2019-2020년 홍콩 시위[22](, 다른 이름으로도 알려져 있음)는 홍콩 정부가 범죄인 인도와 관련하여 도주범 조례를 개정하는 법안을 제출한 것에 반대하는 일련의 시위입니다. 그것은 홍콩 역사상 가장 큰 일련의 시위였습니다.[23][24]

정부와 경찰의 지지율이 1997년 인수인계 이후 최저점으로 곤두박질쳤습니다. 중앙인민정부는 시위가 대체로 "지도자가 없는" 것으로 묘사되었지만, 외국 세력이 분쟁을 선동하고 있다고 주장했습니다. 미국은 2019년 11월 27일 홍콩 인권민주주의법을 통과시켰습니다. 홍콩에서 사용된 전술과 방법은 전 세계적으로 이어진 다른 시위에 영감을 주었습니다.[26]

이름

홍콩에서는 법안 중단 이후 시위를 포함해 시위 전반을 지칭하는 용어로 반(反)이민법개정법률안운동 또는 반(反)이민법안운동(중국어: 反對逃犯條例修訂草案運動/ 反修例運動)이라는 명칭이 자주 사용되고 있습니다. 2019년 홍콩 시위라는 이름은 시위 종료일에 일반적으로 합의된 것이 없기 때문에 사용되기도 합니다.[29]

2019년 10월 27일 자밀 안데를리니 폴리티코 편집장은 파이낸셜 타임즈에 "홍콩의 '물 혁명'은 통제 불능 상태로 회전합니다"라는 제목의 기사를 실었습니다.[30] 무예가 브루스 리(Bruce Lee)의 "물과 같다"는 싸움 조언에 대한 언급으로 물 혁명(Water Revolution)이라는 이름은 이후 시위자들 사이에서 인기를 얻었습니다.[31]

배경

직접원인

도주범과 형사문제 입법(개정) 2019년 법안은 두 홍콩인이 관광객으로 방문 중이던 대만에서 2018년 남자친구 찬통카이(Chan Tong Kai)가 푼하이윙(Pun Hiu-wing)을 살해한 사건에 대응해 2019년 2월 홍콩 정부가 처음 제안했습니다. (중국 정부대만의 주권을 인정하지 않기 때문에) 대만과의 범죄인 인도 조약이 없기 때문에, 홍콩 정부는 도주범 조례(Cap. 503)와 형사 문제 상호 법률 지원 조례(Cap. Cap.)의 개정을 제안했습니다. 525) 공식적인 범죄인 인도 조약이 없는 지역에 대한 최고 책임자의 명령에 따라 도망자의 사건별 이송 메커니즘을 구축합니다.[32]

근본적인 원인

2014년[35] 우산혁명실패하고 2017년 홍콩 민주화 운동가들이 투옥된 [36]후, 중화인민공화국 정부가 점점 더 홍콩의 일에 간섭하는 것처럼 보이자 시민들은 홍콩 기본법에 규정된 "높은 수준의 자치권"의 상실을 두려워하기 시작했습니다. 특히, NPCSC6명의 의원들의 결격에 대해 판결을 내리기에 적합하다고 여겼습니다. 코즈웨이 베이 북스 실종 사건으로 인해 국가가 제재한 공연과 사법구금에 대한 두려움이 촉발되었습니다.[37][36] 시진핑2012년 가장 중요한 지도자의 최고위직인 중국 공산당 총서기에 취임한 것은 더욱 강경한 권위주의적 접근을 보여주었는데, 특히 신장 수용소 건설이 두드러졌습니다. 홍콩도 마찬가지로 뒤통수를 맞을 수 있다는 공포가 시위의 중요한 요소가 됐습니다.[38]

