 교과서 시리즈 [zh]로 대체하였습니다.[87][88][89]넓은 범위에서 볼 때, 교육과정 변경에 대한 반대는 중국지역 언어 교육의 쇠퇴를 반영합니다.[90]

2020년 9월 20일, 내몽골에서 최대 5,000명의 몽골 민족이 유목민의 목축 생활을 금지하는 정책 제정에 반대하여 체포되었습니다.남부 몽골 인권 정보 센터(SMHRIC)의 엔게바투 토고초크 소장은 중국 공산당의 정책을 "문화적 대량학살"이라고 말했습니다.내몽골에 거주하는 6백만 명의 몽골 민족 중 3분의 2가 수천 년 동안 행해온 유목 생활 방식을 실천하고 있습니다.[91]

2020년 10월, 중국 정부는 프랑스 낭트 역사박물관에 칭기즈칸의 생애와 몽골 제국의 역사에 바친 전시 프로젝트에 '칭기즈칸'과 '몽골'이라는 단어를 사용하지 말 것을 요청했습니다.낭트역사박물관은 중국 호하오터시 네이멍구박물관과 손잡고 전시 프로젝트를 진행했습니다.낭트 역사 박물관은 전시 프로젝트를 중단했습니다.이에 대해 베르트랑 길레 낭트 박물관장은 "새로운 민족 서사를 위해 몽골의 역사문화를 완전히 제거하는 것을 목표로 하는 개작의 의도적인 요소들"이라고 말했습니다.[92]

아프리카인과 아프리카 혈통의 사람들에 대한 차별

중국 본토의 코로나19 대유행 기간 동안 중국에서 아프리카인에 대한 인종차별과 아프리카계[104][105] 흑인 외국인에 대한 인종차별 행위가 보고된 건수가 모두 증가했습니다.[106][107][108][109][110][111]아프리카 출신이 아닌 흑인 외국인들도 중국에서 인종차별과 차별에 직면했습니다.[112][113]신종 코로나바이러스 감염증(코로나19) 관련 인종차별과 중국 내 아프리카인 차별에 대한 비판이 일자 중국 당국은 외국인을 위한 핫라인을 설치하고 광저우의 기업과 임대주택이 인종이나 국적에 따라 사람을 거부하지 않도록 하는 대책을 마련했습니다.[114][115]자오리젠 외교부 대변인은 중국이 차별에 대해 "무관용"하고 있다고 주장했습니다.[98]CNN은 이 주장이 코로나19 팬데믹 이전에 있었던 중국 내 아프리카인들에 대한 인종차별과 차별의 수십 년간의 긴 역사를 무시한 것이라고 밝혔습니다.[116]

2023년 8월, 휴먼라이츠워치중국에서 흑인에 대한 인종차별적인 내용이 인터넷에 널리 퍼져 있다고 보도했습니다.[123][124][125]학자 쿤황에 따르면, 중국계 아프리카인 혼혈인이 소셜 미디어에서 입소문을 탈 때마다 민족주의적 반발이 뒤따랐다고 합니다.[126]

동남아시아인에 대한 차별

홍콩에서 주거, 고용, 공공 서비스, 그리고 경찰에 의한 견제와 관련하여 남아시아 소수민족들에 대한 광범위한 차별이 있었다는 보고가 있었습니다.[127]2001년 조사에 따르면 소수민족 응답자의 82%가 홍콩의 상점, 시장, 식당으로부터 차별을 당한 적이 있다고 답했습니다.[128]2020년 조사에서는 소수민족 응답자의 90% 이상이 어떤 형태로든 주거 차별을 경험한 것으로 나타났습니다.[129]대부분 남아시아 사람들인 외국인 가사 노동자들은 고용주들에 의한 강제 노동, 열악한 수용, 언어적, 신체적, 성적 학대의 위험에 처해 있습니다.[130]홍콩 저스티스 센터의 2016년 조사에 따르면 이주 가사 노동자의 17%가 강제 노동에 종사하고 있는 반면 94.6%는 착취의 징후를 보였습니다.[131]