2010년대에 반 본토 정서가 팽배해지기 시작했습니다. 1997년부터 매일 150명의 중국 이민자를 할당하고 본토 방문객들의 대규모 유입은 홍콩의 공공 서비스를 긴장시키고 현지 문화를 잠식했습니다. 본토인들의 인식된 오만함은 홍콩인들의 경멸을 받았습니다.[38] 우산 혁명 이후 지역주의독립 운동의 부상은 운동가 에드워드 렁2016년 신계주 동부 보궐 선거를 위한 세간의 이목을 끄는 캠페인으로 특징지어졌습니다.[39] 홍콩 대학의 여론 조사 기관들에 의해 발견된 바와 같이, 자신들을 중국인이라고 밝힌 홍콩의 젊은이들이 점점 줄어들고 있습니다. 젊은 응답자일수록 중국 정부에 대한 불신이 컸습니다.[37] 중국의 스캔들과 부패는 중국의 정치 시스템에 대한 사람들의 신뢰를 흔들었습니다; 2012년 도덕과 국가 교육 논란, 홍콩과 본토 도시를 연결하는 고속 철도 연결 프로젝트 그리고 그 후의 공동 위치 협정은 매우 논란이 많은 으로 드러났습니다. 시민들은 이러한 정책들을 홍콩에 대한 지배력을 강화하기 위한 베이징의 결정으로 여겼습니다. 2019년까지 중국인으로만 확인된 홍콩 청년은 거의 없습니다.[40]

우산혁명은 일부 사람들에게 영감을 주고 정치적 각성을 가져왔지만,[35][41] 우산혁명의 실패와 그에 따른 친민주적 블록 내 분열은 전략과 전술에 대한 재평가를 촉발했습니다. 그 후 몇 년 동안 평화적인 시위는 민주적 발전을 진전시키는 데 효과가 없다는 일반적인 합의가 나타났고, 더 이상의 시위에서 하지 말아야 할 것을 보여주는 사례가 되었습니다. 언론들은 2019년 시위가 2014년의 낙관론보다는 절박감에 이끌렸다고 지적했습니다.[42][43] 시위의 목적은 법안을 철회하는 것에서 발전하여 약속된 자유와 자유의 수준을 달성하는 것을 중심으로 굳어지고 있습니다.[44]

목적

당초 시위대는 범죄인 인도 법안 철회만 요구했습니다. 2019년 6월 12일 치안 전술의 심각성이 고조된 후, 시위대의 목표는 다음의 5가지 요구를 달성하는 것이었습니다.[45]

  • 범죄인 인도 법안을 입법 과정에서 완전히 철회합니다. 비록 행정장관이 6월 15일에 이 법안에 대한 무기한 정지를 발표했지만, 법제심의회에서 "제2독회 재개 보류"의 지위는 그 법안의 읽기가 빨리 재개될 수 있었다는 것을 의미했습니다. 2019년 10월 23일 공식적으로 철회되었습니다.[46][47]

역사

초기 대규모 시위

2019년 6월 12일, 경찰은 최루탄을 사용하여 입법회 단지 밖에서 모인 시위대를 해산시켰습니다.

2019년 3월과 4월에 몇 차례의 경미한 시위가 있은 후,[54] 입법회의 친민주 의원들이 법안에 반대하는 필리버스터 캠페인을 시작하면서 반추방 문제는 더욱 주목을 받았습니다. 이에 대해 존 리(John Lee) 안보부 장관은 2019년 6월 12일 법안위원회를 우회하여 전체 의회에서 법안의 두 번째 읽기를 재개할 것이라고 발표했습니다.[55] 법안에 대한 재독의 가능성이 제기되면서, 시민인권전선(CHRF)은 6월 9일 세 번째 항의 행진을 시작했습니다. 경찰은 홍콩 섬 행진에 27만 명이 참석한 것으로 추산했지만, 주최 측은 103만 명이 집회에 참석했다고 주장했는데, 이는 전례 없이 높은 수치입니다.[56][57] Carrie Lam은 6월 12일에 법안에 대한 두 번째 읽기와 토론이 재개될 것을 주장했습니다.[58] 시위자들은 레그코 단지를 에워싸면서 레그코가 법안의 두 번째 읽기를 재개하는 것을 성공적으로 막았습니다.[59] 스티븐 로 경찰청장은 이번 충돌이 폭동이라고 선언했고,[60] 이후 경찰은 승인된 집회에서 시위대를 향해 최루탄을 발사하는 등 과도한 무력을 사용해 비난을 받았습니다.[61][62] 충돌 이후, 시위자들은 경찰의 잔혹성에 대한 독립적인 조사를 요구하기 시작했고, 그들은 또한 정부에 "폭동" 특징을 철회할 것을 촉구했습니다.

6월 15일, Carrie Lam은 법안의 정지를 발표했지만 완전히 철회하지는 않았습니다.[63] 같은 날, 35세 남성 마르코 렁링킷은 람의 결정과 경찰의 잔혹성 주장에 항의하다가 발판에서 미끄러져 17미터나 추락해 사망했습니다.[64] 배심원단이 "오행에 의한 죽음"이라고 판결한 [65]이 사고는 이 운동의 결집점을 형성했고 그의 반추 구호는 나중에 시위의 "5가지 요구"의 기초가 되었고 그의 노란 우비는 시위의 상징 중 하나가 되었습니다.[66] CHRF 추산에 따르면 다음 날 시위에는 거의 200만 명이 참여했으며 경찰은 33만 8천 명의 시위자가 절정에 달했다고 추산했습니다.[67] 6월 18일 람이 개인적으로 사과를 하는 동안 [68]그녀는 사임 요구를 일축했습니다.[69]

입법위원회의 난입과 확대

2019년 7월 1일, 시위대는 잠시 입법회 단지를 점거했습니다.

CHRF는 2019년 7월 1일 연간 행진에서 550,000명의 기록적인 투표율을 기록했다고 주장한 반면, 경찰은 정점에 약 190,000명을 추산했으며,[70][71] 독립적인 여론 조사 기관은 260,000명의 투표율을 예상했습니다.[72] 시위는 대체로 평화로웠습니다. 2019년 6월 15일 이후 몇 명의 자살자들이 추가로 발생한 것에 일부 분노한 밤, 몇몇 급진적인 시위자들이 입법 위원회에 들이닥쳤으며, 경찰은 이들을 막기 위한 조치를 거의 취하지 않았습니다.[73][74][75]

2019년 7월 1일 이후 시위는 홍콩의 여러 지역으로 확산되었습니다.[76][77][78] CHRF는 지난 21일 홍콩섬에서 또다시 반체제 시위를 벌였습니다. 시위대는 해산하는 대신 사이잉펀연락사무소로 향했고, 그곳에서 중국 국가 상징을 훼손했습니다.[79] 홍콩 섬에서 시위대와 경찰의 대치가 벌어진 가운데,[80][81][82][83] 3인조 조직원으로 추정되는 흰 옷을 입은 사람들이 나타나 원랑역 안에 있던 사람들을 무차별 공격했습니다.[84] 공격 과정에서 경찰이 불참했고, 지역 경찰서들이 폐쇄되면서 경찰과 공조한 것 아니냐는 의혹이 제기됐습니다. 이번 공격은 경찰에 대한 국민들의 신뢰를 무너뜨리고 정치적으로 중립적이거나 경찰에 대해 무관심했던 많은 시민들을 변화시키는 등 종종 운동의 전환점으로 여겨졌습니다.[85]

레이저 포인터의 위험성을 설명하기 위한 이전의 경찰 시위를 조롱하며 우주 박물관 밖에 있는 신문지를 향해 레이저 포인터를 가리키고 있는 시위자들은 체포된 학생 노조 위원장으로부터[86][87] 압수당했습니다.

8월 5일 총파업 요구에 약 35만명이 응답했으며,[88] 200편 이상의 항공편이 취소되어야 했습니다.[89][90][91] 8월 11일 경찰의 만행과 관련된 다양한 사건들로 인해 시위대는 8월 12일부터 14일까지 3일간 홍콩 국제 공항에서 농성을 벌였고, 공항 당국은 수많은 항공편을 취소해야 했습니다.[92][93][94] 8월 23일, 이 운동의 5가지 요구에 관심을 끌기 위해 약 21만 명의 사람들이 "홍콩 웨이" 캠페인에 참여했습니다. 그 사슬은 라이온 록의 꼭대기를 가로질러 뻗어 있었습니다.[95]

경찰의 금지령을 무시한 채, 전날 고위 민주화 운동가들과 국회의원들이 체포된 데 이어 8월 31일 수천 명의 시위대가 홍콩 섬의 거리로 나왔습니다.[96][97][98] 밤이 되자 특수전술단(공식적으로 특수전술단)이 프린스에드워드 역에 들이닥쳤고, 그곳에서 그들은 통근자들을 때리고 후추를 뿌렸습니다.[99] 9월 4일, 캐리 람은 10월에 레그코가 다시 소집되면 범죄인 인도 법안을 공식적으로 철회하고 상황을 진정시키기 위한 추가 조치를 도입할 것이라고 발표했습니다. 그러나 5가지 요구의 실현을 요구하는 시위가 계속되었습니다.[100]

대학의 심화와 포위

2019년 경찰에 가슴 총상 맞은 18세의 Tsang Chi-kin

경찰은 2019년 11월 12일 홍콩 중문대학교 입구에서 시위대와 대치했습니다.

2019년 11월 3일 밤 늦게 시위대가 경찰과 충돌했습니다. 홍콩과기대(HKUST)의 22세 학생인 알렉스 차우 츠록(Alex Chow Tzz-lok)은 이후 이 사유지의 주차장 2층에서 의식을 잃은 채 발견되었습니다. 그는 두 번의 뇌수술에 실패한 후 11월 8일에 사망했습니다.[114][115] 그가 사망한 후, 시위대는 경찰을 상대로 플래시 집회를 벌였고, 홍콩의 여러 지역에서 열린 집회에 참석했습니다. 그들은 그의 죽음을 경찰의 책임으로 돌렸지만, 경찰은 관련성을 부인했습니다.[116] 차우의 죽음에 대응하여, 시위대는 11월 11일부터 홍콩의 여러 지역에서 아침에 교통을 방해함으로써 도시 전역에서 파업을 계획했습니다.[117] 그날 아침, 한 경찰관이 사이완호에서 실탄을 발사했고, 비무장의 21살 청년이 자신의 총을 옆으로 치려고 시도하는 것에 대응했습니다.[118][failed verification] 11월 14일, 뤄창칭(羅昌淸)이라는 이름의 노인이 전날 셩수이(成水)에서 반정부 시위대와 주민들이 대치하던 중 머리를 다쳐 사망했습니다.[119][120]

2019년 11월 18일 야우마테이에서 시위자들이 홍콩 폴리테크닉 대학 안에 갇힌 시위대를 향해 돌파하기 위해 경찰의 경계선을 침범하려고 시도했습니다.

11월 11일 대치 중 처음으로 경찰은 최루탄, 스펀지 수류탄, 고무탄을 대학 캠퍼스에 쏘았고, 시위대는 이에 대응하여 벽돌과 휘발유 폭탄을 던졌습니다.[121] 홍콩중문대(CUHK) 학생 시위대가 이틀 연속 경찰과 대치했습니다.[122] 그 분쟁 이후, 시위자들은 잠시 몇몇 대학들을 점령했습니다.[123][124] 11월 17일, 홍콩 폴리테크닉 대학(PolyU)을 시위대가 장악하고 하버 횡단 터널을 봉쇄한 후, 시위대와 경찰 사이에 큰 충돌이 일어났습니다. 11월 18일 새벽 경찰이 캠퍼스로 돌진하여 시위대와 의용병 몇 명을 체포하는 것으로 끝이 난 폴리우 포위전이 시작되었습니다.[125][126] 2023년 3월 11일,[127] 20명이 2019년 포위된 PolyU 캠퍼스 근처에서 폭동으로 최대 64개월 동안 수감되었습니다.

선거 압승과 코로나19

정부와 시위에 대한 국민투표로 여겨지는 2019년 11월 24일 구의회 선거는 사상 최고의 투표율을 기록했습니다.[128] 결과는 친중 진영이 홍콩 역사상 가장 큰 선거 패배를 겪은 가운데 민주 진영이 압승을 거뒀습니다.[129][130] 민주화 유권자들의 전례 없는 선거 성공, 폴리우 포위전 동안의 집단 체포, 그리고 경찰의 더 빠른 대응은 2019년 12월과 2020년 1월에 시위의 강도와 빈도를 감소시키는 데 기여했습니다.[131] 그럼에도 불구하고 CHRF는 2019년 12월 8일과 2020년 1월 1일에 정부에 대한 압력을 유지하기 위해 두 번의 행진을 조직했습니다.[132][133]

중국 본토에서 코로나19 대유행이 발생하면서 대규모 집회가 바이러스 확산을 촉진할 수 있다는 우려 때문에 그 수가 더 줄어들었습니다. 그럼에도 불구하고, 친민주적 운동의 전술은 홍콩에서 팬데믹이 발생한 상황에서 정부가 공중 보건을 보호하기 위해 더 강력한 조치를 취하도록 압력을 가하기 위한 목적으로 변경되었습니다.[134] 2020년 2월과 3월 코로나19 사태가 고조되면서 시위 규모는 더욱 축소됐습니다.[135][136] 예를 들어 경찰은 시위대 해산을 위해 4인 이상 단체를 금지하는 코로나19 법을 사용했습니다.[137][138] 4월 18일, 경찰은 지미 라이, 마틴 리, 마가렛 응 등 15명의 민주화 운동가들을 2019년 활동으로 체포하여 국제적인 비난을 받았습니다.[139]

국가보안법 시행

국가보안법은 2019년 7월부터 주류 채택을 달성한 '홍콩을 해방하라, 우리 시대의 혁명'(중국어: 光復香港,時代革命) 구호를 외치거나 표시하는 것을 금지했습니다.

2020년 5월 21일, 전국인민대표대회(전인대) 상무위원회는 홍콩 기본법의 부속서 III에 추가될 "분리, 외국의 간섭, 테러, 전복"을 포괄하는 새로운 법초안 작성을 시작할 것이라고 국영 언론이 발표했습니다. 이는 법률이 지방 입법을 우회하여 공포를 통해 시행된다는 것을 의미했습니다.[141] 국제적인 압력에도 불구하고 NPCSC는 법의 내용을 국민과 지방 공무원들에게 알리지 않고 6월 30일 만장일치로 국가보안법을 통과시켰습니다.[142] 그 법은 도시에 소름 끼치는 효과를 만들었습니다.[143][144][145][146][147] 다른 나라의 지원을 위한 로비에 참여했던 데모시스토와 몇몇 독립을 지지하는 단체들은 그들이 새로운 법의 대상이 될 것을 우려하여 모든 활동을 해산하고 중단하기로 결정했다고 발표했습니다.[148] 7월 1일 수천 명의 시위자들이 새로 시행된 법에 반대하기 위해 나타났습니다. 이날 경찰은 시위 예술을 전시했다는 이유로 최소 10명을 "국가 안보를 어겼다"며 체포했습니다.[149]

국가보안법 시행 이후 국제사회는 중국에 대한 정책을 재평가했습니다. 서방 주요국(캐나다, 미국, 영국, 호주, 독일, 뉴질랜드)은 국가보안법 도입을 놓고 홍콩과 범죄인 인도 조약을 중단했습니다.[150][151][152][153][154] 마이크 폼페이오 장관이 홍콩이 더 이상 중국으로부터 자율적이지 않기 때문에 무역 등에서 동일한 국가로 간주돼야 한다고 의회에 통보하자 미국 의회는 홍콩 자치법을 통과시켰고 도널드 트럼프 대통령은 홍콩의 특별무역 지위를 취소하는 행정명령에 서명했습니다.[155] 미국은 7일 캐리 람을 포함한 홍콩과 중국의 고위 관리 11명을 홍콩의 자유와 자치권을 훼손한 혐의로 제재하겠다고 발표했습니다.[156] 영국 내무부는 2021년 초부터 홍콩 BN(O) 여권의 현재 및 이전 소지자가 영구 시민권 신청 자격이 되기 전에 부양가족과 함께 5년 동안 영국에 재정착할 수 있다고 발표했습니다.[157]

이후의 단속 및 탈출

민주당원들이 입법회의 과반수 확보를 열망하는 가운데 시민당은 예비선거를 추진하고 있습니다. 그 당의 4명의 후보자들은 정부에 의해 자격을 박탈당했습니다.

2019년 11월 구의회 선거에서의 성공으로 활성화된 친민주 블록은 9월 6일에 실시될 선거에서 70석의 입법의회 의석 중 절반 이상을 차지하는 것을 목표로 하고 있었습니다.[158] 국가보안법에 당황하지 않고 2020년 7월 중순 역사적인 첫 번째 예비선거에서 60만 명 이상의 사람들이 투표했습니다. 그리고 나서 홍콩 정부는 7월 30일 12명의 후보자를 실격시켰는데, 그들은 거의 모두 친민주적인 예비선거에서 승리한 사람들이었습니다.[159][160] 그 결정은 선거와 민주적 절차를 방해한 것에 대한 국제적인 비난을 받았습니다.[161] 다음 날,[162] 여론에 역행하는 캐리 람은 팬데믹을 이유로 들며 선거를 연기할 긴급 권한을 발동했습니다. 새정치민주연합은 지난 7월 자격이 박탈된 현역 의원 4명의 연장 임기 전환을 허용했지만, 2020년 11월 의원직을 내려놓기로 하면서 야당 의원 전원이 대거 사퇴했습니다.[163]

네이선 로 전 의원은 2020년 7월 마이크 폼페이오 미 국무장관을 만나 국가보안법, 친민주 예비선거, 공화당 선거 등에 관한 사항을 논의했습니다.

경찰은 사업가 지미 라이를 포함한 베이징의 지역 활동가들과 비평가들을 겨냥하기 위해 이 법을 계속 사용했습니다. 2021년 1월, 경찰은 50여 명을 체포했는데, 이들은 모두 '국가 권력 전복' 예비후보였습니다.[164] 이는 홍콩의 반대 진영에 있는 현역 및 저명한 정치인 대부분이 국가보안법을 이용해 당국에 체포됐다는 것을 의미했습니다.[165] 네이선 로, 바조 렁, 테드 후이 전 의원 등 국가보안법 위반 혐의로 추방된 활동가들에게 체포영장이 발부됐습니다.[166][167] 보석으로 풀려난 홍콩 활동가 12명이 지난 23일 쾌속선을 타고 대만으로 도주하던 중 중국 해안경비국에 붙잡혔습니다. 선전 옌톈에 구금된 이들은 이후 불법으로 중국 국경을 넘어온 혐의로 기소돼 변호사를 선임하고 가족들을 만나지 못했습니다.[168][169]

시위 활동이 줄어들자 정부는 홍콩에 대한 통제를 계속 강화하고, 학교 교과서를 검열하고 천안문 학살에 대한 어떠한 언급도 삭제했으며,[170] 학살 희생자들을 위한 집회 주최자들을 [171]체포하고, 당국이 정치적으로 부적절하다고 판단한 대중 시험 문제를 삭제했습니다.[172] "노란 리본" 교사들의 등록을 취소하고,[173] 홍콩에서 그것의 중요성을 인정하는 시의 최고 심사위원들의 이전의 언급에도 불구하고, 홍콩에 권력 분립은 존재하지 않는다고 선언했습니다.[174] 또 공격이 무차별적이지 않았다고 주장하며 공식 신고된 경찰 대응 시간을 변경하고, 공격으로 다친 민주화 성향의 람축팅 의원을 '폭동'으로 체포하는 등 원룽 공격의 서사를 재구성하려 했습니다.[175]

시민사회는 당국의 단속에 직면했고,[176] 이는 홍콩에서 대규모 탈출을 촉발했습니다. 민주화 운동가들과 국회의원들은 그 지역을 떠난 첫 번째 사람들 중 하나였습니다; 첫 번째 이민자 물결에는 젊은 전문가들과 부모들이 독립적인 비판적 사고에 중점을 두고 그들의 아이들을 학교에 보내기를 원했던 가족들도 포함되었습니다.[177] 국가보안법이 시행된 지 1년 만에 8만 9천 명이 넘는 홍콩인들이 도시를 떠났고, 도시는 사상 최대인 1.2%의 인구 감소를 목격했습니다.[178] 학부모들이 '세뇌' '애국적' 교육이 시행될 것을 우려하면서 학교들이 위축됐고,[179] 영국 정부가 여권 소지자들을 위한 새로운 이민 경로를 공개한 뒤 수만 명이 영국 국적(해외) 비자를 신청했습니다.[180]

시위대와 반대 시위대간의 충돌

시위 주최자이자 CHRF의 의장인 지미 샴은 시위가 진행되는 동안 두 번이나 공격을 받았습니다.
원룽 공격의 가해자들을 옹호했던 친베이징 성향의 호 주니우스 [181]의원이 공격을 받았습니다.

2019년 6월 이 운동이 시작된 이후 시위대와 반대 시위대 사이의 충돌은 더 빈번해졌습니다. 6월 30일 친경찰 집회에서 그들의 지지자들은 야당 상대에게 욕설을 퍼붓기 시작했고, 그들의 레논 벽과 마르코 렁 기념관을 파괴했고, 두 진영 사이에 격렬한 대립이 이어졌습니다.[182] 지난 14일 포트리스 에서 친베이징 시민들이 '홍콩 경찰을 사랑합니다' 티셔츠를 입고 중국 국기를 흔들며 시위대로 보이는 사람들을 폭행했습니다.[183] 레논 월스는 친베이징 시민들이 메시지를 해체하거나 포스터 예술을 제거하려고 시도하면서 두 진영 사이에 갈등의 현장이 되었습니다.[184][185] 일부 시위대와 보행자들은 한 명의 가해자나[186][187] 조직폭력배로 의심되는 사람들에 의해 Lennon Walls 근처에서 로 때리고 공격당했습니다.[188] 한 기자가 흉기에 찔리고 시위 전단을 배포하던 10대 청소년이 복부에 칼을 찔리는 사건이 발생했습니다.[189] 시위를 지지하는 것으로 보이는 소규모 사업체의 주인들과 그들의 직원들은 정치적인 의도가 있는 것으로 의심되는 공격으로 폭행을 당했고 그들의 사업체들은 파손되었습니다.[190][191]

2019년 7월 21일, 원룽 역 안에서 흰 옷을 입은 남성들이 통근자들과 시위대를 막대기로 공격했습니다.

2019년 원룽 공격은 7월 21일 CHRF가 주최한 대규모 시위 이후 발생했습니다. 조직폭력배로 의심되는 사람들은 그들의 "고향"을 "방어할 것"이라고 맹세하고, 모든 반인출 법안 시위자들에게 위안룽에 발을 들여놓지 말라고 경고했습니다.[202] 가해자들은 위안룽역에 들어가기 전에 위안룽의 펑야우 거리 북쪽에 있는 사람들을 공격했고, 그들은 중앙홀과 승강장은 물론 열차 칸 내부의 통근자들을 무차별적으로 공격하여 지역 사회의 광범위한 반발을 불러 일으켰습니다. 이후 법무부는 일부 변호사들로부터 "정치적 동기에 의한" 기소를 했다는 비판을 받아왔습니다. 원룽 공격 이후, 사건 이후 몇 주 동안 가해자는 기소되지 않았고, 젊은 시위자들은 며칠 안에 폭동을 일으킨 혐의로 기소되었습니다.[203] 시위대는 또한 7월 31일 틴수이와이에서 폭죽 공격을 받았고, 8월 5일에는 wan완에서 칼을 휘두르는 남성들의 공격을 받았고, 8월 5일에는 노스포인트에서 장주를 휘두르는 푸젠족 갱단으로 의심되는 사람들이 공격에 맞서 싸웠습니다.

경찰이 친정부 폭력 반대 시위대를 기소하지 못했다는 좌절감과 이로 인해 경찰에 대한 불신이 점점 커지고 있는 가운데 [208]강경파 시위대는 시위대가 "사적으로 문제를 해결"하는 것으로 묘사한 적으로 인식되는 개인을 목표로 자경자 공격을 수행하기 시작했습니다.[208][209] 친베이징 여배우 셀린 마, 사복 경찰관,[210][211] 지난 8일 심수이포에서 시위대를 들이받은 택시기사 등이 공격을 받았습니다.[212] 11월 11일 마온산 역에서 한 중년 남성이 시위대와 말다툼을 벌인 후 가연성 액체에 흠뻑 젖어 시위대에 의해 불이 붙었습니다.[213][214] 11월 14일, 한 노인이 두 집단의 시위자들과 셩수이 주민들 사이의 폭력적인 대치 중에 머리 부상으로 사망했습니다.[215]

시위는 대체로 "리더가 없는" 것으로 묘사되어 왔습니다.[216] 시위자들은 일반적으로 레딧과 유사한 온라인 포럼인 LIHKG옵션으로 엔드 투 엔드 암호화된 메시지 서비스인 텔레그램을 사용하여 시위에 대한 아이디어를 전달하고 브레인스토밍하고 집단적인 결정을 내렸습니다.[216] 이전의 시위와 달리 2019년의 시위는 20개 이상의 다른 지역으로 확산되었습니다.[217] 시위자들과 그들의 지지자들은 당국, 다른 정치적 성향을 가진 고용주들, 그리고 정치적 압력에 굴복한 기업들로부터 기소나 미래의 잠재적인 보복을 피하기 위해 익명으로 남아있었습니다.[218]
